M. Ellis called the Public Hearing to order at 7:30. J. Poole was seated for T. Murphy.
PZC2010-27 Application for Special Permit to open Copy Center & Printing ~331 River Road (Map 30 Lot 16 Zone DC) ~Owner: CSB Properties LLC Applicant: Joseph & Pamela Varholy (Received ~October 19, 2010 Public Hearing October 26, 2010)
Mr. and Mrs. Varholy were present. They said they have been in business since 1983 in East Windsor and Broad Brook. They do commercial printing; mostly offset work. Mr. Varholy said economically they cannot keep up with the larger digital companies. He said they wanted something close to home and this location was good for them and that they are going from industrial work to residential work.
M. Ellis asked about foot traffic and expressed his concern about the parking. Mr. Varholy said they hope to have as much foot traffic as possible but he does not anticipate more than one third of the parking lot being occupied at a time.
M. Ellis said the Health Department Okayed the application and Staff has reviewed it. Mr. Varholy said they will not have any dangerous chemicals.
Dave Charette, of the Economic Development Commission, was present and said the application sounds like something that works for that area; low impact. He said it’s a good fit and the Commission supports it.
M. Ellis said he owns adjacent property. He asked the applicant if they had an issue with him sitting on the Board for this application and they did not.
E. Standish motioned to close the Public Hearing. P. Nevers seconded the motion. All in favor.
PZC2010-28 Application for Special Permit ~to allow Class 5 alcohol permits for charitable organizations or caterers permit to be allowed at 24 Old Farms Road (Map 23 Lot 46 Zone R80) Owner: Willington Hill Fire Department Applicant: Friends of the Willington Public Library (Received
October 19, 2010 Public Hearing October 26, 2010)
Roberta Passardi was present for the library. Ms. Passardi said this application is for a fundraiser. M. Ellis asked how many times a year they would like to do this. G. Jones said under this permit, the maximum they can do is 4 times in one year. J. Sullivan asked if this permit is for selling alcohol, not BYOB, and J. Poole said that is correct.
A. Marco asked the applicant to describe the event. Ms. Passardi said it will be a wine tasting and they will sell tickets for $25.00 a person. She said the package store will set up beverages in a certain location, per state requirements, and they will card everyone that looks 21 and under. The time will be 6:30 to 9:30 and they will have wine, cheese and desserts. Ms. Passardi said they fall under the permit for charitable organizations; section 501(c)(3).
A. Marco expressed his concern about the insurance and asked who would be liable, the fire department or the library. Ms. Passardi said they fall under the town but she will double check on who is liable. M. Ellis asked if the application was approved with the exception of the P & Z Commission and Ms. Passardi said yes. M. Ellis asked if they had a Liquor Permit and Ms. Passardi said not yet. J. Sullivan asked if applicants have to go through the state each time they want a permit and M. Ellis said yes.
E. Standish motioned to close the Public Hearing. J. Sullivan seconded the motion. All in favor.

M. Ellis asked G. Jones if the application was complete and he said yes. J. Sullivan asked the footage of the location and the Mr. Varholy said approximately 1200 feet.
J. Poole said historically they wait until the next meeting to approve so they have time to digest all the information. A discussion was held on the time frame the applicant was looking at and the applicant said they were hoping the end of October. M. Ellis said he agreed with J. Poole but would like to hold a special meeting.
M. Ellis motioned to hold a special meeting Monday, November 1, 2010, to come to a decision. E. Standish seconded the motion. All in favor.

J. Poole said he was concerned that no-one from Willington Hill Fire Department was in attendance. J. Poole asked how many times a year the applicant was looking to do this and Ms. Passardi said once. M. Ellis added this application to the Special Meeting on Monday, November 1, 2010, at 7:30.
A discussion was held on the number of times to allow this event.
A discussion was held on applicants submitting applications in a timely manner. J. Poole said it is not a requirement of the Commission to hold a Special Meeting if there was poor planning on the constituent’s part. Ms. Passardi said she was unaware of all the necessary applications/permits and that this was a learning experience.

M. Ellis motioned to approve the minutes of 10/5/2010. E. Standish seconded the motion. All in favor.
Discussion:
~~~~~ATT Tower Tolland Turnpike/Old South Willington Road
M. Ellis said the proposal was for an AT&T tower on Becker’s quarry land on Route 74. He said the Conservation Commission did not like the fact that you could see it from the green. M. Ellis said the new proposal is to bring it in off South Willington Road. He said he has a problem about where they want to bring the driveway in and is concerned about wash-out, traffic and the steep driveway. M. Ellis would like to write a letter to the Siting Council. A. Marco said the environmental impact is much greater in this new location.
A discussion was held on driveway concerns. The Commission agreed to work with all the Boards to draft a letter to the Siting Council.

G. Jones had nothing additional at this time. A discussion was held on Love’s Travel Stop.
