REGULAR MEETING JULY 1, 2002
TOWN OFFICE BUILDING 6:30 P. M.
First Selectman Patton called the meeting to order at 6:32 P.M. with the following in attendance: Selectmen Eldredge & Lewis, J. Philippi and N. Wilson.
APPROVAL OF MINUTES
SELECTMAN ELDREDGE MOVED TO APPROVE THE MINUTES OF 6/3/02, 6/10/02 & 6/24/02.

PRESENT TO SPEAK
Norman Wilson was present to discuss a vacancy on the Zoning Board of Appeals. There are 2 alternate positions vacant. Selectman Lewis suggested that Mr. Wilson go to the Zoning Board of Appeals meeting on July 11th at 7:30 P.M. The Board agreed this was a good idea and that a letter would be written to the Chairman of the ZBA.

VILLAGE HILL ROAD BRIDGE
Selectman Eldredge commented that the abutments on one side are poured. They are going great. Selectman Lewis questioned about the open area coming up from Rt. 32, should it be blocked off more, could they put cones there? First Selectman Patton commented that usually that is where the trucks are, coming and going but he will ask them to do something there. The right side coming down is blocked off. First Selectman Patton commented that we cut the first check for $145,000 for the contractor. Selectman Eldredge asked if he is on schedule and was told yes. First Selectman Patton commented that at the end of August we will have to shut down the road because they will have a large crane there. We will do notices and letters for that; we will have to send people down Schofield
and Kucko Roads. We will make sure Kucko Road is graded. The abutments will all be finished soon and then the wing walls are next. There was 110% more ledge than they originally thought so they had to blast, a change order was needed for that. First Selectman Patton commented that they are a little ahead of schedule right now.
PERSONNEL POLICY
Discussion followed on various sections of the Personnel Policy. Is an elected official a true employee – cannot be fired/dismissed/laid off. Selectman Eldredge commented that we need a definition of the working hours. First Selectman commented that the core hours would go in the job description. The Personnel Policy gives guidelines for medical leave, the Town insurance, sick time, personal time and vacation time, etc.
Discussion on the insurance waiver followed. $800 was settled on for the insurance waiver for exempt employees. Under Appendix A, the minimum hours was changed to five-day minimum 25 hour week. This will also be the base for health and dental insurance benefits. Vacations follow the guidelines except for non-entry level positions. Selectman Eldredge questioned the maximum of 12 weeks disability leave within 24-month period with the Town providing insurance benefits until the end of the first full month of medical leave. He would like the insurance for the full 12 weeks. Under Section 10, Political Activity, Selectman Eldredge wanted a reference to State Statute 1-79 to 1-89 added. First Selectman Patton commented that the Maternity Leave section complies with Federal law and
must be changed to comply with Connecticut law. The Computer and e-mail usage section, as well as the workplace monitoring section, is there in order to protect the Town. Signs will be placed notifying employees of the monitoring. No smoking signs will also be placed in all Town buildings. First Selectman Patton commented that we must do a better job recycling. The Board will review this policy again.
PUBLIC WORKS
First Selectman Patton commented that Wes is on vacation but e-mailed him that they are doing roadside mowing, curbing, cleaning catch basins and striping roads. The will be doing chip stone soon. First Selectman Patton commented that Karl Acimovic, Town Engineer, looked at Mirtl Road to see if it should go straight through or have a cul-de-sac. A cul-de-sac is the better option; to go straight through is costly and a lot of work. The property at the end of the road was just bought. First Selectman Patton asked the real estate agent to have the new owner call him. If the new owner allowed the Town to build a cul-de-sac it would take away some of his property but give him a cul-de-sac that would enhance the property. First Selectman Patton commented that he might hold a meeting for
the residents of Mirtl Road sometime in July. First Selectman Patton reported that he received a fax from CCM that our town-aid roads were cut by $40,000 to $100,000. That will come out of Public Works. The education is up by $114,000. Overall net we are up $68,000. Selectman Lewis asked what happened to the prisoner program? First Selectman Patton commented that it was getting hard to have someone watch them. Selectman Lewis commented that now prisoners who take part in the work program must sign a waiver that they will not sue the Town. Selectman Lewis suggested that we might look into this program again. First Selectman Patton commented that we could look into it. Selectman Eldredge commented that it is a good program.
GOOD & WELFARE
Selectman Lewis congratulated First Selectman Patton as the new Chairman of the Access Agency. The Board of Selectmen meeting scheduled for July 15th is being postponed to July 22nd.
