REGULAR MEETING JAN. 2, 2007
TOWN OFFICE BUILDING 6:30 P. M.
First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Patton & Lewis, L. Nicholls and residents. First Selectman Eldredge led the Pledge of Allegiance.
APPROVAL OF MINUTES
SELECTMAN LEWIS MOVED TO APPROVE THE MINUTES OF 12/18/06.
Selectman Patton seconded the motion.

PRESENT TO SPEAK
Kris Hansen and Ralph Rice, of Old Farms Road, were present to discuss the water problem on that road. Mr. Hansen commented he has 1/3 acre lot and due to regulations on how close a catch basin can be to the well and septic system he does not have room to put a basin in. Therefore, he was running a hose from his sump pump
out on to the road. Lynn had informed him this is a dangerous situation since the water could freeze. His neighbor Mr. Rice allowed him to drain into his back yard but then that became flooded. He is seeking an answer to this problem. Lynn commented the drainage problem starts on Route 74. First Selectman Eldredge asked did you go to PZC or Inlands/Wetlands? Mr. Hansen commented his engineer told him to come to the Town for a storm drain. First Selectman Eldredge commented the whole road has a problem. Discussion on storm drains followed. Selectman Patton commented the answer, at first blush, is we will have to live with it for a while. Even if we started today, you are looking at a couple of years. We are building a dry pond in back to handle water from
74, pass your house and the Town Office Building and down to the Senior Housing. First Selectman Eldredge commented the retention basin will be accepting drainage from approximately 12 acres of watershed. We will ask the Town Engineer, Karl Acimovic to look at it. Selectman Patton commented realistically it will be a long time. There is a large volume of water coming down the road. Unfortunately both houses were built on bad soils and a swampy area. Selectman Eldredge commented try heat tape on your discharge pipe so the sump pump will not burn out.

PUBLIC WORKS
Lynn commented they are brush cutting. They finished Burt Latham and finished the cul-de-sacs on Balazas Road and are doing culverts also. Someone left a dead dog in the brush pile at the Transfer Station. Lynn commented we need to lock the gate, people are getting in to the Swap Shed and destroying stuff, I once found someone sleeping in the Swap Shed. Selectman Lewis commented a homeless person was stealing there at one time. Lynn commented it would be wise to lock the gate. Discussion on locking the gate followed. First Selectman Eldredge commented we must make sure Willimantic Waste has a key. Lynn commented we could have a lock box with a combination and the key inside. Selectman Patton commented it will at least stop them from bringing in a vehicle.
Selectman Lewis asked Lynn about the problem on Burt Latham. Lynn commented she is working on it. Lynn commented when we are cutting brush I like to tell the people to call me if there is something special that should not be cut. We are brush cutting site lines now. Discussion followed on the site lines problem between FedEx and the Truck Stop on both sides. Lynn has talked to the Dept. of Transportation and asked if we could take care of it, we can handle it. Selectman Patton commented it is no big deal to do, it just needs to get done.
OLD BUSINESS
Selectman Patton commented Wilbur Gangaway spoke to us about the Transportation Committee and gave us the paperwork from the meeting. It was decided that the committee would reconvene 6 months after the Senior Housing opens. We should wait the 6 months to look at it. Selectman Lewis commented the majority will not be driving.

FIRST SELECTMAN ELDREDGE MOVED TO RE-APPOINT GREGORY BLESSING AS A MEMBER OF THE RECREATION COMMISSION, TERM EFFECTIVE 12/15/06 TO 12/15/09.
Selectman Lewis seconded the motion.

PROCLAMATION – WINTER WONDERLAND WALK FOR THE CURE DAY
SELECTMAN PATTON MOVED TO ADOPT THE FOLLOWING PROCLAMATION.

Winter Wonderland Walk Town Proclamation
~Whereas, breast cancer is the one of the most frequently diagnosed cancer in women, and more than 211,240 new cases of breast cancer in women and in some men will be diagnosed in the United States in 2006; and
~
Whereas, more then 2,600 Connecticut women are expected to be diagnosed with breast cancer and approximately 530 are expected to die from the disease in 2006: and
~
Whereas, thanks to early detection, the five year survival rate for Connecticut women, estimated to be 97 percent, is one of the highest in the country; and
~
Whereas, the risk of being diagnosed with breast cancer increases with age and early detection is its best defense. The American Cancer Society has set forth guidelines, considered by many in the medical community to be the standard of care, that women aged 40 and older have an annual mammogram; and
~

Whereas, women who are uninsured or underinsured can have access to breast cancer screening and treatment through the national Breast and Cervical Cancer Early Detection Program; and
~
Whereas, the State of Connecticut is dedicated to promoting better health for all women through increased~community education and community awareness of the breast cancer health crisis in our state; and
~
Whereas, celebrating a decade of success, the Breast Cancer Alliance continues it’s mission of seeking to fund innovative breast cancer research and promote breast health through education and outreach, and improving the quality of life for breast cancer patients; and
~
Whereas, on January 20, 2007, the Eastern Mountain Sports Connecticut stores will sponsor a fundraising and awareness event, the Winter Wonderland walk For the Cure To Benefit Breast cancer Research and the Susan G. Komen Foundation Connecticut Affiliate Breast Cancer Alliance; now

Therefore, I, Michael L. Eldredge, First Selectman, of the Town of Willington of the State Of Connecticut, in recognition of the need to increase awareness about breast cancer, do hereby officially join our Governor, M. Jodi Rell, of the State of Connecticut, in proclaiming January 20, 2007 as Winter Wonderland Walk For The Cure Day in the Town of Willington.
TAX REFUNDS
FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $194.90 TO JAGUAR CREDIT ASK PROPERTY TAX.
