Public Hearing

M. Ellis called the Public Hearing to order at 7:30.  J. Poole was seated for A. Marco.

PZC2010-31 Application for Special Permit to open Produce Market at 331 River Road (Map 30 Lot 16 Zone DC) Owner: CSB Properties LLC Applicant: Robert W Sherwood (Received ~November 19, 2010 Public Hearing December 7, 2010 Decision within 65 days after close of P.H.)

Robert Sherwood was present.  He said he is growing produce and selling it.  Mr. Sherwood said he would like to build up a co-op of local farmers that want him to sell their products.  M. Ellis asked if he would be making food and he said, no, and explained the fresh products grown locally that would be sold.  M. Ellis asked how long he has been in operation and he said since the beginning of June.  M. Ellis asked about the rental space and Mr. Sherwood said he would be upstairs in a space that’s approximately 300 square feet.  He said his hours will be Monday thru Saturday, 8:00 am to 8:00 pm and Sunday, 8:00 am to 5:00 pm, and there will be 3 employees including him.  

A brief discussion was held on daily traffic and parking.  Mr. Sherwood said he averages about 15 people a day, maybe a little more on weekends.  J. Poole read the list of products on the application; produce, eggs, milk, dairy products, honey, and maple syrup and baked goods from La Petite Bakery.  He asked the applicant if there was going to be anything additional and he said no.  T. Murphy asked if he would sell meats and Mr. Sherwood said not until the building owner improves the septic.  

Jennifer Sherman was present and said she approves of the market.  She said it is nice to have produce for sale in town and Mr. Sherwood sells good food.  

P. Nevers motioned to close the Public Hearing.  J. Poole seconded the motion.  All in favor.  

Regular Meeting

M. Ellis called the meeting to order at 7:44.  J. Poole was seated for A. Marco.  

Old Business

M. Ellis said it is a standing policy of the board to hold off making a decision on an application the night it is presented.  A discussion was held.  

J. Sullivan asked the applicant about his lease and Mr. Sherwood said his lease expires at 148 River Rd. in a couple weeks. J. Sullivan said, in his opinion, the Commission should try to make an earlier decision and not make the applicant wait 4 weeks until the next meeting.  He said they have accommodated other applicants.  J. Poole said poor planning on the constituents’ part does not require the board to make a decision.  A discussion was held on holding a Special Meeting.  

J. Poole motioned to hold a Special Meeting on December 14, 2010 at 7:00.  P. Nevers seconded the motion.  All in favor.  

Minutes

M. Ellis motioned to approve the minutes of November 16, 2010 with the following revision; Tom Murphy was present.  P. Nevers seconded the motion.  All in favor.  

J. Sullivan motioned to approve the minutes of October 26, 2010.  P. Nevers seconded the motion.  All in favor.  

Draft Subdivision Regulations

G. Jones said he has not heard back from the attorney as of yet.

Discussion

J. Poole asked the status of the “Town of Willington Pit”.  G. Jones will get a progress report.  J. Poole asked about the reclamation plan of the gravel pit for the proposed recycling center.  G. Jones said they have 5 years to complete the reclamation plan and that they can ask for an update but the applicant does not have to provide one.  A discussion was held.  

J. Poole said the copy center & printing plans include an offset press.  He said the applicant was to be digital only and the Commission did not approve an offset press.  A discussion was held.  G. Jones will look into this issue.
