REGULAR MEETING FEB. 17, 2004
TOWN OFFICE BUILDING 6:30 P. M.
First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Blessington & Patton, L. Nicholls, L. & R. Hisey and R. Knight.
First Selectman Eldredge led the Pledge of Allegiance.
APPROVAL OF MINUTES
SELECTMAN BLESSINGTON MOVED TO APPROVE THE MINUTES OF 2/2/04, 6:00 P.M., 2/2/04, 6:30 P.M. AND 2/13/04.
Selectman Patton seconded the motion.

PRESENT TO SPEAK
Rob Hisey was present to ask clarification on the SWAC appointment at the 2/2, 6:30 P.M. meeting. Why did First Selectman Eldredge abstain? First Selectman Eldredge commented that he would not vote on his own appointment. Mr. Hisey asked Selectman Blessington since you nominated him, do you feel it is ethical to vote for yourself? Selectman Blessington commented that it is the call of the individual. Mr. Hisey asked Selectman Patton the same question. Selectman Patton commented that he does not think it is an ethical issue at all. Mr. Hisey asked Selectman Patton why he resigned from SWAC? Selectman Patton commented that he did not resign; his term expired. Mr. Hisey commented that the minutes say you resigned and you did not correct that. Selectman Patton
commented that you are right; I told Mary I was going to correct it and forgot.
CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.
OLD BUSINESS
First Selectman Eldredge commented that the work on the Senior Center has been shut down until March 1st. There is 2 ½ ‘ of frost to go through. If they continued it would be a large cost factor, by shutting down it should save money.

First Selectman Eldredge commented that he talked to bond counsel. Under CT statutes the Board of Selectmen can do a resolution before the Board of Finance, as long as both are done before Town Meeting, but since we always go to the Board of Finance first we should follow our normal procedure. This will be addressed at the March 1, 2004 meeting.
PUBLIC WORKS
Lynn Nicholls, Supervisor of Public Works, commented that they are trying to keep up with potholes, sanding, etc. We will do the GASB and mowing after this awful weather breaks. First Selectman Eldredge asked how the sand was holding up. Lynn commented that it is okay now. Lynn commented that the waste oil bids are due Friday and we will look them over.
SOLID WASTE DISPOSAL CONTRACT
First Selectman Eldredge commented that we got 3 bids for this. American Ref-Fuel would extend their contract for 2 ½ years starting March 2004; for 16 months it would be $60.23 a ton, we do about 60 tons a month, it would then go to $70.00 a ton on July 2005 until June 2006 for a total of $108,221.00. The price is the same for hauling to any of the 3 disposal sites. Wheelabrator is $67 a ton for 16 months and $68 a ton for the next 12 months for a total of $113,280.00. CRRA is not taking any new trash in Hartford but would send us to Preston at a higher rate than American Ref-Fuel. First Selectman Eldredge commented that he suggests that we extend the American Ref-Fuel contract.
SELECTMAN BLESSINGTON MOVED TO EXTEND THE CURRENT CONTRACT WITH AMERICAN REF-FUEL TO JUNE 2006 AS PER THEIR BID.

TAX REFUNDS
FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $500.00 TO GEORGIANNA BOOTH.
Selectman Blessington seconded the motion.

FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $69.61 TO MARGARET MANDAK.

BUDGET
First Selectman Eldredge commented that the changes that were discussed at the 2/13 Board meeting have been made. The Board went over the changes.
SELECTMAN BLESSINGTON MOVED THAT WE PRESENT THE BOARD OF SELECTMEN’S BUDGET OF $2,428,635, AN INCREASE OF 1.48%, TO THE BOARD OF FINANCE FOR FY 04-05.
Selectman Patton seconded the motion.
Selectman Patton commented that he does not think we should reduce the crack seal and asphalt lines. Discussion followed about the crack seal and the asphalt; it was decided to increase the crack seal and asphalt lines by $5,000 each and increase the total budget by $10,000. Selectman Patton commented that these lines are still to low. This brings the budget to $2,438,635, an increase of 1.9%.
FIRST SELECTMAN ELDREDGE MOVED TO AMEND THE ORIGINAL MOTION BY ADDING $5,000 TO CRACK SEAL AND $5,000 TO ASPHALT.
Selectman Blessington seconded the motion.
VOTE: 2 YES (ELDREDGE & BLESSINGTON) 1 NO (PATTON)
AMENDED MOTION:
SELECTMAN BLESSINGTON MOVED THAT WE PRESENT THE BOARD OF SELECTMEN’S BUDGET OF $2,438,635, AN INCREASE OF 1.9%, TO THE BOARD OF FINANCE FOR FY 04-05.

GOOD & WELFARE
Selectman Patton commented that he had a request that we look into parking and junk on property the Town owns on Luchon Road. This will be looked into. Selectman Patton asked for an update on the 2 CHRO complaints. First Selectman Eldredge commented that there was a settlement hearing on the first one. That resulted in demands that were turned down. The other one is with the attorney.
