A. Marco called the meeting to order at 7:32.

New Business

PZC2011-21 Application to amend the Willington Zoning Regulations (Sections 11.17.01 & 11.17.04) to allow Riding Academies on parcels of 20 acres or more. Applicant: Willington Planning and Zoning Commission (Received May 3, 2011 Public Hearing June 21, 2011) Decision within 35 days after close of P.H.)

Public Hearing set for June 21, 2011.

PZC2011-25 Application to amend the Willington Zoning Regulations 5.04 5.04.01.02.37 to allow dog kennels as a Special Permit Use in a Designed Commercial Zone ~subject to provisions of section 11.16 Owner/Applicant: TJE, LLC ( Love Veterinary) (Received May 17, 2011 Public Hearing June 21, 2011) Decision within 35 after close of P.H.)

Public Hearing set for June 21, 2011.

PZC2001-26 Application for Special Permit to open Tattoo Studio at 94 Cemetery Road (Map 52 Lot 27 Zone R80) Owner/Applicant: Les Doty (Received May 17, 2011 P.H. by July 19, 2011 Decision within 65 days after close of P.H.)

S. Yorgensen said this is a Special Permit for home occupation of a Tattoo Studio.  

A discussion was held on the Public Hearing and application process.  Application was received today.  Staff has not yet reviewed the application.  A brief discussion was held on parking.  The applicant said he will see only one person at a time; 2 to 3 times a week. Public Hearing was set for July 19, 2011.

Old Business

PZC2011-11 Application Special Permit for Material Recycling Facility at east side of 262 Ruby Road 1-1/4 mile south of Exit 71 I84 (Map 42 Lot 49-A Zone DI) Owner: Ruby Road Development ~LLC Applicant: Green Hills Recycling & Landscaping Products, Inc Received March 15, 2011 Public Hearing April 19, 2011 P.H closed May 17, 2011Decision by July 19, 2011)

Public Hearing was closed on May 17, 2011.  W. Parsell said the applicant has done everything they have asked of them.  A discussion was held on the landscaping plan, the site line and plantings.  

S. Yorgensen said that the landscaping plan was submitted by Roise Linden Land Design on 2/14/11 does have plantings on the berm.  S. Yorgensen said they would have to revise their plans and the Land Use engineer will have to look at the plans to see if they have been revised to include everything he has asked for.  

A discussion was held on bonds and setting the amounts.  S. Yorgensen said the Sedimentation and Erosion Plan in and off the property would also include permanent seeding and grading.

P. Nevers motioned to approve PZC2011-11 Application Special Permit for Material Recycling Facility at east side of 262 Ruby Road 1-1/4 mile south of Exit 71 I84 (Map 42 Lot 49-A Zone DI) Owner: Ruby Road Development ~LLC Applicant: Green Hills Recycling & Landscaping Products, Inc. with the following conditions:

  • Final plans shall be revised to incorporate the modifications shown at the public hearing on May 17th.
  • Landscaping plan developed by Roise Linden Land Design submitted on May 17th shall be incorporated into the final set of plans and shall also  include planting on the berms as shown on Landscaping Plan dated 2-14-11, sheet 4 of 8 drawn by Tarbell, Heintz & Associates. Plantings shall be installed to minimize view from the road and lot lines and shall be in accordance with Section 5.05.01.02.05. site line and are to comply with all Planning and Zoning Regulations.  
  • Land Use Engineer to review and approve all changes prior to filing of Mylar.  
  • Signage to conform to sign submitted and shall be non-illuminated and in addition, a sign at exit point saying no left turns (for large vehicles and tractor-trailers).
  • Hours of operation for large portable machinery kept on site (which, per the applicant, shall be registered and taxed in Willington) to be 7 am to 5 pm, Monday through Friday and no work will be done on Federal Holidays.
  • A cost estimate for sedimentation and erosion control and landscaping to be submitted and reviewed by the land use department.  Bonds shall be submitted for sedimentation and erosion control prior to Special Permit being issued and for landscaping prior to Certificate of Use and Occupancy being issued.
  • Copies of all State Permits shall be submitted to the town.
  • Permit shall be annually renewable.
  • This Special Permit takes precedence over all previously approved uses/site plans on this site, which are now invalid.
W. Parsell seconded the motion.  All in favor.  Motion carried.

Minutes

P. Nevers motioned to approve the minutes of May 17, 2011.  T. Murphy seconded the motion.  E. Standish abstained.  All other members in favor.

1.  State of Connecticut Siting Council letter to Christina Mailhous regarding the New Cingular Wireless facility.  

2.  Copy of the Capitol Region Council of Government letter to Town of Ellington Planning and Zoning.

3.  Capitol Region Council of Government letter to Town of Willington Planning and Zoning regarding a proposed zoning regulation amendment for commercial livery and boarding stables.

4.  Capitol Region Council of Government letter to Town of Willington Planning and Zoning regarding a proposed zoning regulation amendment for dog kennels.


Staff Report and Discussion

A discussion was held on the possible closing of the rest area in Willington.
