SPECIAL MEETING MAR. 26, 2007
TOWN OFFICE BUILDING 6:40 P.M.
First Selectman Eldredge called the meeting to order at 6:40 P.M. with the following in attendance: Selectmen Patton and Lewis, D. Latincsics and residents. L. Nicholls was absent.
PUBLIC WORKS - Nothing.
RESOLUTION – DOT – ELDERLY & DISABLED
The following resolution is needed for Willington Youth, Family & Social Services.
SELECTMAN PATTON MOVED TO APPROVE THE FOLLOWING RESOLUTION:
BE IT RESOLVED BY THE BOARD OF SELECTMEN FOR THE TOWN OF WILLINGTON DO HEREBY AUTHORIZE THE FIRST SELECTMAN, MICHAEL ELDREDGE, TO NEGOTIATE AND EXECUTE ALL NECESSARY AGREEMENT/CONTRACT DOCUMENTS ON BEHALF OF THE TOWN OF WILLINGTON WITH THE DEPARTMENT OF TRANSPORTATION OF THE STATE OF CONNECTICUT FOR THE ELDERLY AND DISABLED DEMAND RESPONSIVE TRANSPORTATION EXPANDED PROGRAM, AND TO AFFIX THE CORPORATE SEAL
Selectman Lewis seconded the motion.
VOTE: 3 YES (ELDREDGE, PATTON & LEWIS) 0 NO
C.I.P.
Donna Latincsics gave the Board copies of the C.I.P. and commented the 3 suggestions the Board made are implemented. 1. Do not appropriate $170,000 from the general fund balance, the money may be needed for completion of senior housing. 2. Fire trucks remain part of the plan, ordering new trucks in 09-10. 3. There are two benefits to issue bonds in 2010-11 when the ADA and Fenton Ruby bonds drop off – a. cost effective to do road projects without interruption, b. opportunity to combine road and open space into single issue. Donna commented 2 very valuable suggestions were made. 1. as the grand list grows; the capital plan should grow at the same rate so that the capital plan keeps with the growth of the Town. If the grand list grows 2%, the capital
plan should grow 2%. 2. Continue to pursue STEAP grants for road drainage improvements. Discussion followed on all of this. Selectman Patton commented the problem is not approving bonds, it is selling the bonds. We get authority from Town Meeting to sell bonds; if we buy open space and it is not enough to sell bonds, at what point can we front the cash and how many years do we have to mate this? Donna will check on this. The Board agreed they were satisfied with the C.I.P. as presented.
