PZC2012-13 Application sign permit at 15 River Road Unit #3 (Map 5 Lot 3 Zone DC) Owner: AMPM Properties Applicant: Bent-N-Twiztid Tattooing (Frank Demao III) (Received March 6, 2012 Public Hearing by May 1, 2012 Decision within 65 days after close of P.H.)
Frank Demao was present. The Commission looked at the plans and pictures. A. Marco said it looked as if the sign met the guidelines. Mr. Demao said the sign will be aluminum backed with a Plexiglas front. J. Sullivan asked if it would be lit and the applicant said not at this time. A. Marco said he could come back for a sign modification in the future.
W. Parsell motioned to approve PZC2012-13 Application sign permit at 15 River Road Unit #3 (Map 5 Lot 3 Zone DC) Owner: AMPM Properties Applicant: Bent-N-Twiztid Tattooing (Frank Demao III). P. Nevers seconded the motion. Unanimously approved.
PZC2012-15 Application sign permit at 470 River Road (Mobil Station) (Map 34 Lot 9B Zone R80) Applicant: Ready Imaging, Inc (Received March 6, 2012 Public Hearing by May 1, 2012 Decision within 65 days after close of P.H.)
Al Whiting of Ready Imaging was present. He presented pictures and explained the first item; re-facing of the existing Mobil price sign with new LED digital price faces and no change in the size. W. Parsell asked the difference in the lighting and Mr. Whiting said there really is no difference; LED’s do not spread any ambient light on the ground and they will not be flashing. He said they also use a great deal less electricity. A. Marco said it appears to be a minor change with no change to the footprint.
Mr. Whiting explained the second element; installing a new Mobil 36” high illuminated fascia on the existing canopy. W. Parsell asked if the current canopy is illuminated and Mr. Whiting said no but the illuminated fascia does not throw any lighting on to the ground and there will be no up-lighting. He said it will give a hint of a halo effect around the perimeter. Mr. Whiting said the current fascia is solid white and the new image is blue and white.
Mr. Whiting said they would also like to install 2 Mobil illuminated signs; they currently have 1 illuminated sign. A discussion was held on the fascia and the signs. J. Sullivan said they are unsure of how much more light this is going to generate. Mr. Whiting presented a Photo Metric Survey and explained the measurements in foot candles. He said the output of the illuminated fascia is 1/3 less than the canopy itself. S. Yorgensen said the existing lighting is much more powerful than what they are going to add.
The Commission would like to take more time in reviewing the fascia and wants to take a look at other Mobil stations that have signs and a fascia with the same lighting. Mr. Whiting said there they can look at the Mobil in Mansfield and Willimantic. A. Marco said the fascia is not a sign so they have to look into how to interpret the regulations in regards to this.
P. Nevers motioned to table this application to March 20, 2012. J. Sullivan seconded the motion. Unanimously approved.
Boundary line adjustment/agreement at 34 Red Oak Hill Owner: Don Berg
Don Berg presented the plans; they are trying to resolve a boundary issue and at the same time, put in a woods road. He showed the boundary lines and proposed changes to the Commission. A discussion was held on boundary line revisions vs. subdivisions. Mr. Berg said he has spoken to the Weigolds and believes they are in agreement. P. Nevers asked if the applicant needed approval from all the abutters and S. Yorgensen said only the disputing land owners.
A discussion was held on the regulations. A. Marco said this application does not fit the criteria of a subdivision and a discussion was held.
W. Parsell motioned in agreement of the boundary line adjustment as this does not fall under the subdivision or re-subdivision regulations. P. Nevers seconded the motion. A. Marco recused himself. All other Commission members in favor.
PZC2012-8 Application for Special Permit to allow Class 5 alcohol permits for charitable organizations or caterers permit to be allowed at 24 Old Farms Road (Map 23 Lot 46 Zone R80) Owner: Willington Hill Fire Department Applicant: Friends of the Willington Public Library (Received February 21, 2012 Public Hearing March 20, 2012 Decision within 65 days after close of P.H.)
The Public Hearing has been set for March 20, 2012. A discussion was held on the Special Permit.
PZC2012-12 8-24 Review Pick-up and Drop-off Parking Lot at Center School 12 Old Farms Road
S. Yorgensen said the new parking lot and drop off area will be to the right of the school. W. Parsell said it was approved in the CIP and they are now looking for the Commission’s 8-24 approval. A discussion was held on safety concerns in regards to the buses and parents dropping off students.
The Commission looked at the plans and scheduled a site walk for March 20, 2012 at 5:30.
PZC2012-14 Application 5 lot re-subdivision at 476 Tolland Turnpike & Meadow Lane (Maps 16 & 21 Lot 22 Zone R80 Owner/Applicant: Ridgeview Willington, LLC (Received March 6, 2012 Public Hearing by May 1, 2012 Decision within 65 days after close of P.H.)
Application received March 6, 2012 and a Public Hearing was set for April 17, 2012 at 7:30.
PZC2012-17 Application for 1 lot re-subdivision at 112 Willington Hill Road (Map18 Lot 62 Zone R80) Owner/Applicant Melanie Ellis (Received March 6, 2011 Public Hearing by May 1, 2012 Decision within 65 days after close of P.H.)
Application received March 6, 2012 and a Public Hearing was set for April 3, 2012 at 7:30.
PZC2012- Application Special Permit for gift shop, meditation room & Reiki & small special events at 8 Willington Hill Rd (Map30 Lot 11 Zone DC) Owner: Theodore Wrubel Applicant: Pamala J. A discussion was held on the sign violations. The Permits were tabled until the violations are resolved.

P. Nevers motioned to approve the minutes of February 21, 2012. W. Parsell seconded the motion. J. Sullivan abstained. All others in favor.

Staff Report and Discussion
A discussion was held on appointing an Interim Agent to replace S. Yorgensen while she is out on Medical Leave. The Commission would like the appointment of the Interim Agent added to the next agenda.
Andy Marco explained to the Commission that he went before the Board of Finance to ask for additional funding for staff and on the engineering and GIS side. A discussion was held.
Sign modification of Subdivision for Wilderness View
The sign modification was signed on March 5, 2012 by A. Marco.
