SPECIAL MEETING FEB. 13, 2007
TOWN OFFICE BUILDING 5:30 P.M.
First Selectman Eldredge called the meeting to order at 5:30 P.M. with the following in attendance: Selectmen Patton and Lewis, D. Latincsics, L. Nicholls and residents.
PUBLIC WORKS
The Board signed bills. Lynn commented she has prices for the gutters. First Selectman Eldredge commented he talked to the gentleman from the State and we do not have to do it; we must send a letter to the State. Discussion on this followed. First Selectman Eldredge commented we will not do the repair of the runoff and in the warm weather we will do the fascia. The roof on the old Senior Center needs to be repaired also. Lynn asked about the Town Meeting for the chemical trailer. First Selectman Eldredge commented we have to go to Board of Finance first. Lynn commented she received a letter from a resident on Rt. 32 regarding water in her basement; the resident believes it is coming from Fisher Hill Road. This was checked out and the water is not coming from Fisher
Hill Road. This is not the Town’s problem and we can’t do anything about it. Lynn commented at the CIP meeting we talked about railings at the Transfer Station, Lynn Brown said we should go to Board of Finance now about this. Lynn commented the gates need to be checked also. First Selectman Eldredge commented talk to Karl and see what he wants to do and get some prices. Donna commented the CIP Committee took it out of the CIP plan; they want you to go the Board of Finance now. Lynn commented they are talking about taking engineering cost out of this year’s budget. I am worried about that, Tinkerville could cost about $22,000 and you can’t count on Public Works having a surplus. First Selectman Eldredge commented they are saying if you have a surplus you can do things out of the budget. Discussion on Tinkerville followed. Lynn will get the plan together and go out to bid. Lynn commented we are
geared and ready for the storm. Selectman Patton commented I got a call today, Mike if you are going to bad mouth the Public Works Director in public you should do it in a quiet manner. You are at the diner, in public, and you are speaking loudly and many people hear you. First Selectman Eldredge commented I honestly don’t recall doing that.
BUDGET WORKSHOP
First Selectman Eldredge commented we are kind of high here. Lynn asked regarding the engineer’s fees are we going to have enough money? Selectman Patton commented I am sure we will have transfers before we run out of money. Donna replied yes we will. First Selectman Eldredge commented we are at an 8.3% increase. I want to talk to you about the inmate program. Lynn commented I talked to the crew many times about that; you are tying up one person all day to stay with them and take them back. First Selectman Eldredge commented I disagree, we used to have it and got a lot done. I talked to Allen Bacchiochi in Stafford and they have 6 inmates. Selectman Lewis commented you could have 1 person watch 3 working. First Selectman Eldredge commented it gives you
laborers to help Public Works. Selectman Lewis asked do we have people willing to do it? Lynn commented she will talk to the crew and Stafford Springs about the program. First Selectman Eldredge will talk to the Dept. of Correction about the program. First Selectman Eldredge asked the Board where they would like to reduce costs. Selectman Patton commented we could take $1,000 from Town Hall fuel. Donna agreed. Selectman Patton asked what are we doing different? Discussion followed on the $40,000 for time and material for some of the Public Works jobs. First Selectman Eldredge commented maybe we can get them done if we get the inmates. Lynn commented little things become big things if we do not get them done. Discussion followed on how some salary increases come about. Selectman Patton asked are there any recommendations for cutting? First Selectman Eldredge commented I would take some money out of time

materials. We can go with the initial budget. Selectman Lewis commented isn’t it better to go in with true numbers rather than go back to increase. First Selectman Eldredge replied yes, time and materials is the only one. Selectman Patton commented unfortunately I have another appointment. Another meeting will be held on Thurs. the 15th at 5:30 P.M.

SELECTMAN PATTON MOVED TO ADJOURN THE MEETING AT 6:18 P.M.
Selectman Lewis seconded the motion.
