APPROVAL OF MINUTES:
The minutes from the previous WRC meeting were reviewed.  Mike Pinatti made a motion to accept the minutes without changes, which was seconded by Al Ference.  All members were unanimous in approval.

GENERAL DISCUSSION:
  • Bill Bilyak was introduced as an interested member of the WRC to replace Ed Taiman.  Bill has been very involved in Town sports including coaching softball and soccer.  He is a very involved member of WAM soccer.
  • Teri Gareau reported that the agreement between the Town of Tolland and Town of Willington Public Works Departments for shared work has been approved.
DIRECTORS REPORT:
  • Teri Gareau provided a directors report.
  • Highlights:  Karate for session 2 was 9 participants
  • Youth Basketball registrations were lower this year.
  • 911 signs; only 9 sold to date
  • Parent Expo on 11/1.  WRD will have a table.
OLD BUSINESS:
  • Karl attending the meeting to discuss RRAC and the water situation.  Our options were to get a permit for irrigation only or moving forward with drinking water.  Permit and additional requirement for drinking water was discussed and the group decided to only pursue irrigation at this time.  Teri will follow up with the town to determine next steps.
  • Karl did go over the previous phases of RRAC implementation.  Discussion ensued and possibly some minor changes will be made.
  • Teri asked about the shed at RRAC and reimbursement to Little League.  Teri will request the exact amount from LL.  A motion was made by Greg Blessing to approve reimbursement LL and seconded by Joe Colangelo.  All members were unanimous in approval.
Fall Field Maintenance was then discussed. Teri provided a maintenance schedule to the WRC.  Discussion occurred and the WRC had no issues with the schedule.  All fields will be addressed.
  • Recreation Basketball was next topic.  Al Ference and Teri Gareau explained the new league opportunity for our kids.  It is the Northeast CT Basketball league and includes travel to up to 10 different towns.  The WRC agreed this was a good opportunity for the kids to be playing other towns and not only local teams.  Teri did meet with Mansfield and Ashford to review a league with the three towns but there continued to be some restrictions by Mansfield including travel teams.  WRC agreed to the new league in principal but wanted to better understand the league including the costs of referees.
  • There is a coaches meeting on the 30th to pick the teams for the season.  Practice starts the weekend of the 11/8.  There was also discussion about a child moving up to the next level but denied to that team already having 10 players.
NEW BUSINESS:
  • Bill Bilyak was nominated by Joe Colangelo as a new member of the WRC and seconded by Al Ference.  All members approved.
  • It was agreed that Teri would continue to pursue the STEAP grant to finish RRAC.
  • Greg Blessing has decided to leave the WRC and everyone thanked him for his contributions.
  • Teri will post the opening and new potential members would be reviewed at the next meeting.

ADJOURNMENT:
Joseph Colangelo motioned to adjourn, which was seconded by Mike Pinatti.  The meeting adjourned at 8:55PM.  The next meeting is scheduled for November 25th, 2008 at 7:00PM at the Town Hall Office Building.
