PUBLIC WORKS
Lynn commented we talk about many issues in Public Works and they always get carried over and not taken care of, we should settle some things.  Battye Rd. is an example; we talked about making it a one-way road.  It is a 2 rod road, 16’ at the narrowest and 18’ at the widest.  Lynn commented she would like the Board to consider making this a one-way road.  The State will have to approve it because it comes out on to Rt. 32.  Lynn commented vacuuming catch basins is $56.00 vs. $11.00 claim shell cleaning.  Discussion on this followed.  Lynn commented she would ask the Fire Dept. to help; we could blow out some of them.  Lynn commented she is finding a lot of things while doing GASB.  Lynn took the NIMS certification class and is now certified as a supervisor.  The rest of Public Works will go to class on June 14th.  Lynn commented last week she worked the Transfer Station and there is a problem with people dumping into the containers.  One gentleman was dumping everything into the bulky waste container including tires, he did not have a bulky waste permit and I believe he is hauling from other towns.  First Selectman Eldredge commented you can dump into a bulk waste container with a dump truck but only what belongs in the bulk waste.  The Transfer Station was designed so that you can dump into containers, Karl is designing one right now for Brooklyn.  Lynn commented there is nobody up there watching what is going on, it is a dangerous situation and they are not recycling.  First Selectman Eldredge commented if you can prove he is hauling from other towns we can write him up Selectman Patton commented it sounds like some times you can dump and other times you cannot; if the attendant says no, there must be a reason for it, we must back that person up.  First Selectman Eldredge commented everything must be separated, but if you have a load that is just for the bulk and you have it on a truck or a trailer, yes you can dump it in there, that has always been the procedure.  Selectman Lewis commented you need to take the employees word and back them up, they are not trying to hassle townspeople they are trying to do a job properly and do what is best for the Town.  If the attendant tells a person they cannot dump and if that person calls you up to complain they can’t dump, you can’t tell them to go ahead.  First Selectman Eldredge commented the person called me and asked when did they change the regulations he told that gentleman there were no regulation changes and he could dump from a trailer or from a dump truck into a container.  Selectman Patton commented then that person took it that of course they could dump.  Lynn commented then we should put something up there that says dumping of load depends on the load.  First Selectman Eldredge commented you can’t dump mixed loads no matter what.  Selectman Patton commented when you are on the phone and tell them of course you can dump and you are not there to see what the are dumping they take from it that the First Selectman says I can dump.  First Selectman Eldredge commented that is not what they person asked me, he asked when did they change the regulations.  I said we never did change the regulations.  Selectman Patton commented I understand the attendant has the desecration and authority to deny someone dumping at that time and we need to back them up if somebody calls from the Transfer Station.  First Selectman Eldredge commented yes they do and the public should have a bulk waste permit.  Lynn commented that on Friday she saw him coming from Stafford with stuff.  First Selectman Eldredge commented he would give a citation if you give me the information.

Lynn commented she saw him but how can she prove it.  Selectman Patton commented unless you take a picture of the load how can you prove it.  Lynn agreed.  Selectman Patton commented bulky waste is 3 cubic yards a week now, maybe we need to revise the fee schedule and have not only a weekly load but also an annually load.  Discussion on permits for contractors doing work on a Willington home followed.  Selectman Patton commented there is a distinction between a business in town that pays to bring their trash to the Transfer Station and someone who lives in town and charges to do bulky waste dump runs.  Selectman Lewis commented the Solid Waste Advisory Committee needs to look at the operation manual.  Selectman Patton commented the First Selectman should look into it to see if this is in the Operation Manual and maybe make a change and get involved in this particular situation.  First Selectman Eldredge commented he doesn’t believe this individual is a business regardless of what he has on his business card.  We can curtail this very fast by issuing a citation we followed him from Stafford.  Selectman Patton commented unless you take a picture of the truck and the load coming from Stafford you can’t prove where it came from.  First Selectman Eldredge commented we have always gone by if anyone at the Transfer Station actually sees a load coming and it is applicable to the time the Transfer Station is open we have accepted that is the load coming in.  We have done it in the past and issued citations.  Selectman Patton commented this happened on Friday when the Transfer Station is closed.  First Selectman Eldredge commented it is open Saturdays.  Selectman Patton commented to First Selectman Eldredge you probably need to get involved in this.  First Selectman Eldredge commented that’s fine but there is no category for somebody that is running a business in town doing dump runs.  First Selectman Eldredge commented SWAC should revise the regulations.  Lynn commented if it is not raining on Wed. I might pull one of the Transfer Station people to mow fields.  Selectman Patton asked is there anything we should know about the State Bridge reports?  First Selectman Eldredge commented they do not think we made any good repairs on the Kechkes Road Bridge, they said we did not improve the structure, Karl Acimovic disagrees.  Selectman Patton commented they said it was not properly welded.  Lynn commented this is the first I heard of it.  First Selectman Eldredge asked didn’t they know what we were going to do before we did it?  Lynn replied yes.  First Selectman Eldredge commented Karl will talk to the State about this.  Selectman Patton commented watch Karl’s line item or it will be overspent.
