SPECIAL MEETING                                                                                                                    NOV. 27, 2006
TOWN OFFICE BUILDING                                                                                                              6:00 P.M.

First Selectman Eldredge called the meeting to order at 6:19 P.M. with the following in attendance:  Selectmen Patton and Lewis, L. Nicholls and residents.

The Board signed bills and requests for leave.  Discussion followed on Lynn’s truck.  Lynn reported that it might need a front alignment soon.  Discussion followed on the waste oil burner at Public Works; the types of oil used and filters.  There is one filter and it is changed every other month.  Consideration will be given to using more than one filter.  Lynn commented she met with the Historic District Com. regarding the trees on the Town Green and the bushes around the Town Hall.  The Historic District Com. gave their okay to take down the trees and take out the bushes.  The Garden Club is willing to plant new plants.  Lynn commented Stuart Cobb called her regarding moving the old shed at Hall School.  Lynn would like to move it to the Transfer Station and talked to Walt West about moving it, the cost would be approximately $200.  Lynn will talk to the Boy Scouts about repairing it.  The Board agreed this was a good idea.  Lynn talked to Sue Yorgensen and Karl Acimovic about the renewal permit for the pit.  Karl should have the Transfer Station permit ready this week.  CIP has $60,000 for storm drainage work.  Selectman Patton commented we have to get things done, we have to get the help we need.  Lynn reported the holder is broken; the boom snapped and went through the windshield.  First Selectman Eldredge asked was anyone hurt?  Lynn replied no.  First Selectmen Eldredge asked where did it break, where it was welded?  Lynn commented there was a crack on the boom, we put a plate over it and welded the plate; where it broke was on one side where the weld was but on the other 2 sides there was no weld and that is where it snapped, right below the plate, opposite where it was welded.  Selectman Patton asked did it break below the knuckle coming down?  Lynn commented yes.  Selectman Patton asked what is causing all the stress on it?  Lynn commented she does not know exactly how it snapped, he was cutting brush, it broke and went into the window.  First Selectman Eldredge asked what would it cost to get a new piece.  Lynn replied $15,000.  First Selectman Eldredge commented we should get it welded.  Selectman Patton asked why does it continue to break?  Lynn commented abuse.  Selectman Patton asked is there training he can go to?  It breaks a lot.  Further discussion on this followed.  Selectman Patton commented before we weld it could we find out why it is breaking?  Bring in the holder representative.  If there is something wrong with the machine we need to know.  If there is something with the operator we need to know that.  I do not want to spend $15,000; there is obviously something wrong we need to know if it is the machine or the operator.  Bring in the welder also.  First Selectman Eldredge commented have them look at it.  Lynn asked about the $270,000 for Public Works phase 3 Senior Center for CIP.  Selectman Patton commented you do not have to worry about it.  Lynn commented she had Service Station Maintenance check out the gas pump.  It works on and off.  They said it might be a sensor.  Lynn asked for a price to replace the sensor.  Selectman Lewis commented since we did not have a meeting with the Public Works employees I think we need to send a memo to them that they must talk to Lynn before doing anything.  One employee had to be called in because another person left without letting Lynn know.  There have been a couple of incidents and a letter regarding the chain of command would help.  First Selectman Eldredge commented yes and reminding them that time off requests should be in 24 hours in advance.

Discussion on holidays followed.  Lynn commented Walt West put the lights on the tree at the Town Green.  Selectman Patton asked what do we want to do about the people caught stealing the bottles, meant for the nursery school, at the Transfer Station?  Discussion on this followed.  First Selectman Eldredge will check with the State Police to see if they took their names or just chewed them out.  Lynn commented she appreciates the help of the Fire Department.  

SELECTMAN PATTON MOVED TO ADJOURN THE MEETING AT 7:05 P.M.
Selectman Lewis seconded the motion.
