Regular Meeting
Andrew Marco called the meeting to order at 7:37. J. Poole was seated for M.Ellis and D. Roberts was seated for J. Sullivan.
PZC2010-28 Application for Special Permit to allow Class 5 alcohol permits for charitable organizations or caterers permit to be allowed at 24 Old Farms Road (Map 23 Lot 46 Zone R80) Owner: Willington Hill Fire Department Applicant: Friends of the Willington Public Library (Received February 21, 2012 Public Hearing by April 17, 2012 Decision within 65 days after close of P.H.)
S. Yorgensen said the wine tasting fundraiser is scheduled for April 28, 2012. A discussion was held on the timing of the application.
The Commission said it appeared they were asking for a onetime event again. S. Yorgensen did not agree. She read the application to the Commission and said she believes the applicant is looking for a Special Permit to hold one event per year every year. She said if approved as requested, she would sign off on any Class 5 for charitable organizations to be held at that location. The Commission discussed the application and did not feel the applicant was clear on what they were asking for. A discussion was held on the Class 5 Permit. S. Yorgensen said the application is asking for Class 5 Permit for 24 Old Farms Road only; the permit would be to that property.
E. Standish motioned to set the Public Hearing for 3/20/2012 to enable the Commission to notice the hearing at regular cost. T. Murphy seconded the motion.
A discussion was held on the application. J. Poole said he would like the application updated to specify their intent. A. Marco said he would like it clarified. S. Yorgensen will send the Commission information on a Class 5 Alcohol Permit.
The Commission voted and was unanimously in favor of the Public Hearing scheduled for 3/20/2012.
Special Permits at Phelps Crossing
S. Yorgensen read the letters that were sent to various Phelps Plaza business owners. It stated that if the permit was annually renewable, the applicant had the option of requesting a modification to remove the stipulation. It also stated that if the applicant was in violation of the sign regulations, it could hinder their approval.

S. Yorgensen said Mr. Zaid wife left a message.
S. Yorgensen said she had a signed application from Mr. Kelly.
A discussion was held on the Notice of Violations. A discussion was held on the Phelps Plaza site walk that was done prior to the meeting. A. Marco said 3 of the applicants that were asking for Special Permits are in violation of the sign regulations.
A discussion was held on neon signs verses temporary signs and sign that may block windows. S. Yorgensen will contact the attorney for clarification on neon signs. The Commission would like to have a more clear definition of the sign regulations and tabled this discussion; they would like it added to the March agenda.

- Letter received from Jeanette Dellaripa of Zumba fitness regarding signage.
Staff Report and Discussion
A discussion was held on the Zumba Fitness Center. A. Marco read the letter received from Jeanette Dellaripa regarding signs. A discussion was held on trucks parking in the fire lane in front of the business. J. Poole said that is beyond their control. S. Yorgensen said an application will be coming in to resolve the Zumba sign issue.
A discussion was held on the businesses with annually renewable permits. S.Yorgensen said she sent letter to the businesses that were in violation and/or businesses in which it was not clear if they were annually renewable. A letter was also sent to the owner.
A discussion was held on temporary signs vs. permanent signs. A discussion was held on Phelps Plaza. J. Poole said the owner of Phelps Plaza was before them a year and a half ago to discuss signage and he would like to see him come back before the Commission; the Commission agreed. A. Marco said he would like to look at unified business sign regulations based on information they have gathered from businesses in town. A discussion was held on banners and grand opening signs.
