M. Ellis called the meeting to order at 7:30.
PZC2010-24 Application for Zone Change of 34.84 acres and Preliminary Site Plan approval from R-80 to RL located at 256 Ruby Road (bus lot Map 42 Lot 49B) & (behind School Bus Lot (Map 42 Lot 49) Owner/Applicant: Town of Willington (Rcd. 7/20/10, P.H. 8/17/10. Dec. by 11/16/2010)
J. Sullivan and W. Parsell said they listened to the previous recorded meeting and read the minutes.
A. Marco motioned to approve the zone change and the preliminary site development plan for the following reasons. The commission finds:
- That the proposed development is a location that its size and character is, in general, in harmony with the appropriate development of the area and will not be detrimental to the development of adjacent parcels. Development of the area in which it is proposed to be situated and will not be detrimental to the orderly development of adjacent properties.
- That the location and size of the proposed uses, the intensity of operations involved in connection with such uses, the site layout and their relationship Route 320 is such that vehicular and pedestrian traffic generated by the use or uses will not be detrimental to the character of the neighborhood.
- That the establishment of a Reserve Land Zone will not hinder or discourage the appropriate development or use of adjacent land and buildings or impair the value thereof.
- That the proposed uses, if conducted responsibly, permit the development of the site without the destruction of valuable natural assets or pollution of lakes, streams and other water bodies while providing the best possible design of structures and land uses compatible with the shape, size, and topography and natural character of the site.
The preliminary site development plan shall be modified to show phases. Title Block of plans shall indicate “Zone Change” and “Preliminary Site Development Plan”, respectively.
Motions shall be added to the plans; Mylars filed in the Town Clerks Office.
P. Nevers seconded the motion. All in favor. Motion carried.
PZC2010-25 Application for Special Permit & Final Site Development Plan approval for material storage area at east side of Ruby Road behind school bus lot, 256 Ruby Road (Map 42 Lot 49) Owner/Applicant: Town of Willington
W. Parsell motioned to approve the Special Permit and Final Site Development Plan for material storage area with the following conditions and/or modifications.
- The Special Permit granted is for the storage of gravel, stone, aggregate, wood, wood chips, leaves, mulch, road sweepings, catch basin sweepings, road killed animals, pipes and guard rails. Any future activity (i.e. salt shed, garage, sand and gravel, etc) shall require a new special permit.
- Materials shall be store as required by law.
- No hazardous materials shall be stored on site.
- Material shall be tested for contaminants prior to re-use and within 90 days of storage.
- This permit shall be annually renewable. The Commission and/or Staff shall review the site annually prior to issuance.
- Final Site Development Plan shall be modified to remove the “future” items.
- Title Block shall be modified to indicate “Special Permit/Final Site Development Plan”.
Motions shall be added to plans; Mylars filed in the Town Clerk’s Office. P. Nevers seconded the motion.
P. Never questioned testing prior to re-use. A discussion was held on the wording regarding testing and the motion was modified to “tested for contaminants prior to re-use and within 90 days of storage”.
A. Marco questioned the listing of items to be stored and a discussion was held on items public works may store in the future. A. Marco would like the listing expanded to include non-hazardous items not listed that would save the taxpayers money. G Jones said the listing came from the application.
M. Ellis took a vote on the motion. A. Marco opposed. All other members in favor. Motion carried.
