REGULAR MEETING                                                                                                           FEB. 20, 2007
TOWN OFFICE BUILDING                                                                                                  6:30 P. M.

First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Patton & Lewis, L. Nicholls, A. Poole, A. Ference and residents.  First Selectman Eldredge led the Pledge of Allegiance.

APPROVAL OF MINUTES
SELECTMAN PATTON MOVED TO APPROVE THE MINUTES OF 2/5/07.  
Selectman Lewis seconded the motion.
VOTE:  3 YES (ELDREDGE, PATTON& LEWIS)    0  NO

SELECTMAN LEWIS MOVED TO APPROVE THE MINUTES OF 2/8/07.

PRESENT TO SPEAK
Annemarie Poole, Treasurer, was present to report on finances for January.  Annemarie commented the finances are now on the web.  Annemarie commented Donna Latincsics is not here but if there are any questions about expenditures I will pass them along.  On the revenue side, we are closing out Bank of America on the ambulance fund and going with New Alliance as soon as EMSI, is finished coordination on the funds.  The rate at New Alliance will be just over 3%.  Selectman Patton asked could we move some of them to a higher yielding account?  Annemarie commented we will when this is moved.  Further discussion on New Alliance Bank, the reserve fund and class account followed.

A list of correspondence was available at the meeting and in the Selectman’s office.

PUBLIC WORKS
Lynn commented we are trying to get everything back in order from the snowstorm.  Lynn commented she talked to the Public Works Supervisor in Ashford regarding the inmate program; he said there is no guarantee that you get the same ones all the time.  They have a small crew and sometimes a crew member was gone for 1 to 3 hours to pick up or bring back if there was a lock down.  The Town must pay insurance for the inmates also.  This gentleman thought it was not worth it with a small crew, it would be different if you have a large crew.  Lucien Bessette commented it sounds like a good deal but with our size crew you are concentrating on watching them and getting them going.  They have a large crew in Stafford and it works.  When we had them before I had to correct one of them and he threw a tool across the room.  I do not come to work to worry about inmates.  First Selectman Eldredge commented we had a lot of work done by the inmates and I thought it worked out.  I supervised them a lot; it was a good labor source to support you guys.  We used them on different projects.  The Dept. of Corrections will send us a packet on what is required of the Town.  Lynn asked will you take into consideration what Public Works thinks?  Lou commented it sounds like you are not going to consider my opinion and you will probably have a lot of problems.  It got to the point where one employee would not pick up the inmates.  We try to work for the Town, I am not a correction officer; if a correction officer wants to come and watch then that is fine.  First Selectman Eldredge commented you would have to have someone acceptable to do this.  Lou asked do you have someone in mind?  First Selectman Eldredge replied no, they would have to volunteer; you can’t force them to do it.  I always felt they did a lot of good things for the Town.  We used them for trash pick up, painting, digging out cross culverts, brush cutting.  They took away 5 tons of litter from around the Transfer Station, which was a DEP violation.  They painted the trim on the Town Hall, painted bridges.  When the road crew was working we had the benefit that I could take them somewhere separately or to support the crew.  The Public Works Supervisor said where we used them.  In the years that I had them if one had an attitude they would replace him.  There was one guy we wanted to hire.  There was good and there was bad but it is worth taking a look at the pros and cons.  Someone from the Dept. of Corrections is willing to come to a meeting to discuss this with us.  Selectman Lewis commented we could start with what the packet says; the liability could be bad.  Selectman Patton commented if there is anything about insurance we can send it to our insurance company for their opinion.  Lynn commented we are replacing mailboxes now.  Selectman Lewis asked what about the brakes on the truck?  Lynn commented it is going in tomorrow.
  
BUDGET
First Selectman Eldredge commented we can’t do anything with the budget until CIP is approved.  This budget incorporates the changes we talked about.

APPOINTMENTS
SELECTMAN LEWIS MOVED TO APPOINT ALAN FERENCE AS A MEMBER OF THE WILLINGTON RECREATION COMMISSION TERM EFFECTIVE IMMEDIATELY AND TO TERMINATE DECEMBER 15, 2009.
Selectman Patton seconded the motion.

TAX REFUNDS
FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $43.32 TO BARBARA KRATOCHVIL.

GIRL SCOUT PROCLAMATION

FIRST SELECTMAN ELDREDGE MOVED TO ADOPT THE FOLLOWING GIRL SCOUT PROCLAMATION.
Selectman Lewis seconded the motion.
VOTE:  3 YES (ELDREDGE, PATTON & LEWIS)    0  NO

WHEREAS, Monday, March 12, 2007, marks the 95th anniversary of Girl Scouts of the USA, founded by Juliette Gordon Low in 1912 in Savannah, Georgia; and

WHEREAS, throughout its distinguished history, Girl Scouting has helped build millions of girls and women of courage, confidence and character; and

WHEREAS, through the dedication, time, and talent of volunteers of different backgrounds, abilities, and areas of expertise, the Girl Scout organization thrives for girls in so many settings,

WHEREAS, through Girl Scouting’s unique leadership development program, girls define leadership by making the world a better place by discovering, connecting, and taking action in their communities; and,

WHEREAS, Girl Scouting takes an active role in increasing girls’ awareness of the opportunities available to them today in math, science, sports, technology, health and fields that can expand their horizons; and

WHEREAS, more than 3.7 million Girl scout members nationwide will be celebrating 95 years of this American tradition, with nearly 50 million women who grew up participating in Girl scouting and exemplify the impact of this amazing movement;

NOW, THEREFORE, I, Michael Eldredge, by virtue of the authority vested in me as First Selectman of Willington, do hereby applaud the commitment Girl Scouts has made to America’s girls and proudly proclaim the week of March 11-17, 2007 as Girl Scouts Make The World a Better Place Week.

AWARD SUBSURFACE SEWAGE DISPOSAL SYSTEM CONTRACT FOR SENIOR HOUSING
FIRST SELECTMAN ELDREDGE MOVED TO AWARD THE SUBSURFACE SEWAGE DISPOSAL SYSTEM CONTRACT FOR SENIOR HOUSING TO HERB HOLDEN TRUCKING, INC. FOR $342,200 FOR ITEM 1, FOR $1.00 PER CUBIC YARD FOR ITEM 2, EXCAVATE & REMOVE ROCK FROM ALL AREAS OTHER THAN IN PIPE TRENCHES AND FOR $1.00 PER CUBIC YARD FOR ITEM 3, EXCAVATE & REMOVE ROCK FROM PIPE TRENCHES AS PER THEIR BID.
