SPECIAL MEETING                                                                                                                JAN 4, 2007
TOWN OFFICE BUILDING                                                                                                   5:30 P.M.
First Selectman Eldredge called the meeting to order at 5:30 P.M. with the following in attendance:  Selectmen Patton and Lewis, L. Nicholls and residents.

PUBLIC WORKS
The Board signed bills.  Discussion followed on the electric bills regarding distribution and generation and if we are locked in for all accounts.  This will be checked out.  Lynn commented she is going to Somers to talk about signs; we may be able to cut cost on them.  Val is investigating cost for the Internet.  We have a dial up system and our weather program does not work in bad weather since it is a dish that is almost obsolete.  Discussion on this followed.  Selectman Patton suggested looking into DSL.  Lynn commented that the speed limit on Mason Road was approved by the State and is posted.  First Selectman Eldredge asked did you put up pavement ends signs?  Lynn commented they were up.  Lynn commented she looked at the trees on Rt. 320, they are very big and up on a headwall.  She talked to DOT about this and they will look at it.  Lynn reported that the additive has been added to the fuel.  Someone who bid on the plow that we decided to scrap asked if they could pay the scrap price.  First Selectman Eldredge commented I do not want to do that.  Lynn and the Board agreed.  Lynn commented Mike you asked me for prices on the boom, we agreed M. Savin would do it.  First Selectman Eldredge commented I wanted to look at them.  Lynn asked can we call M. Savin on it?  First Selectman Eldredge replied yes.  Lynn commented a gentleman came into my office wanting an application for a position in Public Works.  He was told there would be an opening in the spring.  Is there something I do not know about?  The Board agreed there was no opening.  Lynn commented Friday I was called to look at Burt Latham and today to meet with someone from DPH.  Can I call them and set up a schedule myself?  First Selectman Eldredge commented the man from DPH set the date and time.  Selectman Patton asked First Selectman Eldredge why did Lynn have to go, why didn’t you meet with him?  First Selectman Eldredge commented I wanted her to do it.  Lynn commented you called regarding a site line.  Discussion on this followed; there is no ordinance on site lines just sub-division regulations.  First Selectman Eldredge commented it is because they create an issue when they put in a driveway.  Discussion followed on Burt Latham Road, the pine trees on it and if it is a two-rod road.  Lynn commented we took down some pine trees and some vines came down, it was a site line issue.  Selectman Patton asked when are we going over the Public Works budget?   Wednesday, January 10, 2007 at 6:00 P.M. was agreed on for the budget workshop for Public Works.  Selectman Lewis commented some people believe we are having these meetings with Public Works because of the incompetence of our Public Works Supervisor, this is not the case.  I think it is time to make a statement on it.  These meetings were done as we had met before but the set up for Public Works was not working.  By bringing the Public Works in front of the Board of Selectmen, having these meetings, which is a normal procedure for the First Selectman and was done in the past, is now being done by the Board.  It has nothing to do with the competence or incompetence of Public Works or the Public Works Supervisor.  This way it is in the minutes and people will realize it has nothing to do with Lynn being incompetent; she is not.  She is really good at what she does.  It is a different procedure on how it is being handled.  First Selectman Eldredge commented that’s fine.

PERMIT FEES FOR WATER SYSTEM
First Selectman Eldredge commented W.J. Mountford did not put fees into the bid package, they thought they would be waived.  They can pay the fees and they will charge back to us or we can waive the fees.  Discussion on this followed.  The Board decided not to waive the fees.        
     
SELECTMAN PATTON MOVED TO ADJOURN THE MEETING AT 6:33 P.M.
Selectman Lewis seconded the motion.
VOTE:  3 YES (ELDREDGE, PATTON & LEWIS)    0  NO
