SPECIAL MEETING JAN. 25, 2006
TOWN OFFICE BUILDING 5:00 P.M.
First Selectman Eldredge called the meeting to order at 5:02 P.M. with the following in attendance: Selectmen Patton and Lewis, L. Nicholls, K. Acimovic, D. Berto and residents.

SELECTMAN LEWIS MOVED TO APPROVE THE FOLLOWING TOWN MEETING:
The electors of the Town of Willington and all persons who are entitled to vote in Town Meeting on the matters mentioned in the following warning are hereby warned and notified to meet in Town Meeting at the TOWN HALL at 11 COMMON ROAD in Willington on February 2, 2006 at 7:00 P.M. for the following purposes:
ITEM I
To see if the townspeople, on the recommendation of the Board of Finance, will authorize the appropriation of $99,200.00 from EDI (Economic Development Initiative) Grant B-05-SP-CT-0405 and $150,000 from (Small Town Economic Assistance Program) STEAP Grant #2006-6072 for a total of $249,200 for Design and Construction of the Senior Housing Community Water System.
Selectman Patton seconded the motion.

WORKSHOP - TOWN RESPONSIBILITIES AND TIME LINES FOR THE WILLINGTON
SENIOR HOUSING PROJECT
Discussion on the request for proposals for the engineering design of a Senior Housing Water Supply & Distribution System followed. Each page was reviewed and the following dates were agreed on:
The ad for engineering design would be put in the Hartford Courant to be run on 1/27 & 1/30/06. The proposals are due back by 2:00 P.M. Feb. 15, 2006. The proposals will be gone over and the decision on interviews will be made by Feb. 17, 2006. The firms selected will be interviewed on Feb. 22, 2006, with the contracted awarded immediately. Report submittals are due March 23, 2006 and complete design submitted May 24, 2006. The permit review period will be 3 months and will includ Planning & Zoning, Inland/Wetlands, Public Health and Public Utilities. Bids for construction will be available around Aug. 16, 2006 and be due back Sept. 6, 2006. The construction should be done around Jan. 17, 2007. Discussion on the electrical followed. CL&P will be getting
back with cost for single phase and three phase. Discussion on more money from HUD followed, this will not be known before June 15, 2006 so if we get anything it will be a bonus. The Town is committed to the water, electrical, drainage and bringing the utilities to the HUD 202 building.

FORMATION OF SENIOR HOUSING PROJECT COMMITTEE
SELECTMAN PATTON MOVED THAT THE BOARD OF SELECTMEN FORM A SENIOR HOUSING PROJECTS COMMITTEE TO OVERSEE THE DESIGN, PERMITTING, CONTRACTING AND CONSTRUCTION OF THE TOWN PROJECTS ASSOCIATED WITH THE WILLINGTON SENIOR HOUSING PROJECT. IT SHALL ALSO INVESTIGATE AND MAKE RECOMMENDATIONS FOR CONTINUING THE WATER SYSTEM TO THE TOWN OFFICE BUILDING AND CENTER SCHOOL. THE COMMITTEE SHALL DEVELOP BUDGET ESTIMATES, HIRE CONSULTANTS AS NEEDED AND SELECT CONTRACTORS FOR CONSTRUCTION TO MEET GRANT-IMPOSED DEADLINES. THE COMMITTEE SHALL MEET WITH APPROPRIATE BOARDS AND COMMISSIONS AS NECESSARY TO OBTAIN PERMITS AND FUNDING NEEDED FOR COMPLETION OF THESE PROJECTS. THE COMMITTEE SHALL CONSIST OF MEMBERS OF THE BOARD OF SELECTMEN, THE PUBLIC WORKS SUPERVISOR, THE TOWN ENGINEER AND A DESIGNATED MEMBER OF THE
HOUSING AUTHORITY.
Selectman Lewis seconded the motion.
