SPECIAL MEETING MAR. 8, 2007
TOWN OFFICE BUILDING 6:30 P.M.
First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Patton and Lewis, L. Nicholls and residents.
PUBLIC WORKS
The Board signed bills. Discussion on the electric bill for the Transfer Station followed. Lynn will look into that bill. Lynn commented Todd from Gorman’s came in, she asked him if we could lock into last year’s prices. He will check on this and get back to her. Todd gave her a 5 year Preventive Maintenance Cost Analysis Summary. Discussion on the summary followed. Discussion followed on an anonymous e-mail to the Board and Public Works. It was agreed that instead of everyone answering whoever answered a reply to all should be sent. First Selectman Eldredge commented he thought about giving his 3 numbers but did not. Lynn commented she had received the First Selectman’s e-mail about grievances but did not have any copies. Copies were made
for the Board and Lynn. Lynn commented she had told the Transfer Station operators that no dumping from dump trucks was allowed but they say the First Selectman said it was okay. I told them to read the permit book, when I rewrote the permit book it said there would be no dumping from dump trucks. It is not being sorted properly. First Selectman Eldredge commented so you rewrote the permit book that you could not back a dump truck up to anything. Lynn replied yes. First Selectman Eldredge commented that’s the purpose to bring things up in a dump truck, granted they must be sorted. Lynn commented they are not being sorted, you can’t take a 16’ 2x4 and back it up to an 8’ wide dumpster and put a 16’ across the area. Selectman Lewis commented if we are having a problem with it we will be charged; we should try to not have people dump, to do it by hand, that way there would be more of a chance to see what is
going into it. First Selectman Eldredge commented Willimantic Waste can take care of the waste down there because they do trash too. Lynn commented I told the operators if anyone comes with a dump truck they must unload everything by hand in the proper place or the people can go directly to Willimantic Waste. First Selectman Eldredge commented they are residents they have a right to come to the dump. Lynn commented we are getting boulders and stumps and everything. First Selectman Eldredge commented you have to be there for the load and see that it’s correct. Selectman Patton commented tell me what your recommendation is, if Willimantic Waste has been telling us this obviously there is nobody watching. First Selectman Eldredge commented that’s the thing, it has to be watched. Selectman Patton asked so what do we do to get these people to watch? Someone is not doing their job. First Selectman Eldredge commented
you have to be out there and watch the loads coming in; you have to look at the loads. Selectman Patton commented so tell me who is not doing their job. First Selectman Eldredge commented I don’t know there are two people so one of them has to be there and make sure. Selectman Patton commented so the person in charge is not doing their job. You are saying someone should watch the load and Willimantic Waste has told us the garbage going there is not acceptable. First Selectman Eldredge commented then they are not checking the loads before they are being dumped. Selectman Patton asked so what do we do? First Selectman Eldredge commented reemphasize to them. We did it for 9 years, we checked the loads and you have to be out there to punch the bulk load cards. So you look over the load and when you see something that doesn’t go in there make them hand sort it. Selectman Lewis commented obviously it is not
being done. First Selectman Eldredge commented that’s right and it has to be done. Selectman Patton commented so we probably need to tell them that it has to be done or? Lynn commented we started in Sept. looking for prices for tires for the backhoe; you need to sign the quote so I can get the tires. That’s including installation on the backhoe at the Public Works garage, all others we would have to take the backhoe to them.

SELECTMAN PATTON MOVED TO ADJOURN THE MEETING AT 7:00 P.M.
Selectman Lewis seconded the motion.
