Public Hearing
Chairman Marco called the public hearing to order at 7:36. Nicole Martin was seated for John Sullivan.
PZC2015-51 Application to Amend Special Permit & approved Site Plan for landscaping only at 327 Ruby Road (Map 42 Lot 45 Zone DC) Owner/Applicant: Royce Properties, LLC c/o George Giguere(Received January 6, 2016 Public Hearing by March 1, 2016 decision within 65 days after close of P.H.)
Barry Clark of Gardner & Peterson was present and presented plans. He said the landscape design is done and they are going to remove some of the existing Mountain Laurel and replant Mountain Laurel once completed. He said they are going to thin out the area for more sign visibility.
A discussion was held on the rubbish on the embankment and in the area. Don Hess, the Storage General Manager, said they have started cleaning the hillside. He added that they have a landscaping contract and will be working the maintenance of litter control into the next contract. A. Marco said there is a letter from Gardner & Peterson in the file regarding landscape, mulch and silt fencing.
Ralph Tulis said TA needs more visibility so people can find the facility. He said he agrees with thinning out the area but not clear cutting. Further discussion was held on litter concerns. Mr. Tulis said TA needs to be more diligent in litter control.
Chairman Marco said DOT has jurisdiction and won’t submit their approval until they have the Commission’s approval. He said the Commission’s concerns are erosion control, litter and maintenance.
W. Parsell motioned to close the Public Hearing. D. Roberts seconded the motion. All in favor. Motion carried.
Regular Meeting
PZC2016-3 Application to Amend Special Permit to build Gazebo at end of patio at 39 Adamec Road (Map 24 Lot 40 Zone R80) Owner/Applicant: Beni Tena (Received March 1, 2016 Public Hearing or decision by May 3, 2016)
The Commission looked at plans and agreed the gazebo is a minor modification. S. Yorgensen said the application is complete.
N. Martin motioned to approve PZC2016-3 with the following condition:
- An as-built, of the overall site plan showing all improvements be submitted prior to use.
D. Roberts seconded the motion. All in favor. Motion carried.
Old Business

D. Roberts motioned to approve PZC2015-51 with the following conditions:
- Litter Control Plan to be provided to be reviewed and approved by the Commission or its Staff.
Bond provided and approved by the Commission’s Attorney.
W. Parsell seconded the motion. All in favor. Motion carried.

W. Parsell motioned to approve the minutes of February 4, 2016. D. Roberts seconded the motion. All in favor. Motion carried.

Staff Report and Discussion
A discussion was held on the PoCD. S. Yorgensen said a consultant will be hired and asked the Commission to start thinking about what they want to see in the PoCD and about appointing a sub-committee of various people. A. Marco asked S. Yorgensen to keep this item on the agenda.
S. Yorgensen said the consultant is working on the sign regulations. The Commission would like to see an outline.
Aliza Makuch addressed the Commission. She is promoting health within the region and invited them to two workshops; March 31, 2016 at Mansfield Town Hall from 5:30 to 7:30 and April 20, 2016 at Coventry Town Hall from 5:30 to 7:30. She asked them to visit www.healthyeasternct.com to explore the Healthy Community Tool Kit. Ms. Makuch said she would send an email to the Commission regarding the workshops.
