REGULAR MEETING MINUTES                                                        JAN. 2, 2001
TOWN OFFICE BUILDING                                                                  6:30 P.M.

Selectman Knight called the meeting to order at 6:30 P.M. with the following in attendance:  Selectman Ennis and D. Tulis.  First Selectman Patton arrived at 6:40 P.M.

APPROVAL OF MINUTES
SELECTMAN ENNIS MOVED TO APPROVE THE MINUTES OF 12/4/00, 12/11/00 & 12/18/00.
Selectman Knight seconded the motion.
VOTE:  2 YES (ENNIS & KNIGHT)    0  NO

PRESENT TO SPEAK - No one.

CORRESPONDENCE
Report of correspondence available at meeting and in Selectmen’s office.

HARASSMENT POLICY
SELECTMAN KNIGHT MOVED TO ADOPT THE SEXUAL HARASSMENT POLICY AS CIRCULATED.  (ATTACHED)
Selectman Knight seconded the motion.
VOTE:  2 YES (ENNIS & KNIGHT)    0  NO

APPOINTMENTS
SELECTMAN ENNIS MOVED TO APPOINT LYNN BROWN TO THE CAPITAL IMPROVEMENT PROGRAM COMMITTEE, EFFECTIVE IMMEDIATELY.  
Selectman Knight seconded the motion.
VOTE:  2 YES (ENNIS & KNIGHT)    0  NO

SELECTMAN ENNIS MOVED TO RE-APPOINT THE FOLLOWING:
WILLIAM GOODALE AS AN ALTERNATE MEMBER OF THE PLANNING & ZONING COMMISSION, EFFECTIVE 12/18/00 TO 12/18/03 AND PHILIP MOLLISON AS A REGULAR MEMBER OF THE ECONOMIC DEVELOPMENT COMMISSION, EFFECTIVE 1/1/01 TO 1/1/06.  
Selectman Knight seconded the motion.

SELECTMAN KNIGHT MOVED TO ADD WITHHOLDING ACCOUNTS PAYABLE CHECK PROCEDURE TO THE AGENDA.
Selectman Ennis seconded the motion.
VOTE:  2 YES (ENNIS & KNIGHT)    0  NO
Selectman Ennis commented that twice he made notations on the warrant sheets to not disburse checks to Briggs & Associates.  The first time it was because it looked like a double payment and he questioned it.  Although the policy is to hold until the next Board meeting, he never got a response about this.  The seconded time he voided his name on the check because he did not get a resolution on the check before that.  We need to define how this will work.  Selectman Knight commented that the first time he did not see any problem; it looked okay so he signed it and First Selectman Patton signed it.  The checks or warrant sheets only need the signature of 2 Selectmen.  First Selectman Patton commented that he checked out the first check and found that it was an overpayment and applied it to the next payment.  Selectman Ennis commented that he voided the 2nd check since he did not know what happened.  First Selectman Patton commented that he thought Selectman Ennis had been made aware of what happened.  Selectman Ennis asked if Terry Hoffman could go back to that point and bring it forward for him?  First Selectman Patton said yes.  Selectman Ennis also asked if he could get a count of the number of feet for the logging?  First Selectman Patton commented that he would get him a copy of the bid package.  Selectman Ennis asked what was done about the 2nd check?  First Selectman Patton commented that they ran a check without signatures and he and Selectman Knight signed it.  Selectman Ennis commented that that was good, in lieu of not signing a check he makes a notation.  

Debbie Tulis asked what happened with the sidewalks?  Selectman Ennis commented that nothing has happened yet, in the spring we will make a recommendation to replace the sidewalks in front of Hall School and look at alternatives for other areas.  First Selectman Patton commented that one issue is with the Hall School sidewalks and the other issue is with other areas, nothing is resolved yet.  Selectman Knight commented that a section of the Hall School sidewalk goes nowhere and they will probably recommend abandoning that section.  D. Tulis commented that repairing private sidewalks would set a precedent for future repairs as well as residents asking for sidewalks in front of their property.  You must proceed with caution.  Selectman Knight commented that nothing has been decided yet and he doesn’t believe anything will be proposed to be done in front of private property.  Selectman Ennis commented that by state statute we could require that it be the owner’s responsibility.  First Selectman Patton commented that we have an ordinance that the owners are responsible for removal of snow from the sidewalks.      

PUBLIC WORKS
Selectman Knight commented that it appears they are staying well caught up.  No complaint calls were received.

GOOD & WELFARE
Debbie Tulis commented that John Tulis is home after his hospital and nursing home stay and is doing well.  He would appreciate get-well cards.  Selectman Ennis asked if we got the traffic monitors?  First Selectman Patton said he would ask Wes.
