REGULAR MEETING                                                                                                           MAR. 4, 2002
TOWN OFFICE BUILDING                                                                                                  6:30 P. M.

First Selectman Patton called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Eldredge & Lewis, W. Beebe, J. Semmelrock, J. Goodwin, S. Shreve leaders of Brownie Troop 1055, Brownies
Ashley Bolduc, Abigail Goodwin, Nancy Bailey, leader of Junior Troop 5014 and Daisy Troop 5103, Daisy
Alyssa Bailey and Junior Samantha Pierson.


APPROVAL OF MINUTES
Selectman Eldredge commented that Mike Cardin’s last name should be included on page 4.
SELECTMAN LEWIS MOVED TO APPROVE THE MINUTES OF 2/19/02 AS AMENDED.
Selectman Eldredge seconded the motion.
VOTE:  3 YES (PATTON, ELDREDGE & LEWIS)    0  NO

PRESENT TO SPEAK  - No one.

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.  First Selectman Patton commented that he received a letter from Superintendent Berglund regarding Mirtl Road.  The Board of Education would prefer that we extend the road through to Clint Eldredge.  It is the policy of Center School to pick up the younger children in front of their homes.  Selectman Eldredge commented that he would support the road going through.  First Selectman Patton commented that we will look at it again.  Selectman Lewis commented that we should get the input from the people who live on that road.

CCM – SPEARS V. GARCIA  
Selectman Eldredge commented that we should settle some kind of support for this; he would be in favor of $200.00.  Selectman Lewis commented that right now they are asking if we are interested in supporting it.
We will respond that we are interested.

FIRST SELECTMAN PATTON MOVED TO ADD THE FOLLOWING TO THE AGENDA:
TAX REFUNDS AND APPOINTMENTS.

GIRL SCOUT WEEK PROCLAMATION
Leaders and Girl Scouts from Troops 1055, 5103 and 5014 were present.  First Selectman Patton read the following Proclamation:

WHEREAS, Tuesday, March 12, 2002, marks the 90th. Anniversary of Girl Scouts of the USA, founded by Juliette Gordon Low in 1912 in Savannah, Georgia; and,

WHEREAS, throughout its long and distinguished history, Girl Scouts-the pre-eminent organization for girls-has inspired millions of girls with the highest ideals of character, conduct, and patriotism; and,

WHEREAS, Girl Scouting will lead businesses and communities to teach girls the skills needed to take active roles in math, science and technology careers and to fulfill our country’s economic needs; and,

WHEREAS, through Girl Scouting, every girl, everywhere grows strong, gains self-confidence and skills for success, and learns her duty to the world around her; and,

WHEREAS, through participation in Girls’ Voices, a national community service project, every girl will learn to use her own voice to address an issue of concern to her and perhaps make a change for the better in her community; and

WHEREAS, some 50 million women have enjoyed the benefits of the Girl Scouts program, as an American tradition, for 90 years;

NOW, THEREFORE, I, John Patton, by virtue of the authority vested in me as First Selectman of the Town of Willington, do hereby proclaim the week of March 10-16 as Girl Scout Week.

First Selectman Patton thanked the Scouts and their leaders for coming and congratulated them on the Girl Scout Anniversary.

PUBLIC WORKS
Wes Beebe commented that they are working on the bridges; they are cutting trees and cleaning up at Polster and Lohse.  The Polster Road sign has been moved.  The guardrail people will be here next week.  It is a State law to have guardrails where necessary.  They will be back working on Mason Road the week of March 18th.  First Selectman Patton commented that the fuel dispenser is still on the list of things to get done.  Selectman Eldredge commented that he talked to Mike Cardin and he is willing to talk to DOT regarding Route 320 N and the possibility of the State giving us some money to fix the area near Hancock Road.  First Selectman Patton commented that he has the plans.  Wes commented that he has checked out Pinney Hill Road/Ridgewood Road & Latham Road with Karl Acimovic for installation of a stop sign.  They both agree another stop sign is needed there.  Signs announcing that a new stop sign has been put up and a stop ahead sign will be installed on Pinney Hill Road leading up to the new sign.  There have been some requests for a stop sign at Hall Hill & Pinney Hill but that is unnecessary.  Discussion followed regarding the traffic on Pinney Hill Road at the exit of Walden Apartments.  Something may have to be done on that.

Selectman Lewis seconded the motion.

TAX REFUND
FIRST SELECTMAN PATTON MOVED TO APPROVE A TAX REFUND OF $11.93 TO TATE BERGERON.
Selectman Lewis seconded the motion.
VOTE:  3 YES (PATTON, ELDREDGE & LEWIS)    0  NO

APPOINTMENTS
FIRST SELECTMAN PATTON MOVED, THAT ON THE RECOMMENDATION OF DONNA HARDIE, CHAIR OF THE 275TH ANNIVERSARY COMMITTEE THE FOLLOWING BE APPOINTED TO THAT COMMITTEE: SHANNON BOURBEAU, MARY BOWEN, DAVID & HOPE CHARETTE, MAUREEN GANTICK & CINDY WILSON.
Selectman Lewis seconded the motion.
VOTE:  3 YES (PATTON, ELDREDGE & LEWIS)    0  NO

GOOD & WELFARE
First Selectman Patton commented that he almost has the budget done, he will have it to the Board by Wed. and there will be a special meeting next Monday.  This will cover just the Board budget.  First Selectman Patton commented that he is working on the lease for the Fire trucks, the first truck is ordered, Willington Fire Dept. #1 needs to get their order together.  First Selectman Patton commented that he is working on the request for  proposal for an architect for the Senior Center.  He has a meeting with Bob Campbell and John Fauxbel to discuss possible funding for Senior Housing.  He hopes to have the application in for Small Cities money by the next meeting.  First Selectman Patton commented that he is working with UCONN and the Norcross Foundation regarding the North property.  Norcross will purchase it at fair market value and donate it to UCONN in exchange for an easement on the property.  It would be added to the 300 acres UCONN owns.  First Selectman Patton met with T. Callahan; he is trying to work out a memorandum of understanding to present to the trustees.  The Village Hill Road Bridge bid is due back on March 20th at 1:30 P.M.   The bids will be opened at a special meeting that day at 1:45 P.M.  Selectman Lewis commented that the notice boxes at the Transfer Station and Santilli’s need to be kept up to date.  Selectman Lewis commented that something is need for the sound at the Town Hall; many people have a hard time hearing there.  First Selectman Patton asked Joe Philippi to check into that.
