REGULAR MEETING                                                                                                           MAY 2, 2005
TOWN OFFICE BUILDING                                                                                                  6:30 P. M.

First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Blessington & Patton, L. Nicholls, S. & J. Lewis and R. Tulis.  First Selectman Eldredge led the Pledge of Allegiance.

APPROVAL OF MINUTES
SELECTMAN BLESSINGTON MOVED TO APPROVE THE MINUTES OF 4/18/05 WITH THE FOLLOWING CORRECTION:  SELECTMAN PATTON ABSTAINED FROM THE APPROVAL OF THE 4/11/05 MINUTES.
Selectman Patton seconded the motion.
VOTE:  3 YES (ELDREDGE, BLESSINGTON & PATTON)    0  NO

PRESENT TO SPEAK – No one.

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.

PUBLIC WORKS
Lynn Nicholls commented that they are still working on road sweeping, it is going good and should be finished by the end of this week or the beginning of next week.  First Selectman Eldredge asked if everything is set up for the referendum?  Lynn said yes, they got the tables and will remove the doors in the morning.  Selectman Patton asked it they are doing any more over layering or asphalt between now and the end of the year?  Lynn commented that they don’t have the money to do that.  First Selectman Eldredge commented that after paying the wages we will have $12,000.  Selectman Patton commented that he thought we had $37,000 in there.  First Selectman Eldredge commented that we did but it went towards covering the rest of the budget.  

TALMADGE PROPERTY
First Selectman Eldredge commented that we need a resolution that I can sign for the DEP grant for the Talmadge property.
SELECTMAN PATTON MOVED THAT THE WILLINGTON FIRST SELECTMAN BE AUTHORIZED TO EXECUTE IN THE NAME AND ON BEHALF OF THE TOWN OF WILLINGTON AN OPEN SPACE GRANT APPLICATION FOR THE DEPARTMENT OF ENVIRONMENTAL PROTECTION, STATE OF CONNECTICUT.
Selectman Blessington seconded the motion.

SENIOR HOUSING WATER SYSTEM
First Selectman Eldredge commented that we postponed the bid opening for the wells for 2 reasons.  There were some questions that Karl Acimovic had to answer after the site meeting but the main reason was that we had applied for a certificate of public convenience and necessity from the State for the Senior Center.  The state closed this application by mistake.  First Selectman Eldredge talked to Cam Walden at the State, they have the paper work and it looks like we may go forward.  Selectman Patton asked if we could have a meeting when we have to postpone stuff like that so we can discuss it.  First Selectman Eldredge replied yes.  First Selectman Eldredge commented that we need a resolution to get the STEAP Grant from the State.
SELECTMAN BLESSINGTON RESOLVED THAT:  MICHAEL L. ELDREDGE, FIRST SELECTMAN IS HEREBY AUTHORIZED TO EXECUTE AND FILE APPLICATIONS, CONTRACTS AND AGREEMENTS ON BEHALF OF THE TOWN OF WILLINGTON WITH THE COMMISSIONER OF ENVIRONMENTAL PROTECTION FOR STATE GRANTS PURSUANT TO THE PROVISIONS OF SECTION 19(A) OF THE PUBLIC ACT 01-07, JUNE SPECIAL SESSION, SMALL TOWN ECONOMIC ASSISTANCE PROGRAM, OF THE GENERAL STATUTES OF CONNECTICUT, AS AMENDED, AND TO EXECUTE ON BEHALF OF THE TOWN OF WILLINGTON ALL THE APPLICATIONS, INSTRUMENTS, CONTRACTS AND DOCUMENTS AND ACCEPT PAYMENTS AND DO ALL OTHER THINGS THAT MAY BE NECESSARY FOR STATE GRANTS FOR A SENIOR HOUSING WATER SYSTEM
Selectman Patton seconded the motion.
VOTE:  3 YES (ELDREDGE, BLESSINGTON & PATTON)    0  NO

SPACE COMMITTEE RECOMMENDATION
Selectman Blessington commented that the following were 7 recommendations from the Space Committee:   
1.  That tables and chairs be procured and the main area be configured as a meeting room for use by Town
     Commissions and organizations for meetings and events that are expected to be well attended.
2.  That the Registrars be assigned the rooms to be used as offices.
3.  That for the time being, the space be used for voting.
4.  That the First Selectman discuss with the Director of the Senior Center moving her office to the new Senior
    Center and that her space downstairs be used for food storage.
5.  That the Recreation Director be assigned storage space in the old Senior Center area but retain his office in
    the current place, thus remaining more easily accessible to the public.
6.  That the Space Committee be disbanded.
7.  That during the interim, until the municipal library is complete, plans be finalized to bring Planning and
     Zoning, the Building Department, Recreation, and the Health Department to the old Senior Center and the
     Planning and Zoning file area to go to the Community Council for their use.
FIRST SELECTMAN ELDREDGE MOVED THAT WE ACCEPT THE 7 RECOMMENDATIONS FROM THE SPACE COMMITTEE AND DISBAND THE SPACE COMMITTEE.
Selectman Blessington seconded the motion.
VOTE:  3 YES (ELDREDGE, BLESSINGTON & PATTON)    0  NO
Selectman Patton commented that in the interim we can get the details together to move the public offices up stairs.  First Selectman Eldredge asked would you put money in CIP?  Selectman Patton commented that we could.  All the changes, heat, air conditioning, etc.  would not have to be made at one time, it could be done in stages; we need to get people to plan this.  First Selectman Eldredge said fine.

TAX REFUNDS
FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $1,348.98 TO MICHAEL & CHRISTINE GRANT.

FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $1,429.35 TO WILLIAM & KATHERINE VIVEIROS
Selectman Patton seconded the motion.
VOTE:  3 YES (ELDREDGE, BLESSINGTON & PATTON)    0  NO

GOOD & WELFARE  - None

EXECUTIVE SESSION TO DISCUSS UNION CONTRACT
FIRST SELECTMAN ELDREDGE MOVED TO GO IN TO EXECUTIVE SESSION TO DISCUSS THE UNION CONTRACT AT 6:51 P.M.
Selectman Blessington seconded the motion.
VOTE:  3 YES (ELDREDGE, BLESSINGTON & PATTON)    0  NO

SELECTMAN PATTON MOVED TO COME OUT OF EXECUTIVE SESSION AND ADJOURN THE MEETING AT 7:21 P.M.
