REGULAR MEETING                                                                                                           JAN. 16, 2007
TOWN OFFICE BUILDING                                                                                                  6:30 P. M.

First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Patton & Lewis, L. Nicholls and residents.  First Selectman Eldredge led the Pledge of Allegiance.

APPROVAL OF MINUTES
SELECTMAN LEWIS MOVED TO APPROVE THE MINUTES OF 1/2/07.  
Selectman Patton seconded the motion.
VOTE:  3 YES (ELDREDGE, PATTON& LEWIS)    0  NO

SELECTMAN PATTON MOVED TO APPROVE THE MINUTES OF 1/4/07 AS CLARIFIED.
Selectman Lewis seconded the motion with the following clarification:  Selectman Lewis commented he did not make himself clear at this meeting when he referred to the Public Works meetings with the Board, it has nothing to do with Lynn being incompetent; she is not.  She is really good at what she does.  In the past these meetings were held between the First Selectman and the Supervisor of Public Works but now it is a Board meeting too.  Also we had an e-mail with a complaint about Burt Latham Road work that was done and a compliment about the same work.

Selectman Lewis seconded the motion.

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.

PUBLIC WORKS
Lynn commented our snow budget is looking good.  We are working on the equipment, picking up the roads.  Two guys went out with the dump truck and filled it with stuff they picked up on the roads.  There was a lot of stuff on Polster Road.  Lynn commented she talked to M. McCormack at UCONN regarding GASB; it must be done by June 2009.  Discussion followed about what was required by GASB.  It was agreed that the value of each road was necessary for GASB and that the details of each road was a good idea for the Town to have.  First Selectman Eldredge commented you look at the road to appraise it for running feet and get the numbers to finance.  Selectman Patton commented there are cheap GSP units out there, maybe we can get one.  I will look

into it.  Selectman Patton commented I asked Lynn about the dump fees and she have me a report on this.  We are getting rid of 300 tires and only getting fees for 150 tires, appliances were off also.  Discussion on this followed.  Selectman Patton commented it concerns me that fees are not being paid or not being reported.  I would like an inventory every Monday and it necessary we will do a daily inventory.  First Selectman Eldredge commented Monday morning inventory is a good idea; I would like to see it.  Selectman Lewis asked Lynn do they have a price list.  Lynn replied yes.  A discussion on the fees followed.  Lynn commented a lot of businesses in Town have not paid their fee.  First Selectman Eldredge commented if they show up at the Transfer Station tell them to come here to pay first.

OLD BUSINESS
First Selectman Eldredge commented we need to start the formalities on the Ketches Road Bridge.  The Federal fiscal year is from October 1 to September 30.  Selectman Patton commented we have a committee for that.  First Selectman Eldredge commented yes but we need to start the press releases and other formalities in order to get ready.  The Board agreed.

PROCLAMATION – WEAR RED DAY FOR WOMEN
SELECTMAN PATTON MOVED TO ADOPT THE FOLLOWING PROCLAMATION:
Selectman Lewis seconded the motion.
VOTE:  3 YES (ELDREDGE, PATTON & LEWIS)    0  NO

PROCLAMATION - WEAR RED DAY FOR WOMEN
WHEREAS, diseases of the heart are the nation’s leading cause of death and stroke is the third leading cause of death;
WHEREAS, MORE THAN 6,000 WOMEN IN Connecticut die of cardiovascular disease each year; and
WHEREAS, cardiovascular disease (CVD) are the leading cause of death among women; and
WHEREAS, Cardiovascular disease and stroke kill more than 480,000 women in the U.S. every year; more than the next 5 causes of death combined, including all cancers and,
WHEREAS, of every 5 people who die from stroke, about 2 are men and 3 are women and,
WHEREAS, one in 2.6 deaths in women are from cardiovascular disease (CVD); and,
WHEREAS, about 46,000 more women than men have a stroke each year; and
WHEREAS, the American Heart Association is continuing their Go Red For Women movement to encourages women to pay attention to their hearts and help them live longer, stronger lives by reducing their risk for cardiovascular disease;
NOW, THEREFORE, I Michael L. Eldredge, First Selectman of the Town of Willington, in recognition of the importance of the ongoing fight against heart disease and stroke, do hereby proclaim February 2, 2007, to be
“Wear Red Day For Women”
in Willington, Connecticut and urge all citizens to wear red in recognition of family friends and neighbors who have suffered from heart disease, and as a show of support to fight it.  By increasing awareness of the risk factors for this devastating disease and taking actions to reduce them, we can save thousand of lives each.
IN TESTIMONY WHEREOF, I have hereunto set my hand and cause to be affixed the seal of Willington, CT this 16th. Day of January 2007.

TAX REFUNDS
FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $610.00 TO TOYOTA MOTOR CREDIT CORP.
Selectman Patton seconded the motion.
VOTE:  3 YES (ELDREDGE, PATTON & LEWIS)    0  NO

GOOD & WELFARE  
Selectman Lewis commented I think adopting a school in Iraqi is a good idea.  I like Bill Chapman’s thoughts and ideas, this is a good thing.  Lynn commented she wants to thank the neighbor who fixed the mailbox that had been smashed up.

SELECTMAN PATTON MOVED TO ADJOURN THE MEETING AT 7:22 P.M.
