REGULAR MEETING MINUTES                                                         NOV. 6, 2000
TOWN OFFICE BUILDING                                                                    6:30 P.M.

First Selectman Patton called the meeting to order at 6:30 P.M. with the following in attendance:  Selectman Knight, C. Csiki, R. Lisiewski, L. Mazich Semprebon, P. Stanish and reporter from the Chronicle.  Selectman Ennis was absent.

APPROVAL OF MINUTES
FIRST SELECTMAN PATTON MOVED TO APPROVE THE MINUTES OF 10/16/00, 10/20/00, 10/23/00 & 10/30/00.
Selectman Knight seconded the motion.
VOTE:  2 YES (PATTON & KNIGHT)    0  NO

PRESENT TO SPEAK
First Selectman Patton reported to Mr. Csiki that TA did clean up the area.  Mr. Csiki asked if this would be on-going and First Selectman Patton said yes he told them to keep it up.

CORRESPONDENCE
Report of correspondence available at meeting and in Selectmen’s office.

LEGAL OPINIONS ON PETITIONS
This was tabled at the last meeting and will be addressed at the next meeting since Selectman Ennis is absent tonight.

SIDEWALK COMMITTEE
This will wait until Selectman Ennis is present also.

COMMUNITY INFORMATION COUNCIL
This also will wait until the next meeting.  First Selectman Patton commented that Chris Park resigned as the webmaster.  Selectman Knight commented that he believes Chris will also resign from the CIC.  Chris feels that Brian Andle can handle the change over.

FIRST SELECTMAN PATTON MOVED TO APPOINT LAURIE MAZICH SEMPREBON AS AN ALTERNATE ON THE CONSERVATION COMMISSION, TERM EFFECTIVE IMMEDIATE AND TO EXPIRE ON 12/1/00.
Selectman Knight seconded the motion.

FIRST SELECTMAN PATTON MOVED TO APPROVE A TAX REFUND OF $251.09 TO AMERICAN HONDA FINANCE.
Selectman Knight seconded the motion.

PUBLIC WORKS
First Selectman Patton commented that Wes Beebe is out responding to an accident.  Selectman Knight asked if they are clearing out the Youngerman property.  First Selectman Patton commented that some stuff has been moved.  Karl Acimovic has more things to do.  First Selectman Patton commented that the crew has been doing culverts and piping on Daleville Rd.  R. Lisiewski commented that the Board of Finance took the money, for the dry hydrants, out of the Fire Departments budgets so Public Works could do this.  First Selectman Patton commented that it is working good, the only problem is that occasionally they will have to bid it.  First Selectman Patton commented that Public Works is also doing drainage on Hockla Farms Rd., also doing retention basins and pumping out catch basins.  R. Lisiewski asked if the Selectmen have been briefed on the rebate of property taxes, he would like to invite them to the next Board of Finance meeting on November 16th.  C. Csiki commented that he would bring Bob Lisiewski up to speed; he intends to bring both boards together.

INLANDS/WETLANDS RESOLUTION
Selectman Knight commented that the Public Hearing for the Village Hill Rd. Bridge is now closed; it was closed before the State report came in.  Selectman Knight thinks the report is important, it says native fish will be killed and they recommend to avoid crossing the stream.  The Public Hearing should not be closed before the public has a say.  First Selectman Patton commented that the report is talking about an unnamed tributary near the highway.  Selectman Knight commented that he does not know if it would be appropriate to make a resolution or not.  First Selectman Patton commented that he thinks this says nothing.  The recommendation is talking about stuff coming off the highway.  Selectman Knight commented that public input can’t be accepted now.  First Selectman Patton commented that this does not shed any additional light.  Selectman Knight commented that this will become a non-habitable brook; he thinks they closed the hearing to early.  Anyone should be able to comment on the report.  First Selectman Patton commented that they needed to close the Public Hearing some time, it was submit in July and this report came in late October.  Inlands/Wetlands asked for this, although they are not perfect they try to do the best with the information they have.  The information came late.
SELECTMAN KNIGHT MOVED THAT THE BOARD OF SELECTMEN MAKE A RESOLUTION TO FORWARD TO INLANDS/WETLANDS TO REJECT THE APPLICATION UNTIL THIS IS CLEARED UP.
First Selectman Patton seconded the motion.

YOUTH, FAMILY & SOCIAL SERVICES
Selectman Knight commented that the last meeting minutes of  YFSS showed that Joyce Smith will have 2 interns from Eastern, one for Youth Services and one for Seniors.  There are space constraints and she needs confidentiality.  Where will we put the interns?  Selectman Knight commented that the fact is that Joyce Smith is understaffed.  R. Lisiewski asked if she is looking for facilities for the interns?  Selectman Knight commented that she needs confidentiality space; he just brought this up for awareness.  First Selectman Patton commented that he has not seen any recommendations yet.  Selectman Knight commented that it reflects well that Eastern wants to place 2 interns with Joyce.

GOOD & WELFARE
First Selectman Patton reminded everyone to vote on Tuesday.  The Transfer Station sealant went on today.  Selectman Knight asked about the parking at the Town Hall for Election Day.  First Selectman Patton commented that parking will be at the other end of the Green, the same as the flea market.
