Chairman Marco called the meeting to order at 7:33.
Regular Meeting
PZC2016-21 Application for a Flag Pole with solar down lighting at 20 Senior Way (Map 17 Lot 1 Zone R-DER) Owner/Applicant: Town of Willington (Received October 18, 2016 Public Hearing or decision by December 6, 2016)
The Commission looked at the plans. A. Marco said it is full cut-off lighting and dark sky compliant.
Ed Dagata, President of Willington Seniors, was present. He the application is for a memorial flag pole with pavers around the outside; Veterans can place their name, rank, date of service and branch on them and it will encompass all Veterans in town. He said they went with a commercial grade pole so that it will last forever. The height will be 35 feet to fly 3 flags; a flag that has flown over the Capital, a flag that has flown over the State Capital and a POW flag. Mr. Dagata said they will illuminate the flags only.
The Commission agreed a Public Hearing was not needed. The application was tabled to Old Business.
PZC2016-22 Waiver of Public Hearing for Special Permit with similar use for office space and storage at 331 River Road (Map 30 Lot 16 Zone DC) Owner/Applicant: David Stuart for Hanley Construction (Received October 18, 2016 Public Hearing or decision by December 6, 2016)
David Stuart was present. He said the use would be similar to the use previously approved. Mr. Stuart said they are looking to put in 4 offices for Hanley Construction whom are construction managers relocating from East Hartford. He said they will not have a show room or storage and signage will not change.
The Commission agreed a Public Hearing was not needed.
PZC2016-23 Applicant for Zone Change at River Road (Map 10 Lot 8 Zone R80) Owner/Applicant: Rick Ostien (Franc Motors) (Received October 18, 2016 Public Hearing by December 6, 2016 decision within 65 days after close of P.H.)
The Public Hearing has been set for November 29, 2016 at 7:30.
Old Business

E. Standish motioned to approve PZC2016-21 Application for a Flag Pole with solar down lighting at 20 Senior Way. D. Roberts seconded the motion. All in favor. Motion carried.
PZC2016-22 Waiver of Public Hearing for Special Permit with similar use for office space and storage at 331 River Road (Map 30 Lot 16 Zone DC) Owner/Applicant: David Stuart for Hanley Construction (Received October 18, 2016 Public Hearing or decision by December 6, 2016)
E. Standish motioned to approve PZC2016-22 Waiver of Public Hearing for Special Permit with similar use for office space and storage at 331 River Road under the previously granted permit with the following condition; the upstairs room is not to be used as a living space. D. Roberts seconded the motion. All in favor. Motion carried.

Staff Report and Discussion
A brief discussion was held on PZC2016-23. S. Yorgensen said the applicant wants to expand ½ of an acre to a commercial zone. She said she will send the maps to the Commission to review prior to the Public Hearing.
Chairman Marco read a letter from DEEP to Love’s Travel Stop. S. Yorgensen said Love’s Travel Stop requested a site line easement along DEEP property along Polster Road so cars would have more opportunity to see vehicles exiting the truck stop. She said the request was denied by DEEP.
Discussion was held on the ramp across from Polster Road. Discussion was held on the length of time it generally takes for State approval.
Discussion was held on CLEAR Land Use Academy. A Marco said it will be well worth the new members attending some of the programs. S. Yorgensen said there she will send the emails regarding the program dates.
