BOARD OF SELECTMEN
REGULAR MEETING SEPT. 15, 2003
TOWN OFFICE BUILDING 6:30 P. M.
First Selectman Patton called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Eldredge & Lewis, J. Andersen, J. Blessington, A. Bruder, S. Cobb, S. Daras, P. Keefe, S. Lewis, L. Nicholls and R. Tulis. First Selectman Patton led the Pledge of Allegiance.
APPROVAL OF MINUTES
SELECTMAN LEWIS MOVED TO APPROVE THE MINUTES OF 9/2/03.
Selectman Eldredge seconded the motion.

PRESENT TO SPEAK
Registrar of Voters, Judy Andersen, was present to discuss the use of the Town Hall on Election Day and for any referenda and the Presidential Primary in March 2004. The Office of Protection & Advocacy for Persons with Disabilities has approved a waiver of accessibility for the Town Hall. We must have 2 handicap parking spaces with 1 of them being accessible to a van and proper signage must be there. The Town Clerk must publish the fact that the polling place is inaccessible and that handicapped and elderly electors may contact the Registrars of Voters ahead of time if they want. The Registrars also noted that certain other requirements were necessary: ramp needs new surface and non-slip strips; landing at top of ramp needs new surface; new lines need to be painted, according to state requirements, designating the handicapped parking spaces; reflective strips must be applied to the front entrance steps; grass mowed and leaves removed from front and side entrances and some precaution taken on Jared Sparks Road to slow down traffic. Lynn Nicholls commented that they could possibly use portable speed bumps and First Selectman Patton commented they might narrow the road with cones.
Stuart Cobb, Director of Emergency Management and Willington Fire Dept. #1, was present to report that they are ready for the storm. He has talked to Lynn Nicholls on this also. Stuart reported that they practiced burning fires at the Town pit. They are looking for their own area to do this. They drilled with Willington Hill Fire Dept. on Tuesday.

APPOINTMENTS
SELECTMAN ELDREDGE MOVED TO APPOINT CHRISTOPHER DESKUS, FROM AN ALTERNATE POSITION ON THE ZONING BOARD OF APPEALS, TO A REGULAR POSITION TO FILL THE VACANCY CREATED BY THE RESIGNATION OF D. BROWN. TERM EFFECTIVE IMMEDIATELY AND TO EXPIRE 12/31/05.
Selectman Lewis seconded the motion.
VOTE: 3 YES (PATTON, ELDREDGE & LEWIS) 0 NO
FIRST SELECTMAN PATTON MOVED TO APPOINT KATHERINE BROADY TO THE NORTHEAST VISITOR’S DISTRICT, EFFECTIVE SEPTEMBER 15, 2003 TO SEPTEMBER 15, 2006.
Selectman Lewis seconded the motion.
VOTE: 3 YES (PATTON, ELDREDGE & LEWIS) 0 NO
FIRST SELECTMAN PATTON MOVED TO APPOINT ARTHUR BRUDER, SUZANNE DARAS AND PATRICK KEEFE TO THE LIBRARY BUILDING COMMITTEE.
Selectman Eldredge seconded the motion.
VOTE: 3 YES (PATTON, ELDREDGE & LEWIS) 0 NO
REHAB CASE
Rehab case #2003-1 requested that the Town subordinate the Town lien in order to obtain a home equity loan. This would put the Town in 3rd place and the request does not meet the criteria for subordination.
SELECTMAN LEWIS MOVED TO DENY THE SUBORDINATION REQUEST.
Selectman Eldredge seconded the motion.

TAX REFUNDS
FIRST SELECTMAN PATTON MOVED TO APPROVE A TAX REFUND OF $24.48 TO DENISE KETTERER.
Selectman Lewis seconded the motion.
VOTE: 3 YES (PATTON, ELDREDGE & LEWIS) 0 NO
PUBLIC WORKS
Lynn Nicholls, Supervisor of Public Works, commented that Tuesday they would finish sweeping and chip sealing. They are opening gullies for water to run, checking trees before the wind gets them and keeping up with things. Selectman Lewis commented that he talked to Stuart Cobb and found that Lynn had already talked to him; he is impressed with the way Lynn is staying on top of things.
GOOD & WELFARE
Selectman Lewis commented that we are pretty much on top of things to get ready for the storm. He is concerned about the emergency shelters, we have the 3 fire departments and public works but no others. He is talking to Shannon Bourbeau regarding the elderly and the disabled; Shannon and Brenda have a list of people that might possibly need help. Stuart Cobb commented that they do run oxygen to those that need it.
Selectman Lewis asked First Selectman Patton if he knew where Mike’s grievance stood? First Selectman Patton responded that it is probably going to be scheduled with the arbitration board but he has not received any correspondence yet. Selectman Lewis asked Selectman Eldredge if he knew where his grievance stands?
Selectman Eldredge commented that the arbitration board would come back when it is scheduled, it will probably not happen before winter or spring.
Selectman Lewis commented that he knows of one more of our people still overseas. Selectman Eldredge commented that he knows of one also.
SELECTMAN LEWIS MOVED TO ADJOURN THE MEETING AT 7:07 P.M.
