REGULAR MEETING MAR. 18, 2002
TOWN OFFICE BUILDING 6:30 P. M.
First Selectman Patton called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Eldredge & Lewis, W. Beebe and Mr. & Mrs. J. Franco.
APPROVAL OF MINUTES
SELECTMAN ELDREDGE MOVED TO APPROVE THE MINUTES OF 3/4/02 & 3/11/02.
Selectman Lewis seconded the motion.

PRESENT TO SPEAK
Alice & John Franco of Mirtl Rd. were present to discuss what the Town might be doing with that road. Mr. Franco commented that he understands it may go through to Clint Eldredge Road to accommodate the school buses that no longer have a turn around. They are concerned about what will happen with the road if there is blasting. They are also concerned about a culvert on their property that is 20 years old, he cleans it out and it is broken; if it was improved, they would get more water on their property and they are worried about that. Alice Franco commented that they suggest piping it 100/150’ into the woods, not on their property. When they built a garage they had to put in a pipe to catch the Town water from the culvert, they don’t think that was fair, but it goes around the
property into the stream. Selectman Lewis commented that he wants to have a Public Hearing before doing anything on Mirtl Road and after we see if everything has been done with the school. Mr. Franco commented that they noticed the fence that went up at the end of the road. Selectman Lewis commented that First Selectman Patton tried to reach the owners to discuss this with them. Selectman Lewis commented that he thinks people buy on a dead end road for a reason. If the majority wants to keep it a dead end, we need to try to keep it that way. Mr. Franco commented that they would appreciate that. First Selectman Patton commented that there are a couple of issues; we still do not know what we will do there. We will have Public Hearings and will send letters to the residents of Mirtl Road. The school bus situation brought it to the forefront, but there is also plowing and traffic to consider. Mr. Franco asked if they thought
about a cul-de-sac and was told that it would be more damaging. We need to look at what is the best thing to do. Wes commented that there is lot of things to consider, including the fire equipment. Selectman Lewis commented that the school has a policy of picking up the young children in front of their homes. First Selectman Patton told Mr. & Mrs. Franco that we will certainly keep you informed; we are just at the beginning stages of this. We just received a letter from the Board of Education last week asking us to continue the road through. Mr. Franco asked if at the Public Hearing their concerns would be addressed and considered and was told yes.

DE-CERTIFICATION
Deputy Fire Marshal/Fire Inspector Gretchen Lord has moved and has not maintained the necessary training hours. Under section 29-298, the office of State Fire Marshal revoked her certification for this position and the Board must do the same.
FIRST SELECTMAN PATTON MOVED TO REVOKE THE CERTIFICATION OF GRETCHEN LORD AS DEPUTY FIRE MARSHAL/FIRE INSPECTOR FOR THE TOWN OF WILLINGTON AS PER THE RECOMMENDATION OF RICHARD PALMER, FIRE MARSHAL.
Selectman Eldredge seconded the motion.

PUBLIC WORKS
Wes Beebe reported that they were out for the snowstorm this morning. Sadow cut the branches at Center school; the crew will clean it up. Selectman Eldredge commented that there are piles at Hall school also for clean up. They are sweeping the roads and mowing. He hopes to get back to Mason Road. He has checked on a 93 Ford Roadside Mower with a 20’ boom. The Town can get it for $23,900. He checked with a dealer to see what they might ask and they said $28,000/$29,000 without the boom; it would be $65,000 new without the boom. It is from the Ludlow, MA Public Works Dept. and Wes thinks we might be able to offer them $23,000. Selectman Eldredge asked if the money is in this year’s budget and was told yes. Selectman Lewis asked if the old one would be
used for the ball fields and the Transfer Station and was told yes. Wes commented that he recommends getting this mower, it is in A1 shape.
SELECTMAN ELDREDGE MOVED THAT THE BOARD REQUEST THE BOARD OF FINANCE TRANSFER $23,900 FROM PUBLIC WORKS TO LINE ITEM #930, CAPITAL EXPENDITURES, TO PURCHASE THE USED FORD MOWER.
Selectman Lewis seconded the motion.

Wes commented that they are painting the guardrails and doing some work on the bridges. Karl Acimovic is still working on other stuff.
TAX REFUNDS
FIRST SELECTMAN PATTON MOVED TO APPROVE A TAX REFUND OF $33.13 TO GMAC.
Selectman Eldredge seconded the motion.
VOTE: 3 YES (PATTON, ELDREDGE & LEWIS) 0 NO
FIRST SELECTMAN PATTON MOVED TO APPROVE A TAX REFUND OF $73.67 TO SEWEL, INC.
Selectman Eldredge seconded the motion.
VOTE: 3 YES (PATTON, ELDREDGE & LEWIS) 0 NO
FIRST SELECTMAN PATTON MOVED TO ADD THE CAPITAL IMPROVEMENT PROGRAM PLAN TO THE AGENDA.
Selectman Lewis seconded the motion.
VOTE: 3 YES (PATTON, ELDREDGE & LEWIS) 0 NO
First Selectman Patton commented that the CIP plan includes 33 different projects for the next 5 years. The Board discussed the various projects in the plan. It goes to the Board of Finance and the Planning & Zoning Commission also.
