BOARD OF SELECTMEN
REGULAR MEETING NOV. 21, 2005
TOWN OFFICE BUILDING 6:30 P. M.
First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Blessington & Patton, L. Nicholls, K. Blessing, R. Jellen, D. Latincsics, J. & S. Lewis, T. Millix, D. Nash, M. Palmer, G. Prusak, J. Prusak, C. Psathas, B. White, C. Woodworth, D. Woodworth, L. Worthington and the reporter from the Chronicle. First Selectman Eldredge led the Pledge of Allegiance.
APPROVAL OF MINUTES
SELECTMAN BLESSINGTON MOVED TO APPROVE THE MINUTES OF 11/7/05.
Selectman Patton seconded the motion.

PRESENT TO SPEAK
Bob White presented the Board with a letter stating some of his concerns regarding Michelec Road. Michelec Road was designated a Scenic Road in Stafford and he hopes Willington will approve a resolution adopting a Scenic Road Ordinance as recommended by the Plan of Conservation & Development. He also has concerns about the bridge over Stoughton Brook on Michelec Road and the grading and fill on that road. Lynn Nicholls commented that she met with Karl Acimovic regarding this road and they are looking into it. Mr. White also commented on the street numbering on Michelec Road. Tyler Millix agreed that it needs to be fixed. Emergency vehicles have a hard time finding the right house on that road. Stuart Cobb is the 911 coordinator and is working on this.
Christine Psathas was present to ask about the sidewalk project at Hall School. First Selectman Eldredge commented that Karl Acimovic has not turned in the application to the State yet. Christine also reported that former Selectman Frank Carr died in California.
Geoff Prusak commented that the Board of Education sent a letter to the Board regarding communications, has anything been done on that? First Selectman Eldredge commented that we will discuss that at another Board meeting.
CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.
PUBLIC WORKS
Lynn Nichols commented that she met with Karl Acimovic on Thursday to go over and update their list. The compactor at the Transfer Station has been repaired; they looked at storm water pollution prevention, the silk
fencing needs cleaning and the culverts also. They are looking at how we can handle the heavy volume at the Transfer Station; there are things in the swap shed that shouldn’t be there and in dumpsters that shouldn’t be in them, railings need repair. Lynn commented that they are ready with the snowplows. First Selectman Eldredge asked is the list of drainage and curbing still being worked on? Lynn replied yes we are taking care of the major ones first; we did a lot of the list.

SET DATE FOR PUBLIC HEARING & TOWN MEETING FOR WPCA ORDINANCE
FIRST SELECTMAN ELDREDGE MOVED TO HOLD A PUBLIC HEARING AT THE TOWN HALL ON NOV. 30, 2005 AT 7:00 PM, IMMEDIATELY FOLLOWED BY A TOWN MEETING ON ESTABLISHING A WATER POLLUTION CONTROL AUTHORITY.
Selectman Blessington seconded the motion.

APPOINTMENTS
John Prusak has been nominated for the position of Town Treasurer to fill the vacancy created when Donna Latincsics became Business Manager. Mr. Prusak discussed his qualifications with the Board but did not have his resume. First Selectman Eldredge commented that this is not a simple job; it is crucial to the Town. Mr. Prusak commented that he feels he is qualified and has the computer skills. First Selectman Eldredge commented you own your own business. Mr. Prusak commented not alone, it is a family business and I have time to do this. First Selectman Eldredge asked Mr. Prusak if he saw the criteria that goes into it? Mr. Prusak commented that he got verbal feedback. First Selectman Eldredge gave him a copy of the responsibilities and asked if he was briefed on this? Mr. Prusak
commented that most of this was covered in conversation. First Selectman Eldredge commented that he thinks it is important for Mr. Prusak to know what you are getting into. Mr. Prusak commented he is qualified for it based on what is here. First Selectman Eldredge commented don’t misunderstand me, I am not saying that I feel you are not qualified, I just want you to realize how much this does entail, because you do run a business. Mr. Prusak commented that if I was alone in the business it would be impossible but my family can handle it. First Selectman Eldredge commented that you would be working with an excellent group of people. Donna Latincsics is the Business Manager and she can help you. Selectman Blessington commented that he would like to see Mr. Prusak’s resume, this is an important position. He would not be comfortable appointing him to the position tonight. It is not personal, just to fast. First Selectman
Eldredge commented that he would like to appoint someone as soon as possible. Selectman Patton commented that we were looking for someone with the education and time and some experience and willing to run for election. John Prusak commented that he gave this a lot of thought and he is willing to do this.
SELECTMAN PATTON MOVED TO APPOINT JOHN PRUSAK AS THE TREASURER FOR THE TOWN OF WILLINGTON, TERM EFFECTIVE IMMEDIATELY TO THE NEXT MUNICIPAL ELECTION.
First Selectman Eldredge seconded the motion.
VOTE: 2 YES (ELDREDGE & PATTON) 1 NO (BLESSINGTON)
FIRST SELECTMAN ELDREDGE MOVED TO REAPPOINT MARILYN SCHREIBER AS A REGULAR MEMBER OF THE CONSERVATION COMMISSION, TERM EFFECTIVE 12/1/05 TO 12/1/08.

TAX REFUNDS
FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $120.50 TO FORD MOTOR CREDIT CO.
Selectman Blessington seconded the motion.

FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $10.23 TO PREET KAMAL.

CAFR AWARD
Jeff Smith was not here so First Selectman Eldredge read the plaque and commented that on behalf of the Board of Selectmen and the Town of Willington he is proud to present the CAFR award to Donna Latincsics for the financial report ending June 30, 2004. This is the fifth year the town received the award.
GOOD & WELFARE
First Selectman Eldredge reported that we received notice that we got the Open Space grant for $73,125.00 for the Talmadge property, thanks to the Conservation Commission. Selectman Patton commented that congratulations go also to CT Forest & Parks for the grant they received. Selectman Patton commented that he would like to invite the Library Building Committee and the Recreation Committee to the next meeting. First Selectman Eldredge said okay. Selectman Patton asked can we schedule a staff meeting? First Selectman Eldredge said let me think about that. First Selectman Eldredge thanked Selectman Blessington for his two years of service on behalf of the Board and the Town of Willington.
