REGULAR MEETING SEPT. 5, 2006
TOWN OFFICE BUILDING 6:30 P. M.
First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Patton & Lewis, L. Nicholls, K. Acimovic and residents. First Selectman Eldredge led the Pledge of Allegiance.
APPROVAL OF MINUTES
SELECTMAN PATTON MOVED TO APPROVE THE MINUTES OF 8/21/06.
Selectman Lewis seconded the motion.
VOTE: 3 YES (ELDREDGE, PATTON& LEWIS) 0 NO
SELECTMAN PATTON MOVED TO APPROVE THE MINUTES OF 8/31/06.
Selectman Lewis seconded the motion.
VOTE: 3 YES (ELDREDGE, PATTON& LEWIS) 0 NO

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.
PUBLIC WORKS
Bills were presented and signed by the Board. Lynn commented that the tractor went down, it will be taken apart and a quote given for repair. Lynn commented next week chip sealing will start. The loader will be in tomorrow. Discussion on whether we were trading in the old loader or selling it followed. We will ask for sealed bids on the loader. Selectman Lewis asked do we have anything in the policy regarding if an hourly employee is doing something for the Town they should be on the clock? Selectman Patton commented I need to think about that. Selectman Lewis commented he is worried about potential liability problems.
MIHALIAK ROAD EXTENSION
Karl Acimovic was present to discuss Mihaliak Road Extension with the Board. It was agreed that a cost estimate for improvements to the end of the road was necessary. Karl recommended accepting cash in lieu of them doing the road and we would do the road. The company will come back to Karl with a quote and he will give it to Susan.
AWARD CONTRACT FOR HALL SCHOOL SIDEWALKS
REGULAR MEETING -2- SEPT. 5, 2006
First Selectman Eldredge commented that Green Mountain Construction bid $40,918.59, he talked to them and they reduced it to $36,250; there is $36,528.58 in the budget. Selectman Patton asked is there any contingency? First Selectman Eldredge replied no; I checked their references and they were good. This was the only bid we received. Selectman Patton asked is there any money in there for inspections. First Selectman Eldredge commented there is $250 for Karl to inspect. Selectman Patton commented there will be no money in consulting engineers for that. I would depend on Lynn’s expertise to oversee it we can’t afford Karl. Lynn commented she would do it; Karl & I have to come up with the 2 sleeves for the water.
FIRST SELECTMAN ELDREDGE MOVED TO AWARD THE CONTRACT FOR HALL SCHOOL SIDEWALKS TO GREEN MOUNTAIN CONSTRUCTION FOR $36,250.00 AS PER THEIR BID.
Selectman Patton seconded the motion.
VOTE: 3 YES (ELDREDGE, PATTON & LEWIS) 0 NO
Selectman Patton commented it is cutting it to close, I’m not crazy about going back to a contractor and asking him to reduce his bids but seeing as there is only one bidder. First Selectman Eldredge commented he check with the Town Attorney and there is no problem since there is only one bidder.
TAX REFUNDS
FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $304.57 TO DONLEN TRUST.
Selectman Patton seconded the motion.

FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $16.30 TO PAUL LEWIS.
Selectman Patton seconded the motion.

FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $6.83 TO CANDICE B. LICENCE.

FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $175.89 TO WILLIAM VIVEIROS.
Selectman Patton seconded the motion.

AWARD CONTRACT FOR GRANT ADMINISTRATOR
SELECTMAN PATTON MOVED TO AWARD THE CONTRACT FOR GRANT ADMINISTRATOR TO L. WAGNER & ASSOCIATES FOR $40,000.00 AS PER THEIR QUOTE.
Selectman Lewis seconded the motion.
VOTE: 3 YES (ELDREDGE, PATTON & LEWIS) 0 NO
AWARD CONTRACT FOR PUBLIC WORKS ROOF
SELECTMAN PATTON MOVED TO AWARD THE CONTRACT FOR THE PUBLIC WORKS ROOFS TO BELLEFLEUR CONSTRUCTION FOR $6,730.00 AS PER THEIR BID.
First Selectman Eldredge seconded the motion.
VOTE: 3 YES (ELDREDGE, PATTON & LEWIS) 0 NO
LETTER REGARDING SENIOR HOUSING TAXES
First Selectman Eldredge commented Dave Berto requested a letter that we would not charge taxes on the HUD 32 units. I sent him a letter we would reduce the taxes. He would like us not to charge taxes during the construction. After the construction we will sit down and look at it. The Board agreed. A letter will be sent regarding this.
GOOD & WELFARE
Selectman Patton reminded everyone about the Flea Market on Sat. Sept. 9th.
