REGULAR MEETING                                                                                                           MAY 1, 2006
TOWN OFFICE BUILDING                                                                                                  6:30 P. M.

First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Patton & Lewis, L. Nicholls and residents.  First Selectman Eldredge led the Pledge of Allegiance.

APPROVAL OF MINUTES
SELECTMAN LEWIS MOVED TO APPROVE THE MINUTES OF 4/17/06.  
Selectman Patton seconded the motion.
VOTE:  3 YES (ELDREDGE, PATTON& LEWIS)    0  NO

PRESENT TO SPEAK
Bob White was present to ask if a scenic road ordinance was passed, it is in our Plan of Conservation & Development.  He will talk to the Conservation Commission about this.  Mr. White also wanted to know if the 911 street numbers would be changed on Michalec Road and was told the Fire Dept. was handling that.  

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.

PUBLIC WORKS
Lynn Nicholls commented they are sweeping, doing GASB and repairing signs.  The Board and Lynn reviewed the Chip Seal bids that are going out.  Discussion on the miles of road being done followed.  Selectman Patton asked how is the sweeping going?  Lynn commented well.  Selectman Patton asked have we cleaned out the vortex on Village Hill Road near the bridge?  Lynn will check it out.  Selectman Patton asked what will you use this year to clean out the catch basins?  Lynn commented that she would call around to check.  The clamshell does not get everything but the vacuum truck is very expensive, there are 987 basins.  First Selectman Eldredge asked Lynn to get pricing on both.  Lynn commented that the vacuum is $28 per basin and the clamshell is $11 per basin.  Selectman Lewis asked if the basins on Blair & Schofield Roads would be leveled?  Lynn commented they are trying to hit the chip seal roads first.  Selectman Lewis commented he is worried about the culverts not being level and the liability to the Town.  Discussion followed on the idea of making Batty Road one way, it is very narrow in many areas and with the new homes going up in that area it could lead to unsafe conditions.  This will be looked into.  Discussion regarding the corner of Adamec & Glass Factory School Roads followed, traffic is cutting the bank, this also will be looked into.

FIRST SELECTMAN ELDREDGE MOVED TO ADD AMENDED MOTION FOR THE HISTORIC DOCUMENTS PRESERVATION GRANT TO THE AGENDA.
Selectman Lewis seconded the motion.

AMENDED MOTION TO THE 4/17/06 BOARD OF SELECTMEN’S MEETING
SELECTMAN PATTON MOVED TO APPROVE THE APPLICATION FOR A $7,000 HISTORIC DOCUMENTS PRESERVATION GRANT FOR FY 2007 AND TO DESIGNATE DONNA HARDIE AS THE APPLICANT AND TO APPROVE THE FOLLOWING RESOLUTION:
RESOLVED:  THAT MICHAEL ELDREDGE, FIRST SELECTMAN, OR THE TOWN CLERK AS HIS DESIGNEE IS EMPOWERED TO EXECUTE AND DELIVER IN THE NAME OF AND ON BEHALF OF THE TOWN OF WILLINGTON AN APPLICATION AND CONTRACT WITH THE STATE LIBRARY FOR AN HISTORIC DOCUMENT PRESERVATION GRANT.
Selectman Lewis seconded the motion.
VOTE:  3 YES (ELDREDGE, PATTON & LEWIS)    0  NO

APPOINTMENTS
FIRST SELECTMAN ELDREDGE MOVED TO RE-APPOINT THE FOLLOWING TO THE INLAND WETLANDS & WATERCOURSES COMMISSION AS REGULAR MEMBERS:  
GREGORY BLESSING, LEON KOUYOUMJIAN AND DAVID SCHREIBER, ALL TERMS EFFECTIVE MAY 16, 2006 TO MAY 16, 2009.
Selectman Patton seconded the motion.
VOTE:  3 YES (ELDREDGE, PATTON & LEWIS)    0  NO
Selectman Patton commented that we have a good Wetlands Board, experienced and with a lot of common sense.  I’m happy to re-appoint them.  First Selectman Eldredge commented they are excellent.

TAX REFUNDS
FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $103.97 TO ALLIANCE CROUSE ENG. CO. LLC.
Selectman Lewis seconded the motion.
VOTE:  3 YES (ELDREDGE, PATTON & LEWIS)    0  NO

FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $309.75 TO DARRIN & CATHY HAVANEE.
Selectman Lewis seconded the motion.
VOTE:  3 YES (ELDREDGE, PATTON & LEWIS)    0  NO

WILLINGTON ASHFORD AGREEMENT
An agreement between Willington and Ashford must be signed, due to mistakes in tuition for E.O.Smith, and the First Selectman authorized to sign the agreement.
FIRST SELECTMAN ELDREDGE MOVED THAT MICHAEL ELDREDGE, FIRST SELECTMAN, IS EMPOWERED TO EXECUTE AND DELIVER IN THE NAME OF AND ON BEHALF OF THE TOWN OF WILLINGTON AN AGREEMENT AND CONTRACT BY AND BETWEEN THE TOWN OF ASHFORD AND THE TOWN OF WILLINGTON.  
Selectman Lewis seconded the motion.
VOTE:  3 YES (ELDREDGE, PATTON & LEWIS)    0  NO
Selectman Lewis do we know if there are more people like that, is anyone checking?  First Selectman Eldredge commented that he asked Dr. Berglund to do everything possible to check enrollment.

BUILDING FEES
First Selectman Eldredge commented that the Building Official wants to increase the Building Fees effective July 1, 2006.  This will be tabled until we check out when it was done last and how.

GOOD & WELFARE  
First Selectman Eldredge reminded everyone the Budget Referendum is tomorrow.  Selectman Lewis commented the flags at the Town Green look good and shows our support; he also commented that the sign at River Road Recreation looks terrific.
