SPECIAL MEETING                                                                                                                    APR. 12, 2004
TOWN OFFICE BUILDING                                                                                                              5:30 P.M.

First Selectman Eldredge called the meeting to order at 5:30 P.M. with the following in attendance:  Selectmen Blessington and Patton.  First Selectman Eldredge led the Pledge of Allegiance.

SET DATE FOR ANNUAL TOWN BUDGET MEETING
First Selectman Eldredge read the call for the Annual Town Budget Meeting:
The electors of the Town of Willington and all persons who are entitled to vote in Town Meeting on the matters mentioned in the following warning are hereby warned and notified to meet in TOWN HALL at 11 COMMON ROAD in WILLINGTON on April 26, 2004 at 7:00 P.M. for the following purposes:

ITEM I
To discuss the proposed General Government and Education budgets for the fiscal year July 1, 2004 to June 30, 2005.  A summary of the Town budget is:

ITEM II
To set a date, not less than seven nor more than fourteen days thereafter, for a vote on the annual budget by a separate “YES” or “NO” vote on the voting machines.

To set the hours, of the referendum, during which votes may be cast, not less than between the hours of twelve o’clock noon and eight o’clock P.M. and not more than between the hours of six o’clock A.M. and eight o’clock P.M.

ITEM IV
To approve the 2002-2003 Annual Town Report.

ITEM V
To see if the townspeople, on the recommendation of the Board of Selectmen, will adopt the Capital Improvement Program for fiscal years 2005 to 2009

FIRST SELECTMAN ELDREDGE MOVED TO SET THE ANNUAL TOWN BUDGET MEETING FOR APRIL 26, 2004 AT 7:00 P.M. AT THE TOWN HALL.
Selectman Blessington seconded the motion.

NATIONAL COMMUNITY DEVELOPMENT WEEK
The National Community Development Association is celebrating National Community Development Week from April 12th to April 18, 2004.  We have been asked to adopt a Proclamation and a Resolution for this.
FIRST SELECTMAN ELDREDGE MOVED TO ADOPT THE FOLLOWING PROCLAMATION:
NATIONAL COMMUNITY DEVELOPMENT WEEK
Whereas, the Community Development Block Grant (CDBG) Program has operated since 1975 to provide local governments with the resources to meet the needs of low- and moderate-income, the elderly and other in need within our community, and CDBG funds have been used by neighborhood based non-profit organizations throughout the nation to address pressing neighborhood and human service needs; and
Whereas, the Community Development Block Grant program has had a significant impact on our community; and
Whereas, Town of Willington, CT and other local governments have clearly demonstrated the capacity to administer and customize the CDBG program to identify, prioritize and resolve pressing local problems, such as affordable housing, neighborhood and human service needs, job creation and retention and neighborhood revitalization; and
Whereas, the Town of Willington has utilized funds for the Construction of Senior Center; a Town- Wide Housing Rehabilitation program;
Now, Therefore, I, Mr. Michael L. Eldredge, by virtue of the authority vested in me as First Selectman of, Town of Willington, CT, do hereby proclaim the week of April 12 -Apri118, 2004 as
Town of Willington, CT Community Development Week
In the Town of Willington, CT and urge all citizens to join in recognizing the Community Development Block Grant program and the important role it plays in our community.

In Witness Whereof, I have hereto set my hand and caused the Seal of, Town of Willington, CT to be affixed this 12th. day of April 2004.

FIRST SELECTMAN ELDREDGE MOVED TO ADOPT THE FOLLOWING RESOLUTION:
Whereas, the week of April 12 -April 18, 2004 has been designated as National Community Development Week, Town of Willington, CT is a participant in the Community Development Block Grant program which funds a myriad of social service, economic development, and housing programs in this community, and
Whereas, in this community and in communities throughout the nation, thirty years of Community Development Block Grant program funding has developed a strong network of relationships between our local government, residents and the many non-profit agencies that provide services and help make possible our commitment to those neighborhoods, and
Whereas, this community recognizes that the Community Development Block Grant program is a successful partnership of Federal, state and local governments, business, non-profit and community efforts, and that the services funded by the CDBG program, administered by our local government and often assisted by local non-profit organizations, relies heavily on the dedication of and good will of our combined efforts.
Therefore Be It Resolved, that during National Community Development Week 2004, our community gives special thanks and recognition to all participants whose hard work and devotion to their community and neighborhoods and their low- and moderate-income residents has helped insure the quality and effectiveness of the Community Development Block Grant program, and
Be It Further Resolved, that the Town of Willington, hereby petitions the U.S. Congress and the Administration to recognize the outstanding work being done locally and nationally by the Community Development Block Grant program, and of its vital importance to our community and the people who live in its lower income neighborhoods, and who have been helpful in its progress, and
Be It Further Resolved, that copies of this resolution be conveyed to the appropriate elected and appointed officials of the Federal government and that the Town of Willington, be added to the rolls of those committed to the preservation and full funding of the Community Development Block Grant program and maintenance of its essential value over the course of the next session of Congress.
Selectman Patton seconded the motion.
