BOARD OF SELECTMEN
REGULAR MEETING NOV. 15, 2004
TOWN OFFICE BUILDING 6:30 P. M.
First Selectmen Eldredge called the meeting to order at 6:30 pm with the following in attendance: Selectman Blessington, Selectman Patton, K. Demers, J. Andersen, P. Anderson, K. Wetzel. First Selectman Eldredge led the Pledge of Allegiance.
APPROVAL OF MINUTES
Selectman Patton moved to approve the minutes of November 1, 2004. Selectman Blessington seconded.
Vote: 2 Yes (Blessington & Patton) 1 Abstain (Eldredge) 0 No.
PRESENT TO SPEAK
Judith Andersen presented the Board of Selectmen with a memo from the Registrars of Voters. The memo included comments about the recent election and a heartfelt thanks to all the people involved in helping make the day a success. First Selectmen Eldredge said he would distribute a copy of the memo to everyone who was involved.
Kathy Demers brought a question to the Board as to what direction to go in for funding to concerning open space. Selectman Patton advised her that she should go before the Board of Finance and the CIP Com. She should also have a plan in mind to present to the Boards.
CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.
PUBLIC WORKS
First Selectman Eldredge reported that they are fixing some things that didn’t work quite right but otherwise the first snowstorm went rather well. They have completed sweeping and they are working on a drainage problem at the Senior Center. Selectman Patton inquired about the pick-up truck. First Selectman Eldredge said that Lynn had spoke to him about the pick-up truck and he supports it.
AWARD PROPANE CONTRACT
The propane contract has been awarded to High Grade Gas Service, Inc. for a fix price of $1.29 per gallon. Motion was made by First Selectman Eldredge to accept this proposal, Selectman Blessington seconded.

SUBORDINATION REQUEST
Subordination request left over from last meeting. First Selectman Eldredge recused himself from the decision because he knows the people personally and does not feel he can look at this objectively. Selectman Patton added that he also knows the people but a decision has to be made. Selectman Blessington feels that the request does not meet the criteria. Selectman Patton said the program was set up to help low income families fix their homes up to meet code not as a financing option to buy additional property. We try to be lenient and understand when mortgage rates are coming down and somebody wants to refinance we certainly don’t want to come in the way of that. He doesn’t see that this meets any of the criteria.
Selectman Blessington motioned to not approve the subordination. Selectman Patton seconded.
Vote: 2 Yes (Blessington & Patton) 0 No.
APPOINTMENTS
Solid Waste Advisory Commission - First Selectman Eldredge motioned to appoint Michael Pinatti and Edward Taimen to a two year term 11/07/04 – 11/07/06/ Selectman Blessington seconded.
Vote 3 Yes (Eldredge, Blessington & Patton) 0 No.
Willington Recreation Commission – First Selectman Eldredge motioned to appoint Mike Pinatti and Joe Colangelo to a three year term 12/15/04 – 12/15/07. Selectman Blessington seconded.
Vote: 3 Yes (Eldredge, Blessington & Patton) 0 No.
LOCIP –TOWN MEETING
Motion was made by First Selectman Eldredge to call a Town Meeting for the electors of the Town of Willington and all persons who are entitled to vote in Town Meeting on the matters mentioned in the following warning are hereby warned and notified to meet in Town Meeting at the TOWN HALL at 11 COMMON ROAD in Willington on November 23, 2004 at 7:00 P.M. for the following purposes:
ITEM I
To see if the townspeople, on the recommendation of the Board of Finance, will authorize the expenditure of $30,000 from Capital Projects - LOCIP – CIP Public Works project W42 - to replace sidewalks within the River Road (Rt. 32) right-of-way in front of 111 River Road, to be reimbursed by the State of Connecticut Local Capital Improvement Program.
Selectman Blessington seconded the motion. Selectman Patton asked why there is already a Capital Project set up for $30,000 and money already spent out of it. First Selectman Eldredge said he would find out. Selectman Patton went on to say that there should not be an account set up or money spent out of it until after it is approved by the Town Meeting. First Selectman Eldredge agreed. He will find out why this was done.

REAL ESTATE CONTRACT
First Selectman Eldredge was promised by the Attorneys to have this complete tonight. Copies of the real estate contract were given to the Board members. He asked that the Board members read them over with the option agreement. The option agreement guarantees that the land will be conserved. Our Attorney would like to add to the contract that the Town of Willington has 60 days to initiate our option prior to any sale of the property. Selectman Patton suggested that the option be filed with the Town Clerk so it would be known upon any Title Search that we have that option. First Selectman Eldredge informed the Board that as soon as he has the final draft he will present it to them.
