REGULAR MEETING                                                                                                           NOV. 5, 2001
TOWN OFFICE BUILDING                                                                                                  6:30 P. M.

First Selectman Patton called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Ennis & Knight, W. Gangaway and members of the Willington Hill Fire Department.

APPROVAL OF MINUTES
SELECTMAN KNIGHT MOVED TO APPROVE THE MINUTES OF 10/15/01.
Selectman Ennis seconded the motion.
VOTE:  3 YES (PATTON, ENNIS & KNIGHT)    0  NO

PRESENT TO SPEAK – No one.

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.

FIRST SELECTMAN PATTON MOVED TO ADD TRANSPORTATION COMMITTEE TO THE AGENDA.  
Selectman Knight seconded the motion.
VOTE:  3 YES (PATTON, ENNIS & KNIGHT)    0  NO
First Selectman Patton commented that we all received a copy of the Transportation Committee Report.  Wilbur Gangaway was here to speak about the highlights of the report.  Mr. Gangaway commented that they tried to find out what the needs were in Town, how many handicapped people might need rides, how many others might need rides, what resources were available for the people in Town.  We came to the conclusion that the Town probably needs to publish a brochure stating what the services are in town; a sample is in the report.  When the brochure is done the information in the sample would have to be corrected.  The Town probably could supplement the driver’s insurance.  The Transportation Committee needs to be reconvened or a new one appointed after we get Senior Housing in Town.  At this time they do not recommend purchasing a Van for the Town, the different types of transportation that are available are sufficient now.  First Selectman Patton commented that it would be good to read the report again and have someone from the Transportation Committee come to the Board meeting on Nov. 15th.  Selectman Knight commented that we compliment you on this comprehensive report.

WILLINGTON HILL FIRE DEPARTMENT
Tom Snyder, of the Willington Hill Fire Dept. commented that they have 2 items to request.  One is that the Public Works continue to plow and sand our parking lot, they did a great job last year.  The second is to request that we move forward with ordering the tanker truck.  We have been working on replacing our tanker truck, we know what we need and the estimate is about $232,000.  Half would have to be paid in March or April 02 and the rest upon delivery in Aug. or Sept. 02.  First Selectman Patton commented that he would have to submit this to the Board of Finance on Nov. 15th and suggested the members of the Fire Dept. be there also.  Willington Fire Dept. #1 is working on a truck also and First Selectman Patton is trying to schedule it so that we can work with one leasing company, there is not enough here to bond.  The Board of Finance authorizes the calling of the Town Meeting.  We need to see where the other Fire Dept. is with their research on a truck.  Chief Claus commented that they would plan on putting together a presentation with a little more detail for the Board of Finance.  Selectman Ennis asked if this is a replacement, is there any value to the old one?  Chief Claus commented that it is a 1973, maybe you could get $1,500 to $5,000 on a re-sale.  You can’t buy parts for it any more.  First Selectman Patton reported that the dry hydrant was installed today.     

PUBLIC WORKS
First Selectman Patton commented that they installed the drainage on Fifty Foot Road & Luchon Road and Village Hill & Schofield.  

SELECTMAN KNIGHT MOVED TO ADD OFFICE SPACE TO THE AGENDA.
Selectman Ennis seconded the motion.
VOTE:  3 YES (PATTON, ENNIS & KNIGHT)    0  NO
Selectman Knight commented that the Recreation Dept. has 2 people and the old YF&SS office downstairs has cut back.  Maybe they could trade offices since the Rec. Dept. has basketballs, volleyballs, etc.   This doesn’t require any action now, just something to think about.  

First Selectman Patton commented that speaking of recreation, there is a child that graduated eight grade but is being home schooled for eight grade.  She would like to play eight-grade basketball.  The Rec. Dept. said that according to the rules it is not a good thing.  Selectman Knight commented that he remembers the case; the child has a November birthday.  The child is clearly not an eight grader but is this any different than someone who had to repeat fourth grade and would also be a year older?  First Selectman Patton agreed.  The mother feels the child is in eight grade, it doesn’t happen that often.  She brought up some good points that she would like the child to socialize with the kids she will be going into high school with next year.  The Recreation Dept. in covering themselves said no.  I told her I would bring it to the Board, maybe at our level we could say yes or no.  It may be good for the child to do this.  Selectman Knight agreed, he does not see a trend.  Selectman Ennis asked about the age issue.  First Selectman Patton commented that it is no different than a child that stayed back.  First Selectman Patton commented that he would make a motion so that the Rec. Dept. is covered so they feel this is the Town’s position.  Selectman Knight asked if it would be a blanket policy or case by case, he would prefer case by case.  First Selectman Patton commented okay.  Selectman Ennis asked if this needs to be decided tonight?  First Selectman Patton commented that basketball is starting on Saturday. The biggest point is it will be good for her, being able to socialize with kids she will be going to school with next year.  When you are home schooled you are already withdrawn from other kids.

FIRST SELECTMAN PATTON MOVED THAT WE ALLOW THE STUDENT THAT IS BEING HOME SCHOOLED IN EIGHT GRADE TO PLAY RECREATION BASKETBALL THROUGH EIGHT GRADE.

GOOD & WELFARE
The Board offers each other good luck in the election.  Selectman Knight commented that he doesn’t know if it is because we did a good job or a bad job, there is enough interest around so that the entire Board could be replaced.
