SPECIAL MEETING MAR. 29, 2007
TOWN OFFICE BUILDING 6:00 P.M.
First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Patton and Lewis, D. Latincsics, L. Nicholls and residents.
PUBLIC WORKS
The Board signed bills. First Selectman Eldredge asked Lynn where the receipts from the Transfer Station are? Lynn commented there are 2 receipts left, one stays in Public Works and goes in the computer, and one goes to Accounting, there is nothing left in the book. First Selectman Eldredge commented he wants the pink receipts to go over them to make heads or tails of them. Discussion on the Western Oil receipts followed. First Selectman Eldredge commented he had a call from OSHA, they will be here on April 9th and also at Public Works. Lynn commented they will come in and check everything out, you have up to a year to comply; they will work with you as long as you are working with them and trying to get everything in compliance. First Selectman Eldredge asked Lynn do
you have the parts from the boom mower, I want OSHA to look at them. The parts will be made available. First Selectman Eldredge asked Selectman Patton did you get in touch with the union regarding this? Selectman Patton commented yes I told him what we were doing and if they wanted to do something that’s fine. Selectman Patton commented let this take its course; if the union wants to do something fine; don’t start interfering with it, don’t start asking for additional investigations while this thing is going on. First Selectman Eldredge commented I’m not asking for additional investigations, I want his opinion on a welded boom, if we should have welded it. Should we be working with a boom with any stress cracks? He does accident investigations for OSHA. I want to make sure we have safe equipment out there, if we are not doing things right on it I want his opinion. I want to make sure we are safe in any
operation we do. There is no charge for this. Selectman Lewis commented I have concerns about OSHA, it is a good program but I like having someone we know dealing with it, I don’t put all my money on OSHA. Lynn commented the Board agreed to buy the chemical shed and wanted to buy it now. First Selectman Eldredge commented we were going to do that and the compactor at the same time. I think we should look into leasing the compactor. Lynn commented the one we are going to buy meets all the necessary standards. Selectman Patton asked do we have a price on the chemical shed? Lynn replied yes. Selectman Patton commented let’s go to the Board of Finance on both of these. First Selectman Eldredge commented he talked to Mr. DeVivo and what they have can be converted to meet all standards, a brand new shipping container is around 3,500 to 4,000. Lynn commented they are shipping containers, not chemical containers. First Selectman Eldredge commented Karl said there is an insert
that can go in there. Lynn commented we have $18,000 approved, I have gotten numerous prices. First Selectman Eldredge commented it is $4,000 vs. $14,000. Lynn commented after you add everything to the shipping container it will be the same as the chemical container. Selectman Patton commented this is what happened with the tires, we decided to do something, it takes a while to get pricing and then you want to change what we are doing. If you want to lease the compactor, get the information now so that we can move forward. First Selectman Eldredge commented he will call DeVico tomorrow and get prices including everything. We need to go to Board of Finance and get this done. Lynn asked if the sidewalks in front of Hall School belong to the Town. First Selectman Eldredge replied that they belong to the State. Selectman Patton commented the sidewalks at the Village Hill Bridge belong to the Town. This information was
necessary for a survey. Lynn asked First Selectman Eldredge are you going to take care of re-writing the letter regarding use of the shed at the Transfer Station. First Selectman Eldredge commented no, the memo went out the way it is. Lynn commented it is counteractive to what we talked about at the last Board meeting. First Selectman Eldredge commented I wrote

the memo in response to a grievance, it stays the way it is, I have been through it with the attorney and this is the way I want it. Lynn commented you wrote me a letter. Selectman Lewis commented we even said they could be inside the building at any time. Which is the opposite of what we said all along from the day we put it up there. First Selectman Eldredge commented no, the memo says in extreme weather they can be inside. The Board read the memo and discussed it. Selectman Patton commented it needs some clarification but the intent of the letter is that they can use the shed during extreme weather but one of then must be outside if the public is there. Lynn commented that is all that I ask. First Selectman Eldredge commented that letter says they cannot negate any of
their duties to run the Transfer Station or to assist people. Selectman Patton commented that is the intent of the letter and it should be in the file with these minutes in case in a few years clarification is needed. First Selectman Eldredge commented I consulted with the attorney and I am very satisfied with the letter. Selectman Patton commented people have a tendency to read letters the way they like them. First Selectman Eldredge commented anyone can read anything they way they want to, change them around but this gives the clear intent that they must be there, anything that they need to assist anyone with they must come out but other than that in inclement and severe weather they can be inside the shed. Selectman Patton commented these minutes can be stapled to that letter in case there is any confusion.

The Board and Donna Latincsics went over the C.I.P. plan.
SELECTMAN PATTON MOVED TO APPROVE THE C.I.P. PLAN AS PRESENTED.
Selectman Lewis seconded the motion.

SELECTMAN PATTON MOVED TO ADJOURN THE MEETING AT 6:45 P.M.
