BOARD OF SELECTMEN
REGULAR MEETING SEPT. 18, 2006
TOWN OFFICE BUILDING 6:30 P. M.
First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Patton & Lewis, L. Nicholls and residents. First Selectman Eldredge led the Pledge of Allegiance.
APPROVAL OF MINUTES
SELECTMAN LEWIS MOVED TO APPROVE THE MINUTES OF 9/5/06.
Selectman Patton seconded the motion.
VOTE: 3 YES (ELDREDGE, PATTON& LEWIS) 0 NO
SELECTMAN LEWIS MOVED TO APPROVE THE MINUTES OF 9/11/06.
Selectman Patton seconded the motion.

SELECTMAN PATTON MOVED TO APPROVE THE MINUTES OF 9/14/06.
Selectman Lewis seconded the motion.

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office. Selectman Patton commented they were also given a report of expenditures; he asked if it is possible to have the Business Manager and the Treasurer come to the Board’s 2nd. meeting of each month to go over the report and answer any questions the Board might have? First Selectman Eldredge commented he meets with them once a month but he will ask them to attend the 2nd. meeting of each month.
PUBLIC WORKS
Lynn commented that Tuesday morning they are starting on Turnpike paving. Someone dumped a boat and trailer on Polster Road. The new dump truck is going back because the hoist pump is leaking. They are doing chip sealing and brush mowing also. Selectman Lewis asked about the drainage on Latham Road. Lynn commented she must sit down with Karl to see what we can do. Lynn commented there are new potholes opening up everywhere, we need to do some real shimming; she will go over the priority list with Karl. Selectman Patton asked Lynn if she thought we should combine the Village Hill & Turnpike Roads drainage projects into one? Lynn replied yes we would get better bids. Discussion on the cost of this and LOCIP money followed. Selectman Patton commented we need to
go to Town Meeting for approval and we should do that

before going to bid. Lynn commented it would be good to get the bids before the budget. First Selectman Eldredge asked when do we have to have the repair on Tinkerville done under FEMA? Lynn commented there is no date but we have to sit down and go over that. This was an estimated cost and FEMA takes the Town’s word that it will be done. That money goes into the General Fund and we need to get approval to spend it. Lynn commented she met with Green Mountain Construction regarding Hall School sidewalks; they are getting ready to start.
OLD BUSINESS – None
KECHKES ROAD BRIDGE COMMITTEE
First Selectman Eldredge commented that he and Karl met with representatives from the Dept. of Transportation and Close, Jensen and Miller to discuss the Kechkes Road Bridge. We need to appoint a committee of 5 and use their guidelines. First Selectman Eldredge commented he suggests that the Board along with Lynn and Karl be the committee. Selectman Patton commented the application states we would start in 2007 with completion in 2008 but the money is in the CIP for 2010-2011, we need to be consistent; the data should reflect what we have in the CIP. First Selectman Eldredge asked do you think this is a viable schedule? Selectman Patton commented if we can get the funding and the state has funding. First Selectman Eldredge commented the state has the funding now. They encourage us
to start with what we can now. Selectman Patton commented maybe we should meet with them before we have a Public Hearing so we know what is going to happen and know about funding. If needed we can change the CIP around. First Selectman Eldredge commented your question is, is there an actual commitment? Selectman Patton commented there is a commitment but when is it available?
FIRST SELECTMAN ELDREDGE MOVED TO FORM THE KECHKES ROAD BRIDGE COMMITTEE AND APPOINT THE BOARD OF SELECTMEN, LYNN NICHOLLS AND KARL ACIMOVIC AS MEMBERS.
Selectman Patton seconded the motion.
VOTE: 3 YES (ELDREDGE, PATTON & LEWIS) 0 NO
Selectman Patton commented we need to know where we are, is Karl’s estimate good? First Selectman Eldredge commented he thinks so. The bridge will be two lanes and 20’ wide. The meeting with CJM & DOT will be scheduled.
TAX REFUNDS
FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $98.28 TO DAVID BENTON.
Selectman Patton seconded the motion.
VOTE: 3 YES (ELDREDGE, PATTON & LEWIS) 0 NO
FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $6.68 TO DOUGLAS OR SHERRY STRICKLAND.
Selectman Lewis seconded the motion.
VOTE: 3 YES (ELDREDGE, PATTON & LEWIS) 0 NO
GOOD & WELFARE
Selectman Patton commented that the Truck convoy in Willington for the Make a Wish Foundation raised over $80,000. Judy Cirelli is very much involved with this and does a lot of work with it. Selectman Patton commented he would like to see a letter of thanks from the Board sent to her. It is a worthy cause.

A letter will be sent. First Selectman Eldredge commented he thought the 9-11 memorial went very well and there was a good turn out. Selectman Patton commented it was a good job and well done and thanked the staff for doing it.
