Public Hearing

Chairman Marco called the Public Hearing to order at 7:30.

PZC2016-18 Application to Amend Special Permit for the addition of a tattoo artist at 11 Phelps Way (Map 30 Lot 14 Zone DC) Owner: C & S Willington CT Partnership LLC Applicant: Jane F. Copeland (Received August 22, 2016 Public Hearing September 20, 2016 Decision within 65 days after close of P.H.)

Jane Copeland was present.  She said the application is for a tattoo artist at her existing clothing store at Phelps Way.  The artist would be work on Sunday, possibly Thursday, and does spiritual tattoos.  Ms. Copeland said she has Health Department approval and A. Marco said the letter was in the file.  S. Yorgensen said it is an additional use of an existing Special Permit.  Ms. Copeland said there will not be any additional signage.  She added that the artist has her license, all of the necessary equipment and there is an additional sink area for her to use.  

There were no additional questions from the public or the commission.  

E. Standish motioned to close the Public Hearing.  W. Parsell seconded the motion.  All in favor.  Motion carried.

REGULAR MEETING

PZC2016-19 Application for sign permit at 1 Common Road (Map 23 Lot 16 Zone R80) Owner/Applicant: Willington Historical Society (Received August 31, 2016 Public Hearing or decision by September 20, 2016)

S. Yorgensen said the applicant had another commitment and could not be present.  She said she has reviewed the application; the sign meets the regulations and there will not be any lighting. The commission agreed a public hearing was not necessary.  

Old Business:

PZC2016-17 Application to amend Resubdivision Plan Edward G., Sandra M. & Richard Bussiere Mason Road Willington, Connecticut Sheet 1of 2 Rev 4-19-00 at 85 Mason Road (Map 11 Lot 2C Zone R80) Owner/Applicant: Edward Bussiere (Received July 19, 2016 Public Hearing by September 20, 2016 decision with 65 days after close of P.H.)

S. Yorgensen said the applicant was at the last meeting and presented to the commission.  They are looking for a lot line revision so the pond is on one parcel.  The commission reviewed the plans and the map dated July 12, 2016.  A. Marco said the lots are conforming.  

E. Standish motioned to approve PZC2016-17 Application to amend Resubdivision Plan Edward G., Sandra M. & Richard Bussiere Mason Road Willington, Connecticut Sheet 1of 2 Rev 7-12-16 at 85 Mason Road (Map 11 Lot 2C Zone R80) Owner/Applicant: Edward Bussiere.  He noted the new map revision date of 7-12-16.  W. Parsell seconded the motion.  All in favor.  Motion carried.

Chairman Marco said Staff has reviewed the sign; it meets regulations and there is no lighting.  
E. Standish motioned to approve PZC2016-19 Application for sign permit at 1 Common Road.  D. Roberts seconded the motion.  All in favor.  Motion carried.  
Minutes
E. Standish motioned to approve the minutes of June 7, 2016.  W. Parsell seconded the motion.  All in favor.  Motion carried.
D. Roberts motioned to approve the minutes of July 19, 2016.  E. Standish seconded the motion.  All in favor.  Motion carried.
Staff Report and Discussion
Chairman Marco said the commission granted the Chairman and Vice-Chairman the authority to decide on a PoCD consultant and they have made a decision.  He said the BOF approved $45,000 for a 2 year time period to get them started.  He added that the PoCD has to be done by 2018 to qualify for discretionary funding from the state.  
E. Standish asked if there was a plan on getting the word out to get more people involved and a discussion was held.  He suggested sending home information with Willington students.  S. Yorgensen said she would look into it.  He also suggested announcing it at the BOE meetings so that it would be in the minutes.  S. Yorgensen said the consultant will be attending the next meeting on October 4th.  
S. Yorgensen informed the commission that Nicole Martin has formally resigned as she is no longer a Willington resident.  
E. Standish suggested they look at reducing the size of the commission due to lack of members.  S. Yorgensen said the ordinance would have to be changed and she will print it out for the next meeting.  
Britney Skorupski, a resident of Willington, was present and said she was interested in becoming a member.  She said she went to EO Smith, moved to Florida for some time and has now moved back and is a property manager.  Ms. Skorupski said she is going back to school for Real Estate Development and feels this would be a great opportunity.  S. Yorgensen added that she is also interested in going to the classes required.  
A discussion was held on the process of electing and appointing.  S. Yorgensen said the Board of Selectmen can appoint her as an alternate.  
John Blessington introduced Joe Lucia and said he is interested in becoming a commission member as well.  
Mr. Lucia said he and his wife moved to Willington 2 years ago and they would like to be a part of and active in the community.  He said he works in and out of state in property use and believes he would be an asset to the town.  
Further discussion was held on the PoCD; A. Marco said the PoCD is the commission’s reference foundation. Further discussion was held on the appointment/election process to be on the PZC Commission. The PZC Commission will recommend Ms. Skorupski to the BOS and John Blessington will recommend Mr. Lucia to his political party.  
E. Standish suggested Ms. Skorupski and Mr. Lucia familiarize themselves with Roberts Rules of Order.

  • Notice from DEEP regarding a Notice of Tentative Determination, Section 401 Water Quality Certification
  • Resignation Letter from Nicole Martin effective immediately
  • Letter from WindhamARTs regarding Friends of the Mill Works and withdrawing their request for a special exemption.  
S. Yorgensen said the letter from WindhamArts was regarding the concerts at South Willington Mill.  A discussion was held on live entertainment and the need for an ordinance to be in place to limit the type of entertainment.  The PZC Commission would like to address this again with the Board of Selectmen.  Chairman Marco said he has brought it up many times but will continue to do so.
