BOARD OF SELECTMEN
REGULAR MEETING MINUTES                                                        FEB. 20, 2001
TOWN OFFICE BUILDING                                                                  6:30 P.M.

Selectman Ennis called the meeting to order at 6:31 P.M. with the following in attendance:  Selectman Knight, C. Jordan and P. Pribula.  First Selectman Patton was absent.

APPROVAL OF MINUTES
SELECTMAN KNIGHT MOVED TO APPROVE THE MINUTES OF 2/12/01 WITH THE FOLLOWING CORRECTION:  TOP OF PAGE 4, SELECTMAN ENNIS COMMENTED THAT HE DOESN’T SEE HOW THE PROPOSED YOUNGERMAN PROPERTY………….. .
Selectman Knight seconded the motion.
VOTE:  2 YES (ENNIS & KNIGHT)    0  NO

PRESENT TO SPEAK - No one.

SELECTMAN KNIGHT MOVED TO MOVE NEW BUSINESS UP AND HANDLE FIRST.
Selectman Ennis seconded the motion.
VOTE:  2 YES (ENNIS & KNIGHT)    0  NO

CORRESPONDENCE
Report of correspondence available at the meeting and in the Selectmen’s office.

FENTON RUBY
This should have been Fenton Bluffs easements.  Carol Jordan and Paul Pribula, both members of the Conservation Commission were here to discuss the easements that were deeded to the Town and now some of them are being asked to be returned.  Planning and Zoning has no objections to returning the requested easements but the Conservation Commission does.  They are concerned with the lack of protection for the property owners and the fact that payment in lieu of does not approach the value of the lots.  The Conservation Commission’s preference is to keep the open space land and to keep the easements in place.  Selectman Knight commented that he had no problem with maintaining the easements, he doesn’t see what the objection would be on the part of the land owner, any subdivision that would be done in the future you would still get an easement around the stream, this would just have it in place already.  As far as reworking of the open space lots, we might need legal help.  Selectman Ennis agreed that we need to know more before we take action.  We should ask John to pursue it.

OPEN SPACE
SELECTMAN KNIGHT MOVED THAT WE TABLE CONSIDERATION OF OPEN SPACE PARCELS UNTIL WE RECEIVE LEGAL COUNSEL.
Selectman Ennis seconded the motion.  
VOTE:  2 YES (ENNIS & KNIGHT)    0  NO

SELECTMAN KNIGHT MOVED THAT WE TABLE CONSIDERATION OF FENTON BLUFF EASEMENTS UNTIL WE RECEIVE LEGAL COUNSEL.
Selectman Ennis seconded the motion.
VOTE:  2 YES (ENNIS & KNIGHT)    0  NO

Carol Jordan asked that the Conservation Commission be made aware of future happenings of these two items.

PUBLIC WORKS – No report.

ACCEPTANCE OF MILLER FARMS ROAD
This road has been inspected, Planning & Zoning recommends acceptance and the developer has requested that the Town accept it.

ACCEPTANCE OF FENTON BLUFFS CUL-DE-SAC
This also has been inspected, Planning & Zoning recommends acceptance and the developer has requested that the Town accept it.

SELECTMAN KNIGHT MOVED THAT A TOWN MEETING BE WARNED FOR ACCEPTANCE OF MILLER FARMS ROAD AND ACCEPTANCE OF FENTON BLUFFS CUL-DE-SAC, FOR MARCH 14, 2001 AT 7:00 P.M. AT THE TOWN HALL.
Selectman Ennis seconded the motion.
VOTE:  2 YES (ENNIS & KNIGHT)    0  NO

SELECTMAN ENNIS MOVED TO ADD PARKING OF SCHOOL BUSES.
Selectman Ennis seconded the motion.
VOTE:  2 YES (ENNIS & KNIGHT)    0  NO
Selectman Ennis commented that since this is not completely settled yet but the school year is half over and the drivers and their families have settled in to a routine, it would be disruptive if they had to move before the end of the school year.
SELECTMAN ENNIS MOVED THAT WITHIN THE LIMITS OF THE BOARD OF SELECTMEN’S AUTHORITY THAT WE DO NOT INITIATE ANY MOVE TO MOVE THE SCHOOL BUSES BEFORE THE END OF THE SCHOOL YEAR.
Selectman Knight seconded the motion.

Selectman Knight commented that he didn’t see the need for the motion.  By the time everything is approved and the work is done we will be into June and he does not think the buses will be moved this school year but he will vote yes on the motion.
VOTE:  2 YES (ENNIS & KNIGHT)    0  NO

GOOD & WELFARE
Selectman Knight commented that he will be absent from the next Board meeting, but don’t put anything off.

SELECTMAN KNIGHT MOVED TO ADJOURN THE MEETING AT 7:15 P.M.
