Public Hearing

Chairman Marco called the Public Hearing to order at 7:32.  The Commission did not have a Quorum and no decision could be made.   

PZC2016-9 Application for Special Permit for temporary sale of legal sparklers at 327 Ruby Road (Map 42 Lot 45 Zone DC) Owner Royce Properties Applicant: Tatiana De Jesus (Received May 3, 2016 Public Hearing June 7, 2016 decision within 65 days after close of P.H.)

Neither the applicant nor a representative was present. S. Yorgensen said the notifications and letters have not been sent out by the applicant and the signs were not posted. The Public Hearing was closed..

Regular Meeting

Presentation of Draft Sign Regulations

Caleb Rupert presented the Commission with the Draft Sign Regulations and said he received his Master of Public Administration at UCONN.  He said, when drafting the regulations, he looked at surrounding towns but kept within Willington’s rural characteristics.  He added that there has been a big change in the past 2 years with signage; you can regulate signs but not what they say.  

C. Rupert briefly explained the regulations and said he tried to keep it short and simple.  J. Sullivan said he believes C. Rupert’s perception of Willington’s sign issue is dead on.  C. Rupert said, if the Commission chooses to adopt a version of the regulations he is proposing, they will be way ahead of other towns.  

A discussion was held on the wording of the regulations.  A. Marco said in section 19.05, it should read Maximum Signage Area.  He added that in section 19.06.01, it should be changed to 14 days.  C. Rupert said the Commission can now review and edit the regulations as they see fit.  

A. Marco would like to keep the sign regulations on the agenda and asked S. Yorgensen to print out the current regulations so they can do a side by side comparison.  

Staff Report

S. Yorgensen said she is sending the RFP for the PoCD.

S. Yorgensen said Senior Housing wants to install vinyl siding and windows which will have the same look as the wood they currently have.  The Commission remanded this to S. Yorgensen as it is a minor modification and stays within the architecture of the cottages.
