Regular Meeting
M. Ellis called the meeting to order at 7:30
New Business
Renewal of Special Permit for Hidden Dragon Martial Arts School 11 Phelps Way Owner: R & D Kempo
M. Ellis said he does not believe there are any issues and the window sign is no longer in the window, just leaning against it.
J. Poole motioned to renew the permit with all the existing conditions.
1. Plans submitted to show the inside delineation of all the stores in the building.
2. Approval of the Fire Marshal
3. Final approval from the Health Department
4. Update plans to show the space upstairs
5. All signage to be approved by the commission and conform to zoning regulations and shall be of the same architectural design as the existing plaza signs
6. Permit to be annually renewable
E. Standish seconded the motion. All in favor. Motion carried.
PZC2010-1 Application for Modification of Final Site Development Plan and Amendment to Special Permit ~at 511 River Road (Map 39 Lot 6 Zone DR) Owner/Applicant: Town of Willington (Received February 16, 2010 Public Hearing by April 20, 2010 Decision within 65 days after close of P.H.)
M. Ellis said the application is for Phase 2 of the River Road Athletic Facility which includes a pavilion, basketball court, volleyball court, playscape and walking trail.
E. Standish motioned to set the public hearing for Tuesday, March 16, 2009. T. Murphy seconded the motion.
J. Poole said he would like to know how the modification fits in with the steep grant and how they plan to resolve the money they are asking verses the funding. Mike Pinatti of the Recreation Commission was present. Mr. Poole asked Mr. Pinatti to let the commission know they will be looking for the answer to this question.
All in favor. Public Hearing set.

M. Ellis motioned to approve the minutes of January 5, 2010. T. Murphy seconded the motion. All in favor.

Subdivision Regulations
The next Subdivision Regulation meeting is set for Tuesday, February 23, 2010 at the Willington Library.

1. Letter from the State of Connecticut Siting Council regarding Docket No. 400 – a telecommunication facility at 343 Daleville Road.
2. Emergency Incident Report on a petroleum spill at 381 Tolland Turnpike.
3. Letter from Connecticut Federation of Planning & Zoning Agencies regarding the CFPZA Annual Conference on March 18, 2010.
4. Letter from Shipman & Goodwin Counselors at Law regarding Wilderness View Subdivision; Town Acceptance of Wilderness Way.
5. Letter from State of Connecticut Department of Transportation regarding the Tentative Vendor-in-Place Paving Program.
6. Letter from Robinson & Cole on the Notice of Exempt Modification – Antenna Swap at 56 Cosgrove Road.
Discussion
J. Poole said Petro is now party of TA and Petro will take over. A brief discussion was held on the signage.
Public Comment
Daniel Arnini, of Hidden Dragon Martial Arts School, was present. He asked the commission why a special permit is required. M. Ellis said it is required for any business in town. Mr. Arnini said Willington Pizza II is not annual renewable. M. Ellis said the board, at that time, made the permit open ended. Mr. Arnini said it is ludicrous that he has to file every year. M. Ellis commented that Mr. Arnini originally came to them and said he would follow all conditions and then put in a sign that is not allowed. M. Ellis said he has been on the board for 9 years and since then every business has had an annual renewable permit.
