SPECIAL MEETING JULY 22, 2002
TOWN OFFICE BUILDING 6:30 P. M.
First Selectman Patton called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Eldredge & Lewis and J. Semmelrock.
APPROVAL OF MINUTES
SELECTMAN LEWIS MOVED TO APPROVE THE MINUTES OF 7/1//02.
Selectman Eldredge seconded the motion.

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.
VILLAGE HILL ROAD BRIDGE
First Selectman Patton commented that they are still on schedule, the 2nd. requisition is due any time. Selectman Eldredge asked when they would be ready for steel and was told that it is due on 8/22 but could possibly be mid August. There have been some complaints about vehicles parking on the road but they belong to fishermen, not the workers. First Selectman Patton commented that things are going very well; there is a 3 man crew and the engineer. Selectman Eldredge commented that they are certainly making progress. First Selectman Patton commented that we are going to extend the drainage to Pinecrest Road. Selectman Lewis commented that that is a good idea.
PERSONNEL POLICY
First Selectman Patton commented that he added the Fair Housing Resolution; on page 18, under Holidays he rearranged the wording. First Selectman Patton will have the new copies ready to be approved at the next meeting.
APPOINTMENTS
FIRST SELECTMAN PATTON MOVED TO APPOINT LAURIE MAZICH SEMPREBON AS A REGULAR MEMBER OF THE CONSERVATION COMMISSION TO FILL THE VACANCY CREATED BY THE RESIGNATION OF TOM TREIBER. TERM EFFECTIVE IMMEDIATELY TO DECEMBER 1, 2002.
Selectman Lewis seconded the motion.

SPECIAL MEETING -2- JULY 22, 2002
FIRST SELECTMAN PATTON MOVED TO REAPPOINT DON BERG TO THE HOUSING AUTHORITY, TERM EFFECTIVE AUGUST 1, 2002 TO AUGUST 1, 2007
Selectman Lewis seconded the motion.
VOTE: 3 YES (PATTON, ELDREDGE & LEWIS) 0 NO
FIRST SELECTMAN PATTON MOVED TO APPOINT THOMAS SMITH AS AN ALTERNATE MEMBER OF THE ZONING BOARD OF APPEALS, TERM EFFECTIVE IMMEDIATELY TO DECEMBER 31, 2004 AND TO APPOINT NORMAN WILSON AS AN ALTERNATE MEMBER OF THE ZONING BOARD OF APPEALS, TERM EFFECTIVE IMMEDIATELY TO DECEMBER 31, 2006.
Selectman Eldredge seconded the motion.

First Selectman Patton commented that Noreen Passardi resigned from the Economic Development Commission.
PUBLIC WORKS
First Selectman Patton commented that they are mowing on Spak, Cemetery, Blair, Village Hill and Schofield Roads. They are overlaying roads for chip sealing; they will chip seal the week of August 16th. They are doing maintenance on equipment. First Selectman Patton commented that we had a radiation alert last week. Selectman Eldredge commented that when the trash was sent to American Refuse the load set off the alarm. DEP had to come and investigate. There was 12 tons of trash and a small bag was found to be the cause of the alarm. Although the bag was not opened, DEP believes it is probably from a household where someone is undergoing radiation treatment. The amount of radiation in the bag is not dangerous but it must be stored for 80 days in a steel container. If we
could find out where it came from, arrangements could be made to just put future bags in a steel container instead of having the alarm go off and DEP coming out and sifting through 12 tons of trash.
TAX REFUNDS
FIRST SELECTMAN PATTON MOVED TO APPROVE A TAX REFUND OF $7.09 TO MATTHEW A. HALL.
Selectman Eldredge seconded the motion.

FIRST SELECTMAN PATTON MOVED TO APPROVE A TAX REFUND OF $111.45 TO NANCY OR KENNETH O’NEAL.

FENTON-RUBY PARK & WILDLIFE PRESERVE PARK MANAGEMENT PLAN
First Selectman Patton commented that he sent a letter to the Conservation Com. regarding the grasslands and not mowing until after July 15th and mowing once every one to three years. He felt this would not preserve the grassland and it will quickly become an overgrown patch of weeds and brush. There are farmers in town who still want to hay the field. He believes the original goal of maintaining as much grassland habitat as possible at the lowest possible cost to the town should be kept unchanged. First Selectman Patton received a letter back that they recommend mowing in the early spring or after July 15th. so it will not affect nesting birds. Selectman Lewis commented that it worries him if it is not taken care of, it could be a fire hazard also.
SPECIAL MEETING -3- JULY 22, 2002
First Selectman Patton commented that we have someone that is fertilizing it and cutting back brush. If it is not taken care of properly, it will grow in more and more. Selectman Eldredge commented that we should insist on haying. First Selectman Patton commented that he will send a letter regarding the Board’s concerns that it should be hayed, cut and removed; the quality of the fields and fire hazard.
GOOD & WELFARE
First Selectman Patton commented that Scot Haney, of WFSB channel 3, will be the Revenue Collector for an hour on Thurs. July 25th. He will be here at 10:00 a.m. This is to help celebrate the 275th Anniversary. The concert on Sat. July 13th went well. Selectman Eldredge commented that having it at the Town Green was good. First Selectman Patton commented that Donna Hardie, Chair of the 275th Anniversary Committee, is talking about having another concert. First Selectman Patton commented on the bulletins from CCM regarding the local options for veterans. He wanted to bring it to their attention but will check into it further. There was also another bulletin that unless the Town has an ordinance stating that one Selectman must agree with the Town Clerk’s appointment of
an assistant, the Town Clerk will have the authority to appoint an assistant without the approval of a Selectman. First Selectman Patton commented that the architect’s contract for the new Senior Center has been signed.
