REGULAR MEETING JAN. 18, 2005
TOWN OFFICE BUILDING 6:30 P. M.
First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Blessington & Patton, L. Nicholls, D. Cutler, S. & J. Lewis, L. Worthington, members of the Library Board and the Library Building Committee. First Selectman Eldredge led the Pledge of Allegiance.
APPROVAL OF MINUTES
SELECTMAN BLESSINGTON MOVED TO APPROVE THE MINUTES OF 1/3/05.
Selectman Patton seconded the motion.
VOTE: 3 YES (ELDREDGE, BLESSINGTON & PATTON) 0 NO
PRESENT TO SPEAK – No one.
CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office. First Selectman Eldredge commented on a letter regarding consolidating Probate Courts. He opposes this reorganization and would like to draft a letter to send to our representatives about it. Selectman Blessington agreed. Selectman Patton commented that the Towns of Willington and Tolland are well served by the Probate Court; we will end up paying more anyway, he would rather pay more and keep the current system. Selectman Patton commented that we could phase the letter that realizing additional funds are due to succession taxes being phased out, the Town of Willington has been well served by having the court with just these two towns. First Selectman Eldredge asked Selectman Patton if he would compose
the letter? Selectman Patton replied yes.
PUBLIC WORKS
Lynn Nicholls commented there is lots of snow and ice and 2 main problems; people parking on the road during a storm and with the high water table people are running hoses on to the roads. This is a big problem besides the runoffs. Selectman Patton commented that we should do a press release on this. Lynn commented that the liability belongs to anyone who runs water on to the road and causes an accident. Roby Passardi, Librarian, commented that Public Works is doing a wonderful job, she drove out of town the other morning and our roads were fine, but the roads in the other town were not. Her area of Town is well taken care of. Selectman Patton asked about the bids for the loader, did we buy one yet? First Selectman Eldredge commented that we are looking at used loaders, a couple of
years old. Lynn commented that they would have no trade in value and that Clark’s price will go up 2% the end of January. First Selectman Eldredge asked Selectman Patton if he would ask Mr. Becker to help us locate a loader. Selectman Patton agreed. Selectman Patton asked when Karl Acimovic would be at a meeting. First Selectman Eldredge commented the next meeting.

AWARD CERTIFICATE OF ACHIEVEMENT FOR EXCELLENCE IN FINANCIAL REPORTING
First Selectman Eldredge presented the Certificate of Achievement for Excellence in Financial Reporting to Treasurer Donna Latincsics and Supervisor of Accounting Terry Hoffman. This is the 4th time we applied for this and it is the 4th award received, it is for achieving the highest standards in government accounting and financing. First Selectman Eldredge congratulated and thanked Donna and Terry. Selectman Patton commented that this is an award that most towns our size do not have the capabilities to go after, it takes a lot of effort and work to set it up and start it. Both Donna and Terry have put a lot of time and effort into it. They really should be commended for the expertise and effort they bring to the job.
LIBRARY UPDATE
Dale Cutler, Architect for the new Library, along with members of the Library Board and the Library Building Committee was here to discuss the Library project. Dale passed out old and revised budgets. Each budget item was discussed. In order to save money the heating system was changed from oil to propane, some steel was changed to wood and metal clad windows were changed to metal inside and out. The septic system will cost more than originally thought due to the type needed. A detention system will add a large expense. The Library Board applied for a State Grant and has been approved. The next step will be before the Bond Commission. The Bond Com. will meet on 2/4/05 and letters of support will be sent to them for this project. The project goes back to the
Inland/Wetlands Commission on 1/24/05. Discussion followed about putting a PZC application in while waiting for Inland/Wetlands approval. Dale must respond to Karl Acimovic’s comments for Inland/Wetlands before their next meeting. Dale commented that he would be ready to go to bid by the end of February. Roby Passardi, Librarian, commented that she was told we should not go to bid until we have the money from the Bond Com. Discussion followed on the cost of legal and bonding fees and that item was increased. Selectman Patton commented that the Library Board paid bills up to the referendum, to get us to referendum and they should be made whole now and they could invest their money to help support the Library in future years. Dale Cutler commented that he needs approval to do drawings based on the new budget.
SELECTMAN PATTON MOVED THAT WE AUTHORIZE THE LIBRARY BUILDING COMMITTEE TO DESIGN TO ANTICIPATE PROJECT COST TO $3,350,000.

FIRST SELECTMAN ELDREDGE MOVED TO ADD TAX REFUNDS TO THE AGENDA.
Selectman Blessington seconded the motion.
VOTE: 3 YES (ELDREDGE, BLESSINGTON & PATTON) 0 NO
FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $73.44 TO FORD MOTOR CREDIT CO.
Selectman Patton seconded the motion.
VOTE: 3 YES (ELDREDGE, BLESSINGTON & PATTON) 0 NO
FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $315.33 TO GMAC.
Selectman Blessington seconded the motion.
VOTE: 3 YES (ELDREDGE, BLESSINGTON & PATTON) 0 NO
FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $322.01 TO GMAC.
Selectman Patton seconded the motion.
