REGULAR MEETING                                                                                                           JUL 5, 2005
TOWN OFFICE BUILDING                                                                                                  6:30 P. M.

First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Blessington & Patton, L. Nicholls and S. & J. Lewis.  First Selectman Eldredge led the Pledge of Allegiance.

APPROVAL OF MINUTES
SELECTMAN BLESSINGTON MOVED TO APPROVE THE MINUTES OF 6/20/05
Selectman Patton seconded the motion.
VOTE:  3 YES (ELDREDGE, BLESSINGTON & PATTON)    0  NO

PRESENT TO SPEAK – No one.

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.

PUBLIC WORKS
Lynn Nicholls discussed the snowplowing request for bid with the Board.  It will be a two-year bid due to the high cost of fuel and the fact that with the new sub divisions we may have new roads.  Selectman Patton suggested that if they come in high we could provide the fuel and monitor it.  First Selectman Eldredge commented that it could be an option.  The number of trucks needed and back up were discussed.  The bids will go out soon and are due back August 1st.  Lynn reported that TrueX will be cleaning the catch basins; Linden Tree will be coming in for the trees.  Public Works will be cutting brush and doing asphalt and getting to the list of things to do.  Mr. Begansky’s will probably be done next week and then they will be working on Latham Road.  Lynn commented that she met with Karl Acimovic on Fri. to go prioritize the list and make a master list of things to do.  First Selectman Eldredge asked Lynn if she heard anything from the Dept. of Transportation on the sidewalk at Hall School?  Lynn commented that DOT called, the person she needs to talk to be on vacation, they will get back to her soon.  First Selectman Eldredge commented that DOT notified us that the driveway for the new library is okay.  Selectman Patton asked about Hall School parking lots and if they would be chip sealed?  Lynn commented that one of the lots might need to be done.  Discussion followed on the number of roads to be chip sealed.  There is a 5-year schedule to get approximately 80 miles of roads done.  The amount of oil necessary to do the roads on this schedule was discussed; Lynn will check on that and get a break down on the amount of oil used on each road.  Lynn commented that they would try to do the chip sealing before the fall.  Selectman Patton suggested contacting some other towns to see how much they use per square foot and asked about doing the lots at Hall School.  First Selectman Eldredge commented that maybe when we determine what we have we will be able to do the lot at Hall School.  Selectman Blessington asked how do we bid?  Lynn said by the gallon.  Selectman Patton commented that he would like to see us do the 5-year cycle and include the

school lots.  Selectman Patton commented that water from Schofield Road is washing out the Mehroff driveway.  Lynn commented that she talked to him and they will get to that in August.  Selectman Patton commented that you need to really think ahead about where you put the water.  Lynn agreed and commented that they do not want any problems.  Village Hill and Schofield Roads are on the list for drainage.  Lynn commented that would try to pinpoint the places where there is icing.  Selectman Patton asked if we had received any more information on the map machine?  First Selectman Eldredge replied that he believes it can be filmed, backed up and stored at Iron Mountain.  Selectman Patton commented that you probably want to store everything with the deeds.  Selectman Patton asked what is going on with WPCA (Water Pollution Control Authority)?  First Selectman Eldredge commented that we are waiting to see if Mr. Amedy is coming in.  Selectman Patton asked if we should see if the cottages are going to need a community septic system?  First Selectman Eldredge commented that he thinks that is the only time we would consider the WPCA because we are planning on having a community septic system.  Selectman Patton commented that if you are going to have a community water system you will have to have WPCA.  First Selectman Eldredge commented that it will be owned by the Housing Authority not the Town.  Selectman Patton commented that if you are going to have a communal system for multiple buildings you are going to have to have a WPCA.  First Selectman Eldredge commented that he does not agree with that, he talked to the town attorney and we may not have to, we have some community systems in town and the systems must be monitored by a licensed operator but the Town does not have a WPCA.  The owner is responsible for a licensed operator; I believe they do treatment also.  

INSURANCE BIDS
First Selectman Eldredge commented that we requested 3 bids for insurance.  At the last minute CIRMA said they could not bid.

FIRST SELECTMAN ELDREDGE MOVED TO AWARD THE 05-06 PROPERTY, AUTO & LIABILITY INSURANCE CONTRACT TO MIRMA FOR $57,866.00 AS PER THEIR BID AND TO AWARD THE WORKERS COMPENSATION CONTRACT TO MIRMA FOR $50,683.00 AS PER THEIR BID.
Selectman Blessington seconded the motion.
VOTE:  3 YES (ELDREDGE, BLESSINGTON & PATTON)    0  NO
Selectman Patton commented that he is on the MIRMA Board but does not receive compensation from them.
The bids for the Employee Dishonesty Policy will not be award due to the uncertainty of the coverage each bidder is providing.  Selectman Patton suggested that we set a firm date when the bids are due back in the future.  

APPOINTMENTS
FIRST SELECTMAN ELDREDGE MOVED TO RE-APPOINT ROBERT CAMPBELL TO THE HOUSING AUTHORITY, EFFECTIVE AUGUST 1, 2005 TO AUGUST 1, 2010.
Selectman Blessington seconded the motion.
VOTE:  3 YES (ELDREDGE, BLESSINGTON & PATTON)    0  NO

CT COUNCIL OF SMALL TOWNS
Selectman Patton suggested that we do not join CCM due to the costly membership price.  Selectman Blessington commented that CCM is geared to larger municipalities.  
FIRST SELECTMAN ELDREDGE MOVED TO JOIN THE CT COUNCIL OF SMALL TOWNS AT A COST OF $618.75 AND NOT TO JOIN CCM.
Selectman Blessington seconded the motion.
VOTE:  3 YES (ELDREDGE, BLESSINGTON & PATTON)    0  NO

GOOD & WELFARE
First Selectman Eldredge reported that Stavens Brothers drilled 350’ and got 2 gallons per minute.  They are going to 450’ and will evaluate that and give us a report.  They are shooting for 10 gallons.
