REGULAR MEETING                                                                                                           DEC. 18, 2006
TOWN OFFICE BUILDING                                                                                                  6:30 P. M.

First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Patton & Lewis, L. Nicholls, D. Latincsics, A. Poole and residents.  First Selectman Eldredge led the Pledge of Allegiance.

APPROVAL OF MINUTES
SELECTMAN LEWIS MOVED TO APPROVE THE MINUTES OF 12/4/06.
Selectman Patton seconded the motion.

SELECTMAN PATTON MOVED TO APPROVE THE MINUTES OF 12/7/06.

PRESENT TO SPEAK
Business Manager Donna Latincsics and Town Treasurer Annemarie Poole were present to discuss Town expenses and revenues with the Board.  Various line items were discussed including consulting engineer, town attorney, diesel fuel and heating oil.  Funding of the pension plan was also discussed, an update is promised by the pension company this week.  Five months of the year to date 56% of the tax budget is in.  In intergovernmental revenue some categories appear to be falling behind, it is an issue of when we get payment.  We also get money from speeding tickets issued on Town roads.  Our investment income is good, rates are going up.  Further discussion on expenses and revenue followed.

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.

PUBLIC WORKS
Lynn Nicholls commented there was a problem at the Transfer Station; a mouse ate the wire inside the compactor motor.  Pela will come up with a motor.  They are grading roads, cutting brush and picking up trash around Town.  First Selectman Eldredge asked did you get plans from LaRosa?  Lynn commented they do not have anything, they said they turned in the as built to the Town.  Lynn will talk to Steve on Tuesday about the as built.

VETERAN’S EXEMPTIONS
First Selectman Eldredge commented he talked to Nicole Lintereur, the Assessor, regarding increasing the Veteran’s exemptions.  First Selectman Eldredge read Nicole’s e-mail regarding this.  There are approximately 300 qualifying veterans on record, receiving at least one exemption.  State statutes limit the amount of the exemptions, which can only be increased, if during a revaluation, the residential portion of the grand list doubles over its previous value.  The increase of the veteran’s exemptions was not possible for our town for the last 2 revaluations.  Willington does have the local option additional veteran’s exemption which is income qualified.  Currently 16 veterans qualify for this ($25.57 less on their tax bill).  This exemption may be increased by changing the Town’s ordinance.  The maximum amount is a $10,000 exemption, which would provide a deduction of $255.70 to each of those qualified veterans.  Discussion on this followed.  First Selectman Eldredge commented the income for a single person is $27,700 and for a married person is $33,900.  Selectman Patton suggested send the information to the Board of Finance for their input since it affects the budget and the mil rate.  Selectman Patton commented if the ordinance is changed maybe more people will apply for it since they could receive a larger deduction.

BIDS FOR GUARDRAILS
Two bids were received:  
Kent Fence – alternate 1 - $18,500, alternate 2 – $13,150, alternate 3 - $19,300, alternate 4 - $13,950.
Arrow Fence – alternate 1 –$23,338, alternate 2 - $17,648, alternate 3 - $27,698, alternate 4 - $22,792.  
John Sahi, Recreation Director, commented there is $15,000 in the budget for the guardrails.  The Recreation Commission will look over the bids and make a recommendation to the Board on awarding.

FIRST SELECTMAN ELDREDGE MOVED TO RE-APPOINT WILLIAM BAILEY, AS REGULAR MEMBER OF THE HISTORIC DISTRICT COMMISSION, TERM EFFECTIVE JAN. 1, 2007 TO JAN. 1, 2012.
Selectman Lewis seconded the motion.

FIRST SELECTMAN ELDREDGE MOVED TO RE-APPOINT MARC JEFFREYS AS AN ALTERNATE MEMBER OF THE HISTORIC DISTRICT COMMISSION, TERM EFFECTIVE JAN. 1, 2007 TO JAN. 1 2010.
Selectman Lewis seconded the motion.

FIRST SELECTMAN ELDREDGE MOVED TO RE-APPOINT RICHARD CLAUS, SR. AS THE TOWN OF WILLINGTON MUNICIPAL ANIMAL CONTROL OFFICER, TERM EFFECTIVE JAN. 1, 2007 TO JAN. 1, 2009.
Selectman Patton seconded the motion.
VOTE:  3 YES (ELDREDGE, PATTON& LEWIS)    0  NO
Selectman Lewis commented we should be looking at having an assistant Dog Warden.  Selectman Patton commented we could team up with surrounding towns to see if they have an assistant who would like to be assistant here.  Selectman Lewis commented we could talk to Stafford Springs.  Selectman Patton commented he is concerned about when Dick cannot do the job; he is available 24/7.  We will have sticker shock when he does not want to do the job.  First Selectman Eldredge commented we can ask Ashford also.  Selectman Lewis commented it is a good idea to tie in with other towns.  Selectman Patton commented as long as Dick wants to do it and he feels he is able that’s good.

TAX REFUNDS
FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $124.20 TO EDINA YOON.

GOOD & WELFARE
Selectman Lewis commented Danny Postemski is going back to Iraq for the second time.
