First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Patton & Lewis, L. Nicholls and residents. First Selectman Eldredge led the Pledge of Allegiance.
APPROVAL OF MINUTES

PRESENT TO SPEAK
Tony Scalora, Region 4 Coordinator, was present to discuss the NIMS resolution; he gave the Board a practical handout. Selectman Patton commented that this is no different than what the Fire Departments have been doing for 10 years or more. Mr. Scalora commented yes, we are trying to add on that, there was a directive that we need to be all encompassing; fire departments, FEMA, emergency management who are first responders and have a unified command and train alternate responders in local government along with key government officials. Nation wide there is a mandate that by Oct. 06 the IS-700 be taken by all chief executives in CT, offered as an intro to training and also a certification that if you attended that training session you certify for your town, as the representative, that you got that
training. Further discussion followed on training for the Fire Departments and Public Works. Some of the tests can be done on computer. They will also have on site training and exercises. Mr. Scalora commented that they will be developing a regional plan for evacuations. The local people are still the first responders. They are looking for local shelters, campgrounds, etc. and checking major arteries for traffic control leading to shelters. They hope to have everything done in the next 6 months. Discussion on funding followed. Mr. Scalora commented that the Emergency Manager Director does not have to be included in the resolution since the Director is part of the overall component. The NIMS plan would kick in at various times, it could be during hurricanes, floods, or an incident at the schools.

T. Gareau asked is there any news on the STEAP grant? There is not. Terry also asked about the Emergency Operation Plan, is it complete? Stuart Cobb reported that it is now a regional wide issue.

A list of correspondence was available at the meeting and in the Selectman’s office.
PUBLIC WORKS
Lynn Nicholls commented that they are re-grading roads and the sweeper is ready. She and Donna Latincsics have been working on the FEMA figures all day and will meet with the gentleman from FEMA again on Fir. Lynn drove him around today to see the work. Any work that is already completed will be paid at 100%. Anything that is not completed now is estimated, when complete if we go over the estimate, we may or may not get 100%.

RESOLUTION
WHEREAS, the President in Homeland Security Directive (HSPD)-5, directed the Secretary of the Department of Homeland Security to develop and administer a National Incident Management System (NIMS), which would provide a consistent nationwide approach for Federal, State, local and tribal governments to work together more effectively and efficiently to prevent, prepare for, respond to and recover from domestic incidents, regardless of cause, size or complexity;
WHEREAS, the National Commission on Terrorist Attacks (9-11 Commission) recommended adoption of a standardized Incident Command System;
WHEREAS, the collective input and guidance from all Federal, State, local and tribal homeland security partners has been, and will continue to be, vital to the development, effective implementation and utilization of a comprehensive NIMS;
WHEREAS, it is necessary and desirable that all Federal, State, local and tribal emergency agencies and personnel coordinate their efforts to effectively and efficiently provide the highest levels of incident management;
WHEREAS, to facilitate the most efficient and effective incident management it is critical that Federal, State, local, and tribal organizations utilize standardized terminology, standardized organizational structures, interoperable communications, consolidated action plans, unified command structures, uniform personnel qualification standards, uniform standards for planning, training, and exercising, comprehensive resource management, and designated incident facilities during emergencies or disasters;

WHEREAS, the NIMS standardized procedures for managing personnel, communications, facilities and resources will improve the State’s ability to utilize federal funding to enhance local and state agency readiness, maintain first responder safety, and streamline incident management processes.
WHEREAS, the Incident Command System components of NIMS are already an integral part of various incident management activities throughout the Town of Willington, including current emergency management training programs; and
WHEREAS, Governor M. Jodi Rell, in Executive order No. 10 ordered and directed the establishment of the NIMS, as promulgated and from time to time revised by the U. S. Department of Homeland Security, as the standard system within the State of Connecticut for the management of domestic incidents which affect the health, welfare, safety and security of Connecticut’s citizens’,
NOW, THEREFORE, I, Michael L. Eldredge, First Selectman, of the Town of Willington, by the virtue of the authority vested in me by the Constitution and the Statutes of the State, do hereby establish the National Incident Management System (NIMS) as the standard for incident management within the Town of Willington.
APPROVE SELECTMEN’S BUDGET
First Selectman Eldredge commented there is an 8.4% increase after adding in what the Board of Finance wanted. Selectman Patton commented that part of the reason is that the lease payments got left out. We were in a rush to get it to the Board of Finance and did not review it properly. I would like to see us start earlier; budget comes at the same time every year. Selectman Patton commented this budget maintains the infrastructure and pays the bills but is still under budgeted. Selectman Lewis commented he really does not like seeing a budget that high but you have to take care of the infrastructure, equipment and roads, it cost so much more to repair them if you let them go. It was under budgeted in the past. First Selectman Eldredge commented he thinks this budget can be
justified but this much of an increase bothers me

Selectman Patton commented that we ran out of time and money, we need to get alternate funding for some of the projects. We need to make this a workable plan. First Selectman Eldredge agreed. Selectman Lewis commented with the budget going the way it is going, we have to encourage economic development. The EDC needs volunteers. We have a lot of land that is commercial. People interested in the schools might want to look into EDC.

The Town of Willington is committed to the concept and implementation of Affirmative Action and the provision of equal employment opportunities to all members of the community, employees of the Town, applicants for such and participants of and applicants for programs offered by the Town, either directly or in conjunction with another agency. FAIR HOUSING RESOLUTION
Whereas, All American citizens are afforded a right to full and equal housing
opportunities in the neighborhood of their choice; and
Whereas, State and Federal Fair housing laws require that all individuals, regardless
of race, color, religion, sex, national origin, ancestry, marital status, age,
mental or physical disability, lawful source of income, sexual orientation,
familial status, be given equal access to rental and homeownership
opportunities, and be allowed to make free choices regarding housing
location; and
Whereas, The Town of Willington is committed to upholding these laws, and
realizes that these laws must be supplemented by an Affirmative State-
ment publicly endorsing the right of all people to full and equal housing
opportunities in the neighborhood of their choice.
NOW THEREFORE, BE IT RESOLVED,
That the Town of Willington hereby endorses a Fair Housing Policy to
ensure equal opportunity for all persons to rent, purchase and obtain
financing for adequate housing of their choice on a non-discriminatory
basis: and
BE IT FURTHER RESOLVED, That the First Selectman of the Town of Willington or
his designated representative is responsible for responding to and

FAIR HOUSING POLICY STATEMENT
It is both the policy and strong commitment of the Town of Willington to promote Fair Housing opportunities in all its programs and housing development activities and to take affirmative action through education and implementation to ensure equal housing opportunities for all persons and families.
The Town of Willington will take affirmative action to ensure that all tenants, applicants, and residents are treated fairly without regard to their race, color, religion, sex, sexual orientation, marital status, national origin, ancestry, learning disability, mental or physical disability, including but not limited to blindness, age individuals with children, or lawful source of income.
The Town of Willington will continue to make a good faith effort to comply with all Federal and State laws and policies which speak to fair housing practices.
It is the policy of the Town of Willington that all Housing related personnel be trained and educated in the principles of Fair Housing and Equal Opportunity so that Equal Housing Opportunity may be available to all qualified applicants.

COMPLIANCE WITH TITLE VI OF THE CIVIL RIGHTS ACT OF 1964
The Town of Willington does not discriminate in the provision of services, the administration of its programs, or contractual agreements. The Town of Willington seeks to fully carry out its responsibilities under the Title VI Regulations.
Title VI of the Civil Rights Act of 1964 prohibits discrimination on the grounds of race, color, or national origin in programs and activities receiving Federal financial assistance. Title VI provides that “No person shall on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program” covered by the Regulations.
This policy is effectuated through the methods of administration outlined in the Town’s Fair Housing Plan and is fully implemented to ensure compliance by the Town, as the recipient, and by sub recipients. The cooperation of all Town personnel is required.

HUD Project, acknowledging the Town’s commitment to complete the construction of a public water system that will supply the water needs for the Access Senior Housing project.
