REGULAR MEETING MAY 6, 2002
TOWN OFFICE BUILDING 6:30 P. M.
First Selectman Patton called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Eldredge & Lewis, W. Beebe, R. Cronin, D. Donahue, Mr. & Mrs. N. Gray, A. St. Louis and J. Semmelrock.
APPROVAL OF MINUTES
SELECTMAN ELDREDGE MOVED TO APPROVE THE MINUTES OF 4/15/02 & 4/24/02.
Selectman Lewis seconded the motion.

PRESENT TO SPEAK
Al St. Louis, Chair of PZC, was present to discuss cell towers with the Board. There are 2 tower applications before the Siting Council. According to State law they do not have to contact anyone about the towers going up, they only have to put a notice in the paper. The Town has the right to call a Public Hearing and request that the applicants talk to the people. The 2 towers being put up now are on Tolland Turnpike and Boston Turnpike. The Town has 60 days after receiving the letter from the applicant to have the Public Hearing. This gives the community some input in the process and the neighborhood group can get together to respond. The cell tower people are receptive to what the community has to say. It is important that the townspeople have input. There are 2
applications so there could be 2 Public Hearings or one and they both present their information, one after the other. There should be a notice in the paper. Al commented that the tower people say they need towers every 3 miles. You can’t fight them but they are reasonable and receptive, they want to be good neighbors.

A list of correspondence was available at the meeting and in the Selectman’s office.
VILLAGE HILL ROAD BRIDGE
First Selectman Patton commented that we awarded the contract and had a pre-construction meeting. The contracts are signed and trees are marked. They are going to set up a job trailer at the ball fields at the commuter parking lot. There will be another one, on Village Hill Road on the right, as their job trailer. The bridge should be operational by the end of the year. The contractor will submit requisitions to us, we will approve and then they go to the state. PJF is an Equal Opportunity Employer and they met the quota for small and disadvantaged businesses. There will be a lot of paperwork.
AWARD HAYING CONTRACT
FIRST SELECTMAN PATTON MOVED TO AWARD THE CONTRACT FOR THE HAYING OF THE FENTON-RUBY PARK PROPERTY TO KEITH AND JANE MacDONALD FOR $161.25 AS PER THEIR BID.

APPOINTMENTS
Norman Gray was here to discuss a position on the Planning & Zoning Commission with the Board. The Planning and Zoning Commission would like to invite Mr. Gray to their meeting on May 21, 2002. Mr. Gray agreed to go.
PUBLIC WORKS
Wes Beebe reported that they are sweeping. They started their 10-hour day today, Wes thinks it will work out okay; it is from 6:00 a.m. to 4:30 p.m. Monday through Thursday. They got a lot of stuff done today. It will help with the curbing and paving. The only road signs missing from Spring Weekend were Luchon, Pinney Hill & Cisar. Wes commented that there is a lot of stuff that needs to be done in the office; he would like the First Selectman to consider temporary help since his secretary left to have a baby. On Mason Road a resident planted flowers/shrubs in the Town right of way, on top of the culvert. A letter will have to be sent explaining that they will have to be moved, nothing can be planted on top of the culvert.

FIRST SELECTMAN PATTON MOVED TO GO INTO EXECUTIVE SESSION, AT 7:27 P.M. TO DISCUSS POSSIBLE SALE OF PROPERTY ON MASON ROAD AND TO INVITE DAN DONAHUE OF NORCROSS WILDLIFE FOUNDATION AND MARY BOWEN, CHAIRMAN OF THE LIBRARY BOARD.

GOOD & WELFARE
Selectman Lewis commented that congratulations are due to Fire Chief Millix and his wife Patti on the birth of their daughter. First Selectman Patton commented that we selected an architect for the Senior Center, Lazarus & Sargeant. They were not the lowest, there was a difference of $8,000, but have very good experience; it was a tough choice. Selectman Lewis asked if we are still looking at the bottom of Fisher Hill & also the entrance to Y Road? First Selectman Patton replied yes. Selectman Lewis commented that there is a lot of ledge on Mirtl Road; it could be a major expense. First Selectman Patton commented that he walked with ATT up by the Transfer Station, looking for a spot for a cell tower. A Public Hearing will be necessary for that tower also. The Town
would get the rent and taxes for that tower
