SPECIAL MEETING FEB. 8, 2007
TOWN OFFICE BUILDING 5:30 P.M.
First Selectman Eldredge called the meeting to order at 5:33 P.M. with the following in attendance: Selectmen Patton and Lewis, L. Nicholls and residents.
PUBLIC WORKS
The Board signed bills. Selectman Patton asked how are the tires, refrigerators and other items at the Transfer Station? Lynn commented she looked at things and everything is being accounted for. Lynn commented one of the trucks is at Tri-State Diesel being checked out. Selectman Patton asked about the compactor. Lynn commented I am still waiting for one of them to call me back and another to get back to me about the size. Lynn commented Ed Taimen wants to meet with the Board along with the Recreation Commission. The Board agreed to this. First Selectman Eldredge asked how much is completed on GASB? Lynn replied 75% and she is working on the rest of it. Discussion followed on wood along the road; it has been given to people who were in need. First Selectman
Eldredge commented there is a difference with an elderly person that could use some; I have no problem with that. We still have to be very careful with that, what one person sees the other person wants. Lynn commented that’s why I wanted to keep it quiet. First Selectman Eldredge commented that’s why I just wanted you to send me a list. Lynn commented it is about helping people. Selectman Lewis commented we should probably have a policy on that. Lynn commented sometimes people see us chipping and they want the wood chips, what do you do? First Selectman Eldredge commented I don’t think anything like wood chips or sweepings are a big deal. Lynn commented if we are right there I have no problem but I am not going to drive across town to deliver. First Selectman Eldredge commented that’s where you have to be careful, if you are backing into someone’s yard with a Town truck full of wood and you are dumping
it, it is going to cause ill feelings. Selectman Lewis commented that’s the thought I have been having on it, the liability. Selectman Patton commented it is a matter of why you are doing it for them and not me. First Selectman Eldredge commented exactly, if you cut the wood and leave it along side the road and somebody comes along and picks it up all the more power to them. Lynn commented this was for a few people we were trying to help out a little bit. Selectman Patton commented do not go out of your way, if you are in the area it is okay. Lynn commented the summer help was taken out of the budget. Selectman Patton asked how did Public Works make out at CIP? Lynn commented the truck is back to next year. I would like to see the backhoe replaced. Lynn commented they were trying to push Public Works into doing some big jobs, like the drainage on Village Hill. Peter Latincsics wanted Public Works to do some big
jobs and I explained we do not have the equipment or the manpower to do them. Selectman Patton asked what did the committee say? Lynn commented not much; they do ask questions to become knowledgeable about what is going on; they have hard pressed things to take care of. Selectman Patton commented so they want Public Works to do these larger projects. Lynn commented Peter thought we could but I explained to them that most towns have 1 man for every 10 miles of road; we have 3 men and myself. Selectman Patton asked First Selectman Eldredge what did you tell them? First Selectman Eldredge commented I told them the $40,000 was to catch up with small jobs we cannot get to. These jobs that are requiring big funding I doubt that they are going to be able to fit it in this years. They are looking at a lot of requests; they are starting to put things together. Lynn thought the storm drainage was taken out but it was not. Selectman
Patton commented Mike so you told them Village Hill and Turnpike Roads was out of our capabilities. First Selectman Eldredge commented he didn’t mention anything about them. Lynn commented we just can’t do all that big stuff, we don’t have the manpower and equipment. We are behind on our stuff; we don’t always have a full crew. First Selectman Eldredge commented I know that, we can do a basin or a small piping if we have to. Selectman Lewis commented this will need to go in CIP.

BUDGET WORKSHOP
A discussion on the CIP followed. The Selectmen’s budget was discussed. Selectman Patton commented we need to discuss the salaries for the Office Manager, Supervisor of Public Works and the Business Manager. First Selectman Eldredge commented we should do that in Executive Session. Selectman Patton commented that is not necessary. Selectman Lewis commented he is concerned with the summer help not being in the budget. Lynn commented we need to have someone ready by May 1st. Discussion on the metal pull over for temporary help’s shoes followed. Selectman Patton asked Donna to please put the summer help back in the budget. Donna will do that. First Selectman Eldredge commented the main impact is what CIP is. Selectman Patton asked what
have we done to lower the operating cost? Discussion on this followed. Selectman Patton suggested we buy another tank for the oil heater. Lynn will check out the cost. Selectman Patton commented there is a low of waste in pilot lights. This will be checked out. Discussion followed on lighting in the mezzanine at Public Works. Selectman Lewis asked should we be looking into paving some dirt roads.
SELECTMAN PATTON MOVED TO ADJOURN THE MEETING AT 6:18 P.M.
Selectman Lewis seconded the motion.
