REGULAR MEETING                                                                                                           FEB. 3, 2002

First Selectman Patton called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Eldredge & Lewis and S. Cobb.  

APPROVAL OF MINUTES
Selectman Lewis commented that it should note that the general government has gone up 6% over the last 6 or 8 years, not several years.
SELECTMAN ELDREDGE MOVED TO APPROVE THE MINUTES OF 1/21/03 WITH THAT CORRECTION.
Selectman Lewis seconded the motion.
VOTE:  3 YES (PATTON, ELDREDGE & LEWIS)    0  NO

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.

FIRE DEPARTMENTS – Changed to February 18, 2003

FIRST SELECTMAN PATTON MOVED TO ADD THE FOLLOWING TO THE AGENDA, UNDER OLD BUSINESS:  VILLAGE HILL BRIDGE AND SENIOR HOUSING AND TO ADD TREASURER’S ORDINANCE UNDER NEW BUSINESS.
Selectman Lewis seconded the motion.
VOTE:  3 YES (PATTON, ELDREDGE & LEWIS)    0  NO

VILLAGE HILL BRIDGE
First Selectman Patton commented that there is nothing specific except the paper work.  The engineer will be out of here next week, he is cleaning up the paper work, there is a lot of duplication for the State but it gives you a good paper record. It has taken a month to clean up but it is better to do this now rather than after the project is completed.  They plan to start up again the 1st. of April.

SENIOR HOUSING
First Selectman Patton commented that he is hoping to submit an application for the Senior Center to Planning and Zoning and Inlands/Wetlands for the 1st. meeting in March.  He met with the architect, the engineer and the health district last week.  We need a complete water system and it could be 2 or more wells, designed for total

use of 10,000 gallons and we will need a pump house.  We would have to do this for housing also.  The Dept. of Public Health wants every building and residence to be part of a community water system.  Selectman Lewis asked if that means you have to have a water company or can that be the management?  First Selectman Patton commented that it could be the management and a water company.  When you have community water anyone within a mile needs permission to put in a well, more paper work you have to go through.  First Selectman Patton commented that an outside water company will run it.  Selectman Lewis asked it the Town could manage it?  Stuart Cobb commented that the Town of Tolland has this; you assign rights to a district.  The Fire Dept. is considered a public water system and must fill out forms.  The Dept. of Public Health wants every household to be part of a public water system.  Selectman Lewis asked who is pushing this?  First Selectman Patton commented that it is the Dept. of Public Health; before you can get a well certified you have to go through this.  Selectman Eldredge commented that when we put up housing that will be a public water system.  First Selectman Patton commented that an example is in the village area, Aqua Pump will bring in water across the Willimantic River; if we needed a new well at Hall School we would have to contact them.  Selectman Eldredge asked if someone on this road loses their well they will have to contact us?  First Selectman Patton said yes.  Selectman Lewis asked how did this happen?  First Selectman Patton commented that we are looking at the water system for Hall School; it may be most feasible to bring it through Tolland.  Stuart commented that the Fire Dept. spends $400/500 a year for testing.  First Selectman Patton commented that if you have more than 25 employees or 60 events you are a public water system.  Selectman Eldredge asked if the new library will be affected and was told yes.  Selectman Lewis commented that this could be devastating to towns like Willington; he can see where you would have to have management for the Senior Center and Housing.  First Selectman Patton commented that you need a water company to operate it.  Selectman Eldredge commented that there is a lot of dollar value added to the project.  First Selectman Patton commented that the Dept. of Public Health wants everyone hooked up to a water system but the Dept. of Environmental Protection does not want that to happen.

TAX REFUNDS
FIRST SELECTMAN PATTON MOVED TO APPROVE A TAX REFUND OF $1,107.31 TO MARK DREHER.
Selectman Lewis seconded the motion.
VOTE:  3 YES (PATTON, ELDREDGE & LEWIS)    0  NO

FIRST SELECTMAN PATTON MOVED TO APPROVE A TAX REFUND OF $2,094.44 TO SONDRA REID.               
Selectman Eldredge seconded the motion.

FIRST SELECTMAN PATTON MOVED TO APPROVE A TAX REFUND OF $465.12 TO HEATHER ROCHETTE.

FIRST SELECTMAN PATTON MOVED TO APPROVE A TAX REFUND OF $57.23 TO STAFFORD SAVINGS BANK.

FIRST SELECTMAN PATTON MOVED TO APPROVE A TAX REFUND OF $16.88 TO ALEX WU & LISA FINKELMAN.
Selectman Eldredge seconded the motion.
VOTE:  3 YES (PATTON, ELDREDGE & LEWIS)    0  NO

SUBORDINATION REQUEST
Case #2003-1 is requesting subordination of their rehab lien in order to refinance their existing mortgage at a lower interest rate.  They meet all the criteria for subordination.
FIRST SELECTMAN PATTON MOVED TO APPROVE THE SUBORDINATION FOR CASE #2003-1 AS REQUESTED.
Selectman Eldredge seconded the motion.
VOTE:  3 YES (PATTON, ELDREDGE & LEWIS)    0  NO

Case #2003-2 is requesting subordination of their rehab lien in order to refinance their existing mortgages at a lower interest rate.  The bank will refinance without subordination.  
FIRST SELECTMAN PATTON MOVED TO APPROVE REFINANCING FOR CASE #2003-2 WITHOUT SUBORDINATION.
Selectman Eldredge seconded the motion.

PUBLIC WORKS
First Selectman Patton commented that they are cleaning equipment and getting ready to do brush.  Selectman Eldredge commented that they have been doing a good job on the storms.  Selectman Lewis asked how we are doing in Public Works being short handed?  He is concerned because they are down 2 people.  First Selectman Patton commented that he thought of trading the person on light duty for someone at the Transfer Station on Wednesday.  Selectman Lewis commented that when springtime comes they have mowing and sweeping, they need people.  Selectman Lewis commented that trading the two people could be good.  First Selectman Patton commented that we will have to look at everything.  We may have to get temporary help.  Selectman Eldredge asked how long do you think being shorthanded will last?  First Selectman Patton commented that he did not have an answer.  Selectman Eldredge commented that he would hate to lose Kevin on Wednesday.

Selectman Lewis seconded the motion.

ORDINANCE FOR TREASURER
First Selectman Patton commented that we did this 10 years ago but the statute only applied to the Tax Collector and Town Clerk, not the Treasurer.  It applies to the Treasurer now.  We adopted the ordinance and never rescinded it, he thought that when the law changed, the ordinance took effect but the Secretary of State said we must adopt the ordinance again at Town Meeting; we need to look at the ordinance for the Transfer Station also.  Selectman Eldredge commented that we need to take a hard look at that.  Other towns have pay as you throw programs, our people pay $16.00 per month and other towns pay $25.50.  The haulers have about 402 stops; we couldn’t handle that volume at the Transfer Station on the weekend.  First Selectman Patton commented that many towns do not allow anyone to go to the Transfer Station; some towns charge $19.00 per month for 2 bags a week.

GOOD & WELFARE
First Selectman Patton extended the Town’s and the Board’s sympathies to the families of the Columbia.  Selectman Lewis commented that they were some of the best & brightest and willing to do.  Many in Town are some of the best & brightest and willing to do what needs to be done for their country.
