Chairman Marco called the Public Hearing to order at 7:30.
PUBLIC HEARING
PZC2014-15 Application for Special Permit for a Martial Arts School to be located on the upper level in a 2200 sq. ft. end unit of 11 Phelps Way (Map 30 Lot 14 Zone R80) Owner: C & S Willington Limited Partnership Applicant: R & D Kempo, LLC (Received May 6, 2014 Public Hearing on June 3, 2014 P.H. continued to June 17, 2014 Decision within 65 days after close of P.H.)
Applicant Dan Arnini was present and said the Martial Arts School will be in the same location but on the upper level. He said he will not have day classes and classes will start at 5:00. He said it is a better location; safer and well lit.
Chairman Marco asked for questions or comments from the public in which there were none. A. Marco asked the applicant if he needs approval before signing the lease and Mr. Arnini said he doesn’t want to sign the lease without approval. S. Yorgensen said she does not see a problem with the application.
Chairman Marco closed the Public Hearing.
REGULAR MEETING
PZC2014-14 Request from Hull Products to present information about the Forest Management Activity proposed within the Conservation Easement and request’s permission to log within the easement 476 Tolland Tpke (Map 21 Lot 22 & Map 16 Lot 40, 41 Zone R80) Applicant: Hull Forest Products
Chris Casadei was present for Hull Products. A discussion was held on the easement area. Mr. Casadei said they would like to start logging in a month and will notify the Commission. S. Yorgensen asked that he notify her of his timeline. The Consensus of the Commission was that there should be no activity in the entire easement area at this time. The Commission may revisit the issue and conduct a site walk while the rest of the property is being harvested.
PZC2014-19 Amend Zoning Regulation 4.04.02.01 to add Except as provided in Section 5.02.01.01.02 and amend 5.02.01.01.02 to add but when this calculation is made the area of wetland and water watercourses shall not be excluded ~Applicant: Earl & Michele Bancroft (Received June 23, 2014 Public Hearing July 15, 2014 Decision within 65 days after close of P.H.)
The Public Hearing has been set for July 15, 2014.
PZC2014-20 Requesting consideration and approval pursuant to 8-24 for bridge replacement on Polster Road Owner/Applicant: Town of Willington
Karl Acimovic was present and provided the commission with plans. He said it is a replacement of the superstructure of the bridge; they are not changing any of the road alignments at this point. He said, at some time in the future, they will change out the curb on the west side of the bridge and provided a picture to the Commission. The reason for this is there is constant damage to the guardrails due to tractor trailer trucks trying to make a sharp turn. K. Acimovic said there are some minor cracks in the abutment walls but the concrete is in good condition.
K. Acimovic said they had to close the bridge in December because it is totally shot. He said they are going to do scouring at the base. K. Golden asked how they are going to deal with the scouring and K. Acimovic said they will put in grouted rip rap to bring it back up to the original elevation. K. Golden asked the size of the cracks and K. Acimovic said 1/8 to 1/4 inch. K. Golden asked the life span and K. Acimovic said up to 100 years.
K. Golden asked the reason for not replacing the bridge in its entirety and K. Acimovic said they don’t want to take out two concrete structures that are in good condition and they do not have the funding. K. Golden expressed his concern on this being a temporary fix. A. Marco asked how long the project will take and K. Acimovic said 2 ½ to 3 months.
Chairman Marco will draft a letter to the Selectmen with the Commission’s recommendations.

Staff Report
S. Yorgensen said she received a complaint of dumping behind Chase Lumber and said the piles were removed. She said she received an inquiry regarding starting a Commercial Solar Farm in a residential area to produce and sell the electricity. She said she does not see where it is allowed in regulations.
S. Yorgensen said, after July, when there is money in the budget for the Attorney to review the changes the Commission needs to make in the regulations. She suggested perhaps dealing with in the fall, since the Commission will have to talk about amendment changes and schedules may be more flexible to allow more members to participate.
S. Yorgensen gave a few other updates including the senior center wants a bench and could possibly be considered landscaping, the Commission concurred.
