SPECIAL MEETING OCT 24, 2006
TOWN OFFICE BUILDING 5:54 P.M.
First Selectman Eldredge called the meeting to order at 5:54 P.M. with the following in attendance: Selectmen Patton and Lewis, L. Nicholls and residents.

SELECTMAN PATTON MOVED TO HOLD THE FOLLOWING TOWN MEETING:
The electors of the Town of Willington and all persons who are entitled to vote in Town Meeting on the matters mentioned in the following warning are hereby warned and notified to meet in Town Meeting at the TOWN HALL at 11 COMMON ROAD in Willington on November 1, 2006 at 7:00 P.M. for the following purposes:
ITEM I
To see if the townspeople on the recommendation of the Board of Finance will authorize the appropriation of $57,900 from the Home Land Security Grant for the purpose of purchasing a generator for the Hall Memorial School.
ITEM II
To see if the townspeople on the recommendation of the Board of Finance will authorize the appropriation of $50,000 from the General Fund Balance to the Capital Project Fund for the installation of a generator at Hall School.
Selectman Lewis seconded the motion.
Discussion followed on whether to have one or two items. It was agreed to have two items. Selectman Patton commented he is disappointed in the Board of Finance’s lack of intelligent curiosity about how item 2 was handled. They fluffed it off and it shows me they do not care. I am very disappointed in their handling of this matter, it tells me they do not care how the books are kept or about the accuracy. Mark Makuch was the only one who took an active interest. The only reason we had that meeting with the auditors was because I pushed it. It is not my job or the First Selectman’s job. Selectman Lewis commented if you do not follow the principles, when it comes to finances, you have nothing. There is no such thing as close enough; you have to follow the
principles of accuracy. First Selectman Eldredge commented I think in this case it was not intentional; when the appropriation was made they thought it was in good faith to pay for the generator installation. Selectman Patton commented to pay for a generator that hadn’t been ordered yet or to pay for the installation of a generator that hadn’t been ordered yet, either way it was wrong; they knew it was wrong. If you didn’t know it was wrong then there is even more of a problem. First Selectman Eldredge commented I didn’t come away from that meeting feeling that it was done intentionally. Selectman Patton commented it was done intentionally because the money needed to be spent at the end of the year and they spent it. First Selectman Eldredge commented he does not agree. He thinks the Superintendent thought she was contributing towards the good of the Town by putting that money into the account, which I agree was
wrong. She shouldn’t have done it and I agreed with you at that meeting but all you can do is correct the action, which they did. Selectman Lewis commented they

should be admonished at least. Selectman Patton commented I am not a professional and as soon as I heard it I knew it was wrong, if you deal with municipal finance you know. I am discouraged with the Board of Finance handling of it, or not handling of it; it is a poor way of doing business.

PUBLIC WORKS
Bills, time cards and leave requests were signed. Lynn commented T. DeVivo came in to discuss the compactor; she is getting other prices also. They are coming in for the backhoe. Lynn showed the Board the manual for the backhoe, she will make sure everyone knows how to use the machine properly and that will cut down on breakage. Selectman Patton commented that it is a good idea. Patnode came in to look at the heater at Public Works. S. Cobb called about the fire lane at Hall School and she talked to DEP regarding an easement. Lynn is getting prices to stripe the roads that were chip sealed. Lynn commented we need to do posts and railings on many roads. Discussion on the mowers and mowing followed, all the fields are done. Lynn commented we need to get some
grading done, most of the plows are ready, and the International truck is coming along.
