REGULAR MEETING                                                                                                        June 20, 2005
TOWN OFFICE BUILDING                                                                                               6:30 P. M.

First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Blessington & Patton, Lynn Nicholls, Karl Acimovic, Jack Lewis, Shirley Lewis, Bob Wiecenski, David Woodworth, and Christine Psathas.  First Selectman Eldredge led the Pledge of Allegiance.

APPROVAL OF MINUTES

Selectman Blessington moved to approve the minutes of June 6, 2005 and June 13, 2005.
Selectman Patton seconded the motion.

PRESENT TO SPEAK

Donna Hardie presented pricing information to the Selectmen for a new map machine for the Town Office Building to replace the outdated ammonia system.  The machine costs $9,032 and includes the hard drive, postscript and scanner.  With this machine maps would be scanned in and then printed from the computer.  It now costs $8 per map to have them kept in books in the vault.  Selectman Patton asked Donna to check on whether the maps are microfilmed because technology will change over the years and we may not be able to read the format.  He wants to be sure the maps are filmed or are physically saved in case of fire.  Selectman Patton also asked if the machine would be compatible with Land Use and what form of backup was going to be used and if this is included in the price. There has to be some backup system since hard drives do fail.  Donna explained that with additional software the machine would be compatible.  She will look into the form of backup, whether maps are microfilmed and if there are any additional costs associated with the machine.

First Selectman Eldredge moved to approve the purchase of the digitized Ricoh 240 map machine from CT Business Systems at a cost of $ 9,032.

Christine Psathas spoke to the Selectmen about the town website.  She has had problems lately getting bulletins and agendas. When she gets into the site her screen turns white.  She asked if all boards and commissions put their agendas on the website.  Selectman Patton said that this was up to the individual committee and that it sounded like she had a problem with her hard drive.  Christine told the board that Liz Kelly won a History Day award at the Nationals.  The board will send her a letter of congratulations for a job well done.


CORRESPONDENCE

A list of correspondence was available at the meeting and in the Selectman’s office.

PUBLIC WORKS

Lynn Nicholls presented a letter from Gorman Brothers stating that they would carry over the price from 2004 to 2005 for Chip Seal.  Gorman Brothers held their price three years in a row because they bought in bulk.  Lynn reported that before Public Works does chip seal they have to work on an area at the intersection of Cisar Rd. and Pinney Hill Rd and redo a berm area on Latham Rd.

First Selectman Eldredge moved to award the asphalt emulsions CRS-2, $ .10/gallon for chipper, spreader and $ .09/gallon for rubber tired roller.
Selectman Blessington seconded.

Karl Acimovic and Lynn have looked in to the drainage problem at 250 Village Hill Rd.  An easement is needed or some kind of right-of-way—this is the lowest point on Village Hill Rd.  There is a narrow strip of land belonging to Palacko which would be an ideal spot for drainage.  Karl explained that the water needs to drain before the wetlands.  They need the cooperation of the landowners.  This project could cost $30,000 for piping etc.  Discussion was held about a possible dry well or catch basins out in front to start.

Lynn is getting calls for new requests from taxpayers.  We have to start prioritizing the list—some have been on the books for a long time.  Safety issues should be top priority.  Latham Road is horrible—it ices up and goes across the road.   First Selectman Eldredge questioned the situation at Begansky’s on Schofield Road.  Sweeping will be complete tomorrow.  Selectman Patton asked Lynn what projects were next—site lines, roads, grading, and brush cutting.  Ten miles of road will be covered for chip sealing.  Selectman Patton asked about the school lots.  Lynn will check to see when they were done.    He also asked the how we stand for Public Works funds.

Valerie Pelletier, 24 St. Moritz Circle, is the new secretary for Public Works.  Val will be working Tuesday, Wednesday and Thursday and is working out well.

NEW BUSINESS
   
A.  Request for Qualifications/Proposals for Senior Housing Water Supply/Distribution System

Karl Acimovic explained to the board that the Town would create and own this water supply system.  They will select an approved water system management company to operate and maintain the system.  Once the system is installed they would do billings on a monthly basis.  July 15, 2005 is the due date for the RFP’s.  After that date the information will go to the committee for evaluations.  If more than three bid, the best three will get interviews and the top one will be chosen.  Selectman Patton asked the benefits of having the Town own the water system and also who would oversee the project representing the Town.  Karl explained that the private vendors have a profit motive—when they have to cut back then the customers suffer.  A municipality would not have this motive.  Karl told the board that he is willing to oversee the project.  He suggested we look for a five-year contract.  It needs to be a good tight contract so that they cannot squeeze out of their responsibilities.

Discussion continued on the water system, pumps and storage tanks.  The Fire Department will have a separate tank.  It would be wise to study the fact that eventually this system may be joins in with the Town Office Building, Center School and the Willington Hill Fire Department.  Once we know the output from Stavens wells we can plan for the future.

Karl will make changes to the RFP and then our ad will be placed.  Discussion was held on who should be on the selection committee.  First Selectmen Eldredge suggested the board plus Karl Acimovic.  Karl and Selectman Patton felt that Lynn Nicholls should also be included.  There is no reason to list the members in the RFP.

Steve Amedy contacted First Selectman Eldredge about his pending 52-unit project by Baxter Road.  Steve wants a water pollution control authority.  First Selectman Eldredge feels that if we have a WPCA we would them be accepting responsibilities for all water pollution systems out there.  He will discuss this with our attorneys.
